In January 1972, The ISS HK was formally admitted as a branch by the International Council of ISS. We proactively responds to the community's needs through the provision of multifarious social services.
國際社會服務社於1958年在本港設立辦事處, 並於1972年1月正式成為立國際分社, 1973年2月9日在本港註冊。香港國際社會服務社因應本港社會需要, 提供多類型的社會服務。

二、兒童保護及家庭支援
《五年規劃》提出持續完善兒童保護制度,並明確提出將家庭支援由「危機應對」逐步轉向「預防與促進家庭韌力」的長期策略,本社對此表示認同。《施政報告》提出再增建三所資助獨立幼兒中心、額外提供約1,800個照顧名額,及逐步將課後託管服務恆常化。我們認為相關措施絶對有助基層及在職家庭更容易使用託管服務,紓緩家長在工作與照顧子女之間的壓力。

本社旗下的深水埗及天水圍綜合家庭服務中心,多年來支援基層家庭及兒童,深知家長在兼顧工作與家庭責任面對的挑戰。對於單親家庭、低收入家庭、少數族裔家庭以及缺乏親屬支援的家庭而言,穩定、可負擔及容易接觸的托兒與託管服務尤其重要,亦往往直接影響家長能否持續就業及兒童的生活穩定。

另外,本社兩所綜合家庭服務中心及其他服務單位將繼續密切配合政府持續完善懷疑虐兒個案處理和通報機制的方針,及早識別和介入。機構不同單位的社工在本年初強制舉報虐兒條例實施以來,一直在不同層面加強有關保護兒童的宣傳和教育,加深基層家庭對條例的認識,亦繼續透過活動向家長提供育兒方面的支援,在弱勢社群築起保護兒童的安全網。

三、少數族裔支援
本社歡迎政府進一步完善少數族裔支援服務,並從長者照顧、青年發展及社區參與等層面,建立更全面的支援網絡。透過增設「耆樂共融」網絡及「成功友導」計劃,分別對加強對少數族裔長者的社區支援,以及為少數族裔青年提供生涯規劃分享。

本社分別於2024年及2025年因應施政報告方針開設DREAM少數族裔人士支援服務中心、少數族裔關愛隊及HOPE少數族裔傳譯及翻譯服務中心,全方位為少數族裔人士提供支援及服務,同時又積極在中心拓展「女士網絡」及「青年網絡」。我們同意少數族裔長者是極需照顧的一群,因此早在開設DREAM少數族裔人士支援服務中心已致力發展長者為本的服務,例如藝術治療小組及健康講座。我們期望積極貢獻「耆樂共融」網絡,引領少數族裔長者走入社區,亦能讓社會及早識別其需要,並提供適切轉介。

在扶助少數族裔青年方面,我們亦喜見政府將把「少數族裔社區大使」試驗計劃恆常化,並吸納具學歷或專業資格的少數族裔人士參與福利服務。本社一直與學校及商界合作,為少數族裔青年的提供職業輔導及就業機會,啓發他們探索職業前路的無限可能。本社深信少數族裔人士不只是福利服務的接受者,亦是香港社會的重要持份者及社區建設伙伴。透過發揮不同族裔的語言、文化及專業才能,定能共同推動香港建立更開放、包容及多元的社會。

2. Child Protection and Family Support
The Five-Year Plan proposes the continuous enhancement of the child protection system, and also clearly sets out a long-term strategy of gradually shifting family support from a “crisis response” approach to one focused on “prevention and the promotion of family resilience.” Our organisation fully supports this direction. The Policy Address proposes the addition of three more subsidized standalone child care centres, providing approximately 1,800 additional child care places, and gradually regularising after-school care services. We believe these measures will greatly improve access to child care and custodial services for grassroots and working families, helping to alleviate the pressure parents face in balancing work and childcare responsibilities.

Through our Integrated Family Service Centres in Sham Shui Po and Tin Shui Wai, we have supported grassroots families and children for many years and have a deep understanding of the challenges parents face in managing both work and family responsibilities. For single-parent families, low-income families and ethnic minority families and families with limited support from relatives, stable, affordable, and accessible child care and custodial services are particularly important. Such services often have a direct impact on whether parents can remain in employment and on the stability of children's daily lives.

In addition, our two Integrated Family Service Centres and other service units will continue to support the Government’s ongoing efforts to improve the handling and reporting mechanisms for suspected child abuse cases. Since the implementation of the Mandatory Reporting of Child Abuse Ordinance earlier this year, social workers across all service units have strengthened promotional and educational efforts related to child protection at different levels.

3. Support for Ethnic Minorities
We welcome the Government’s further enhancement of support services for ethnic minorities and its efforts to establish a more comprehensive support network covering elderly care, youth development, and community participation. The newly introduced “Elder Harmony Network” and “Success Counsel Programme” will respectively strengthen community support for ethnic minority elders and provide career planning and experience-sharing opportunities for ethnic minority youth.

In line with the policy directions set out in the 2024 and 2025 Policy Addresses, the Agency established the DREAM Ethnic Minority Support Service Centre, the Ethnic Minority Care Team, and the HOPE Ethnic Minority Interpretation and Translation Service Centre in 2024 and 2025. These initiatives provide comprehensive support and services for ethnic minority communities. At the same time, we have actively developed a Women’s Network and a Youth Network through our centres.

We share the view that ethnic minority elders are a group in particular need of support. Therefore, since the establishment of the DREAM Ethnic Minority Support Service Centre, we have been committed to developing elder-focused services, including art therapy groups and health seminars. We look forward to actively contributing to the Elder Harmony Network by helping ethnic minority elders engage with the community, facilitating early identification of their needs, and ensuring appropriate referrals to suitable services.

With regard to supporting ethnic minority youth, we are pleased that the Government plans to regularise the EM District Ambassador Pilot Scheme and encourage individuals from ethnic minority backgrounds who possess academic qualifications or professional credentials to participate in welfare services.
The Agency has long collaborated with schools and the business sector to provide career guidance and employment opportunities for ethnic minority youth, inspiring them to explore the many possibilities for their future careers. By harnessing the linguistic, cultural, and professional strengths of different ethnic groups, we can work together to build a more open, inclusive, and diverse society in Hong Kong.

本社對今次《五年規劃》及《施政報告》提出的各項惠民及促進社會共融措措施表示歡迎:

一、跨境家庭及北部都會區
《五年規劃》提出深化粵港澳大灣區建設,北部都會區將逐步發展成為集居住、就業、創科、交通及社區生活於一體的重要發展區域,相關建設亦將進一步加強香港與內地之間的人員往來及社會聯繫。

本社認為北部都會區是建立新社區、支援新家庭及促進跨境民生融合的重要契機。隨着北部都會區及大學城逐步發展、通關愈趨便捷,區內將吸引更多跨境家庭、跨境學童、高等教育人口、內地來港人士及其他流動人口聚居或往來,形成多元及具跨境特色的社區。不同家庭在居住安排、子女教育、家庭關係、社區融入、語言溝通及照顧需要等方面,將呈現更具跨地域及多元化的特點。因此,我們認為該區的社會服務安全網應走在人口遷入之前,社會福利服務應與北部都會區的規劃同步推進,為不同家庭及居民提供適切支援,才能確保北部都會區真正成為宜居宜業的理想社區。

我們建議政府可在羅湖、落馬洲等口岸周邊區域預留空間及資源,由具備跨境服務經驗的機構營運「跨境及流動人口綜合社會服務中心」,以「家庭為本」角度提供諮詢、輔導、兒童保護、緊急援助及轉介服務。政府亦可考慮資助設立專為北部都會區而設的支援熱線及網上平台,提供即時情緒支援、家庭關係諮詢、跨境服務資訊轉介等服務,提高服務的覆蓋率及效率。

本社自2006年起推展深港綜合家庭服務,及後成立羅湖區港人家庭社工服務站;2009年起推跨境學童服務,並於2022年升級為深港家庭綜合服務中心。連同上水的跨境及國際社會服務中心,本社在服務跨境社群積累大量個案經驗和數據,期待在北部都會區發展大局中貢獻跨境家庭及國際社會服務的經驗,支援家庭福祉及社區建設。

The Agency welcomes the various people-oriented initiatives and measures promoting social inclusion proposed in the Five-Year Plan and the 2026 Policy Address.

1. Cross-boundary Families and the Northern Metropolis
Under the Five-Year Plan, the Northern Metropolis will strengthen people-to-people exchanges and social connections between Hong Kong and the Mainland.

The Agency believes that the development of the Northern Metropolis also presents an important opportunity to build new communities, support emerging families, and promote the integration of cross-boundary livelihoods. As the Northern Metropolis University Town gradually takes shape, and cross-boundary travel becoming increasingly convenient, the area is expected to attract more cross-boundary families, cross-boundary students, higher education populations and newcomers from Chinese Mainland to Hong Kong, and other mobile populations to live, work, or travel regularly within the district. This will create a diverse community with distinctive cross-boundary characteristics.

Families in the area will face increasingly complex and diverse needs related to housing arrangements, children's education, family relationships, community integration, language communication, and caregiving responsibilities. Therefore, we believe that the social service safety net in the Northern Metropolis should be established ahead of population inflow. Social welfare services should be developed in tandem with the planning of the Northern Metropolis, providing timely and appropriate support to different families and residents.

Since 2006, ISSHK has been providing integrated Shenzhen-Hong Kong family services, and has accumulated extensive case experience and data in serving cross-boundary students and families throughout the years. With our Shenzhen-Hong Kong Integrated Family Service Centre in Luohu and Cross-boundary and International Social Service Centre in Sheung Shui, the Agency looks forward to further contributing our expertise in cross-boundary family services and international social services to the overall development of the Northern Metropolis to support family well-being and community building.

ISS-HK supports “Hong Kong Volunteering Award”, which is co-organised by the Home and Youth Affairs Bureau and the Agency for Volunteer Service to recognise the contributions and achievements of volunteers across the community. Celebrating its 5th Anniversary under the theme "Volunteering Beyond Boundaries", the programme encourages broader participation in volunteer service and making volunteering part of everyday life. The 35th Social Work Agencies Basketball Tournament
第三十五屆社工機構籃球賽
The finals of the 35th Social Work Agencies Basketball Tournament took place last Sunday at the Southorn Stadium. Mr Stephen Yau, Chief Executive of ISS-HK, delivered a speech as the Organizing Committee Chairman and presented awards to the winning teams.

Spanning from last November to this June, the tournament featured over 170 matches involving 33 men's teams and 10 women's teams. ISS-HK fielded a men's team, while female staff members joined colleagues from other social welfare agencies to form a "Joint Girl’s Team of HKCSS Agency Members," successfully advancing to the semi-finals. We extend our gratitude to all participating colleagues for their hard work and dedication, and for demonstrating excellent teamwork and sportsmanship. See you at next year's tournament!

第三十五屆社工機構籃球賽決賽賽事已在上週日於修頓球場順利舉行。國際社行政總裁邱浩波先生以籌委會主席身份致辭,並頒獎予得獎隊伍。

整項賽事由去年11月至今年6月舉行,從小組賽到季後賽共33隊男子隊及10隊女子隊參與超過170場賽事。國際社派出男子籃球隊參與賽事,女同工亦與其他社福機構同工組成「女子社聯機構會員聯隊」,更成功殺入四強。感謝各位同工努力參賽,揮灑汗水,發揮團隊和體育精神。明年賽事再見!

Programme Director Shares Insights at HKCSS Seminar on Talent Arrival: The Impact and Beyond

The Hong Kong Council of Social Service (HKCSS) hosted a seminar series, "Talent Arrival: The Impact and Beyond," exploring how Hong Kong’s talent reforms affect the economy, employment, and social landscape.

At the second session on April 23, Ms. Iris Liu, Programme Director of ISS-HK, shared her expertise on serving people on the move. She analyzed the unique needs of talent families and the factors driving their long-term settlement, highlighting how social services can adapt to better facilitate their integration with society.

The event also featured Professor Lui Tai-lok (EdUHK) and Ms. Sarah Cheuk (Fano Labs), who discussed how societal and corporate strategies can engage talent to create a "win-win" outcome for both newcomers and the local community.

社聯擬舉辦三節《人才來了,帶來了甚麼?》討論會及工作坊,邀得各界代表探討本港人才措施改革以來,對經濟、就業、教育和社會的影響。

在4月23舉辦的第二節討論會中,香港國際社會服務社服務總監廖錦鳳女士應邀分享多年來服務流動人口的經驗,並從專業社工角度剖析人才家庭的特徵與需要。廖總監並分析了甚麼關鍵條件促使他們長遠留港發展,以及社福機構如何迎接社會新需要及推動人才共融。

香港教育大學社會科學與政策研究學系客席研究講座教授呂大樂教授及有光集團有限公司人力資源負責人卓麗珊女士亦分享了宏觀社會及企業如何引導人才共同參與建設香港,與本地人共享「多贏」局面。
