【低空經濟航向國際 跨區域合作共建標準】
低空經濟、跨越城際、飛向國際,是特區政府發展低空經濟工作組一直推進的目標。Mable局長今日(9月10日)出席在香港科技大學舉行的「低空經濟未來發展—城際對話」論壇,與來自世界各地,特別是一帶一路國家/地區的專家、學者及產業領袖,共同探討低空經濟的商業化與國際標準化。
Mable 局長致辭時指,商業化與標準化相輔相成,香港擁有國際認可的民航監管制度,配合「監管沙盒」累積的真實數據,有助把低空經濟標準推向世界。
她表示,昨日在一帶一路高峰論壇與哈薩克斯坦的人工智能與數字發展部副部長Bakhtiyar Mukhametkaliyev 簽署合作備忘錄,為雙方的人才培訓、監管沙盒、技術與科學,以及標準協調與相互承認四方面奠定合作基礎。
她又分享兩星期前「監管沙盒 X」eVTOL(垂直起降飛行器)首次在港試飛成功後,企業日前在國際民用航空組織主辦的第六十一屆亞太地區民航局局長會議上,向來自 40 個民航當局及國際組織的 210 多位代表介紹了這個香港首飛項目,並獲得正面評價。以上兩個好消息均是香港在低空經濟發展、標準協調、國際監管標準的肯定,有助內地低空經濟企業對接國際市場,並將香港標準帶到海外。
未來,特區政府會繼續深化與大灣區城市及「一帶一路」夥伴的合作,共同制定安全、可靠且具國際互認的低空經濟標準。
[Navigating the Low-Altitude Economy Internationally: Inter-City Collaboration for Shared Standards]
Connecting cities and reaching global horizons represent the ongoing vision of the HKSAR Government’s Working Group on Developing Low-Altitude Economy. Today (10 September), Secretary for Transport and Logistics, Ms Mable Chan attended "The Future of Low Altitude Economy – An Inter-City Dialogue" forum at the Hong Kong University of Science and Technology, joining experts, scholars, and industry leaders from around the world—particularly Belt and Road countries and regions—to explore the commercialisation and international standardisation of the low-altitude economy (LAE).
In her opening remarks, Secretary Chan highlighted that commercialisation and standardisation are two sides of the same coin. With a globally recognized civil aviation regulatory framework and rich operational data gathered through the "Regulatory Sandbox", Hong Kong serves as an ideal platform for projecting low-altitude economy standards onto the international stage.
For instance, the Secretary, signed a Memorandum of Understanding (MOU) yesterday with the Vice Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, Mr Bakhtiyar Mukhametkaliyev, at the Belt and Road Summit, to strengthen cooperation and share experience across four key areas namely, Human Resources & Talent Cultivation, Regulatory Sandbox Collaborations, Technical & Scientific Exchanges and Standards Harmonisation & Mutual Recognition.
She added that an electric vertical take-off and landing (eVTOL) enterprise, which completed its inaugural trial flight in Hong Kong two weeks ago under "Regulatory Sandbox X" recently attended the International Civil Aviation Organization (ICAO) conference in Malaysia and presented its landmark Hong Kong trial to over 210 delegates representing 40 civil aviation authorities and international organisations, receiving widespread acclaim.
The two pieces of good news stands as clear proof of the successful development of the LAE, as well as Hong Kong’s position as a trusted international standard-setter, and our role to help Chinese Mainland LAE enterprises and Hong Kong standard connect with the rest of the world.
Moving forward, the HKSAR Government will continue to deepen cooperation with Greater Bay Area cities and Belt and Road partners to jointly establish safe, reliable, and internationally recognised low-altitude economy standards!
