【前人種樹-借香港付貨人協會論壇 懷念董建華先生】

運輸及物流局局長陳美寶今（9月11日）出席香港付貨人協會舉行的「Shippers’ Forum 2026」。今年是香港付貨人協會成立五十周年，協會凝聚廣大付貨人的力量，一直是推動香港成為國際物流樞紐的重要支柱，亦是特區政府面對全球地緣政治與經濟不確定性籠罩時的重要伙伴。

物流與航運關係密不可分，局長在致辭時提到，回顧香港航運及物流業的發展，我們不能忘記前人開拓的基石。首任行政長官董建華先生在本周初離世，無論是他個人還是其家族，對推動香港航運發展上舉足輕重。昔日曾為他們家族所持有、歷史上最長的超大型原油運輸船的「海上巨人號」的巨大錨定中環海濱，正好象徵他們家族為香港不斷刷新的香港航運歷史紀錄與穩固根基。

局長在致辭中亦分享她與董先生回憶：董先生出任行政長官期間，她是行政會議秘書，局長在辦公室內至今仍放着一張當時的合照。她回憶董先生的仁慈與大度以及溫暖的笑容，並不斷鼓勵身邊所有人要致力服務香港的點滴，所有教晦，她猶記心中。

有前人種樹，特區政府亦不能停步。局長表示會繼續與業界並肩作戰，堅持以「質量」及「服務增值」取勝，推動智慧與綠色物流，包括於洪水橋/厦村新發展區預留 32 公頃物流用地，推動自動化倉儲及綠色設施；利用港口社區系統以及不同的資助計劃；同時參與金管局 Project CargoX，運用貨運數據優化貿易融資，提升香港作為轉運樞紐的吸引力。我們亦正全力開拓海陸空多式聯運，積極拓展內地海鐵聯運及配合平陸運河通車機遇，同時配合開拓中亞等海外新航線，全面強化國際網絡。

展望未來，政府將於即將公布的五年規劃及 2026 年《施政報告》中推出更多前瞻性措施。我們期待繼續與香港付貨人協會攜手，為香港物流業寫下下一個五十年的輝煌篇章。

[Planting Seeds for the Future: Remembering Mr. C.H. Tung at the Shippers’ Forum of the Hong Kong Shippers’ Council]

The Secretary for Transport and Logistics, Ms Mable Chan, attended the "Shippers’ Forum 2026" hosted by the Hong Kong Shippers’ Council today (September 11). Marking its golden jubilee this year, the Council has gathered the strength of many respectable shippers, serving as a vital pillar powering Hong Kong’s growth as an international logistics hub and a steadfast partner to the HKSAR Government amidst the uncertainties of global geopolitics and economics.

Shipping and logistics are deeply linked. In her opening speech, the Secretary highlighted that in looking back into our history, it is impossible to overlook the foundation laid by our predecessors. With the passing of our first Chief Executive, Mr. Tung Chee-hwa, earlier this week, we honour both his personal contributions and his family's pivotal legacy in leading Hong Kong’s maritime industry. Anyone strolling along the Central Harbourfront will notice the anchor of the "Seawise Giant"—once owned by the Tung’s and the largest cargo ship ever built—which symbolises the strong foundation dropped by our predecessors in shaping Hong Kong’s maritime story.
The Secretary also went down the memory lane and shared her reminisce of Mr Tung, especially from the time when she served the Executive Council during Mr. Tung’s tenure. She still keeps a photo from that time in her office till this day and vividly remembers his kindness with a great heart, warm smile, and constant inspiration to everyone around him to serve Hong Kong with dedication.

With the seeds planted by our predecessors, the HKSAR Government will not stop moving forward. The Secretary reiterated that the Government will continue to fight shoulder-to-shoulder with the trade, competing on quality and service enhancement to differentiate Hong Kong. Key initiatives driving smart and green logistics include reserving 32 hectares of logistics sites in the Hung Shui Kiu/Ha Tsuen New Development Area for advanced smart and green logistics facilities; facilitating digitalisation through the Port Community System (PCS) and various subsidy schemes; and participating in HKMA’s Project CargoX to utilise cargo tracking data for trade finance, enhancing Hong Kong's stickiness as a transshipment hub. We are also sparing no effort to establish a comprehensive rail-sea-land-air intermodal transport network—capitalizing on the commissioning of the Pinglu Canal in Guangxi and exploring new air links with Central Asia to extend our international tentacles.

Looking ahead, more forward-looking measures will soon be revealed in Hong Kong’s first-ever Five-Year Plan and the Chief Executive’s 2026 Policy Address. We look forward to continuing our close partnership with the Hong Kong Shippers’ Council to enter a new era of growth and write the next brilliant chapter for Hong Kong's logistics industry over the next 50 years.

【低空經濟航向國際 跨區域合作共建標準】

低空經濟、跨越城際、飛向國際，是特區政府發展低空經濟工作組一直推進的目標。Mable局長今日（9月10日）出席在香港科技大學舉行的「低空經濟未來發展—城際對話」論壇，與來自世界各地，特別是一帶一路國家/地區的專家、學者及產業領袖，共同探討低空經濟的商業化與國際標準化。

Mable 局長致辭時指，商業化與標準化相輔相成，香港擁有國際認可的民航監管制度，配合「監管沙盒」累積的真實數據，有助把低空經濟標準推向世界。

她表示，昨日在一帶一路高峰論壇與哈薩克斯坦的人工智能與數字發展部副部長Bakhtiyar Mukhametkaliyev 簽署合作備忘錄，為雙方的人才培訓、監管沙盒、技術與科學，以及標準協調與相互承認四方面奠定合作基礎。

她又分享兩星期前「監管沙盒 X」eVTOL（垂直起降飛行器）首次在港試飛成功後，企業日前在國際民用航空組織主辦的第六十一屆亞太地區民航局局長會議上，向來自 40 個民航當局及國際組織的 210 多位代表介紹了這個香港首飛項目，並獲得正面評價。以上兩個好消息均是香港在低空經濟發展、標準協調、國際監管標準的肯定，有助內地低空經濟企業對接國際市場，並將香港標準帶到海外。

未來，特區政府會繼續深化與大灣區城市及「一帶一路」夥伴的合作，共同制定安全、可靠且具國際互認的低空經濟標準。

[Navigating the Low-Altitude Economy Internationally: Inter-City Collaboration for Shared Standards]

Connecting cities and reaching global horizons represent the ongoing vision of the HKSAR Government’s Working Group on Developing Low-Altitude Economy. Today (10 September), Secretary for Transport and Logistics, Ms Mable Chan attended "The Future of Low Altitude Economy – An Inter-City Dialogue" forum at the Hong Kong University of Science and Technology, joining experts, scholars, and industry leaders from around the world—particularly Belt and Road countries and regions—to explore the commercialisation and international standardisation of the low-altitude economy (LAE).

In her opening remarks, Secretary Chan highlighted that commercialisation and standardisation are two sides of the same coin. With a globally recognized civil aviation regulatory framework and rich operational data gathered through the "Regulatory Sandbox", Hong Kong serves as an ideal platform for projecting low-altitude economy standards onto the international stage.

For instance, the Secretary, signed a Memorandum of Understanding (MOU) yesterday with the Vice Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, Mr Bakhtiyar Mukhametkaliyev, at the Belt and Road Summit, to strengthen cooperation and share experience across four key areas namely, Human Resources & Talent Cultivation, Regulatory Sandbox Collaborations, Technical & Scientific Exchanges and Standards Harmonisation & Mutual Recognition.

She added that an electric vertical take-off and landing (eVTOL) enterprise, which completed its inaugural trial flight in Hong Kong two weeks ago under "Regulatory Sandbox X" recently attended the International Civil Aviation Organization (ICAO) conference in Malaysia and presented its landmark Hong Kong trial to over 210 delegates representing 40 civil aviation authorities and international organisations, receiving widespread acclaim.

The two pieces of good news stands as clear proof of the successful development of the LAE, as well as Hong Kong’s position as a trusted international standard-setter, and our role to help Chinese Mainland LAE enterprises and Hong Kong standard connect with the rest of the world.

Moving forward, the HKSAR Government will continue to deepen cooperation with Greater Bay Area cities and Belt and Road partners to jointly establish safe, reliable, and internationally recognised low-altitude economy standards!

【人工智能賦能全球供應鏈 創造新機遇】

振新副局日前（9月4日）出席由香港中文大學亞洲供應鏈及物流研究所主辦的「2026全球供應鏈及物流峰會」。他應邀在開幕環節上致辭，分享人工智能如何重塑環球供應鏈，以及政府如何支援物流業界把握人工智能帶來的新機遇。

振新副局在致辭時指出，近年環球供應鏈面對地緣政治緊張局勢、疫情帶來的衝擊、氣候變化以及消費模式轉變等多重挑戰。人工智能可以透過預測分析、實時資訊追蹤及智能自動化，讓我們預測和應對各種不確定性，提升供應鏈的靈活性和應變能力。

振新副局特別介紹政府的港口社區系統。系統已於今年年初全面啓用，運用人工智能等先進科技，串聯運輸資訊、貿易流與資金流，讓貨物追蹤及供應鏈管理更加全面和高效。系統收集到的物流數據亦可應用於貿易融資，以及追蹤環境、社會及管治績效等不同範疇。

為推動業界更廣泛使用港口社區系統，政府更於今年推出「未來智慧物流加速計劃」，資助物流中小企定期訂購或採用對接港口社區系統的資訊科技上線解決方案，協助中小企由紙本作業走向數碼化，讓物流業開拓人工智能時代帶來的新業務機遇。

振新副局最後強調，面對科技革新及地緣政治形勢帶來的挑戰，政府會繼續與業界及學界攜手合作，支援香港物流業在變局中把握機遇、持續繁榮發展。


[AI Empowering Global Supply Chains and Creating New Opportunities ]

Mr Liu Chun-san, the Under Secretary for Transport and Logistics, recently (4 September) attended the 2026 Global Supply Chains & Logistics Summit organised by the Asian Institute of Supply Chains and Logistics of The Chinese University of Hong Kong. Mr Liu was invited to deliver a speech at the opening session to share his insights on how Artificial Intelligence (AI) is restructuring global supply chains and how the Government is supporting the logistics industry in capturing new opportunities brought by AI.

Mr Liu pointed out that, global supply chains have exposed to geopolitical tensions, pandemic disruptions, climate-related shocks and shifting consumer expectations. AI gives us the ability to see, predict and act with unprecedented clarity through predictive analytics, real-time visibility and intelligent automation, supporting supply chain flexibility and traceability.

Mr Liu also introduced the Government-hosted Port Community System (PCS), which has entered full operation earlier this year. PCS deploys AI, among other cutting-edge technology, and can connect transport information, trade flows and capital flows, enabling comprehensive cargo tracking and greater supply chain traceability and leading to facilitate more efficient transport and warehouse management. The logistics data captured by PCS can also be used for such varied functions as trade financing and tracking of ESG performance.

To enhance the usability of PCS, the Government launched the Future Innovative Logistics Acceleration Scheme (FILAS) this year, which subsidises logistics SMEs for subscribing to or using information technology (IT) onboarding solutions compatible with PCS, addressing the digital gap hampering these SMEs whose operations are still heavily paper-based, thereby enabling the logistics industry to capture new opportunities for business expansion in the AI era.

Mr Liu stressed that, as logistics experiences momentous changes in face of new technology and geopolitical realities, the Government will continue to work hand in hand with the trade and academia to help the industry as a whole to adapt and prosper.

【乘一帶一路東風 與哈薩克斯坦低空經濟發展合作】

一連兩日的一帶一路高峰論壇正在舉行，誠如論壇主題「推動高質量發展 共啟新征程」，運輸及物流局局長陳美寶今日(9月9日)代表「發展低空經濟工作組」，與哈薩克斯坦的人工智能與數字發展部副部長Bakhtiyar Mukhametkaliyev，在政務司司長陳國基見證下簽署合作備忘錄，為雙方利用低空經濟多元化的技術，共同推動經濟增長、提升城市出行能力並助力產業升級，在人才培訓、監管沙盒、技術與科學，以及標準協調與相互承認四方面奠定合作基礎，共享經驗。

我們期待能憑藉低空經濟的全球發展趨勢，將香港優勢帶到一帶一路沿線國家與地區，為香港業界開拓新機遇、新市場。

[Seizing Opportunities under the Belt and Road Initiative: Partnering with Kazakhstan on Low-Altitude Economy Development]

At the two-day Belt and Road Summit themed "Advancing High-Quality Development and Embarking on a New Journey," the Secretary for Transport and Logistics, Ms Mable Chan, representing the Working Group on Developing Low-Altitude Economy, signed a Memorandum of Understanding (MOU) today (September 9) with the Vice Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, Mr Bakhtiyar Mukhametkaliyev, witnessed by the Chief Secretary for Administration, Mr Chan Kwok-ki.

This MOU lays the groundwork for both sides to leverage diverse low-altitude economy technologies to jointly drive economic growth, enhance urban mobility, and support industrial upgrading. Both sides will strengthen cooperation and share experience across four key areas namely, Human Resources & Talent Cultivation, Regulatory Sandbox Collaborations, Technical & Scientific Exchanges and Standards Harmonisation & Mutual Recognition.

We look forward to leveraging the global momentum of the low-altitude economy to bring Hong Kong’s strengths to Belt and Road countries and regions, unlocking new opportunities and markets for the local industry.

【局長網誌｜本港飛機維修 全球數一數二香港品牌🎥】

而以售出維修工時計算，─香港飛機工程（HAECO）是全球兩大頂尖MRO服務商之一，去年更在「MRO Asia-Pacific Awards 2025」中獲頒「Asia MRO of the Year – Airframe」，是香港自家培育品牌、香港航空業的其中一項重要基業。

HAECO的其中一項核心業務是飛機定期基地維修（Base Maintenance），當中不少是C-Check（C-級檢修）或更全面的檢修。C-Check平均每15至21個月進行一次，可說是飛機的「全面體檢」，步驟繁多，包括更多深層測試，加上各系統的管線、發動機、起落架等詳細檢修、機體結構檢查等。一架飛機進廠維修動輒需時20至30天，複雜項目更長達40至50天。HAECO的服務深受全球航空公司信賴，平均每年為330架飛機進行檢修，幾乎每日要交付一架完成維修的飛機。

他們更善用國家的市場空間，將香港累積的頂級MRO服務帶到大江南北。HAECO在內地的飛機維修中心遍布廈門、上海、濟南，以及成都等地，同時為內地各主要機場提供外勤服務。

香港作為國際航空樞紐的前台成績向來亮眼，我近日亦走訪香港的飛機維修旗艦─香港飛機工程（HAECO）的維修機庫，了解這班幕後英雄如何支撐香港國際機場的運作。香港的飛機MRO（Maintenance， Repair and Overhaul， 維護、修理和大修）服務在全球數一數二，這間自帶「香港」名字，早已晉身世界級品牌的公司，每年將無數架飛機帶來香港在機庫進行檢查、基地維修和改裝工程。今日我帶大家進入這個香港航空業的「後台」，看看他們創造的香港奇蹟。

而以售出維修工時計算，HAECO是全球兩大頂尖MRO服務商之一，去年更在「MRO Asia-Pacific Awards 2025」中獲頒「Asia MRO of the Year – Airframe」，是香港自家培育品牌、香港航空業的其中一項重要基業。它在香港聘請約5 500名員工，當中包括約1 700名專責基地維修的專業人員，並設有歷史悠久的培訓學院，持續用他們七十多年的經驗，為香港栽培更多本地航空業人才，將他們的經驗傳承得更遠。

【與立法會交通事務委員會訪問北京-第二日】

Mable局長與路政署署長Tony、運輸署署長Winnie，今日（9月4日）繼續與立法會交通事務委員會訪問北京。

Mable局長上午先拜訪國家交通運輸部，與交通運輸部安全總監兼運輸服務司司長蔡團結會面，就智慧交通、運輸基建、航運、物流等議題交換意見。

她其後與代表團到訪北京市智慧城市基礎設施與智能網聯汽車協同發展創新示範區，以及兩家位於北京亦莊的自動駕駛企業，並試乘自動駕駛車輛，親身體驗當地自動駕駛的最新發展及實際應用。

她表示，特區政府一直透過政策支持和法規配合多管齊下，積極而有序地推動自動駕駛車輛在香港的發展。香港的自動駕駛發展正邁向無人化、規模化及商業化營運。無論是往來高鐵香港西九龍站與機場快綫九龍站的「空鐵聯運」自動駕駛車輛測試項目，又或機場島自動駕駛車輛現正展開全無人駕駛測試，都是我們在推動自動駕駛方面的一個又一個里程碑。北京在安全管理體系、商業營運模式以及應急機制等經驗可為香港完善智慧交通政策、克服高密度路況挑戰，提供極具價值的參考。而這次訪京行程展現了行政與立法的良性互動，行程中亦與一眾議員就智慧交通、道路管理等議題交流。
