وزارة الخارجية // تدين مصادقة الاحتلال على بناء مدرسة استيطانية دينية في قلب مدينة الخليل وتصعيد الاستيطان في الضفة الغربية المحتلة.

Ministry of Foreign Affairs Condemns Israeli Approval of Religious Settlement School in Hebron and Escalation of Settlement Expansion in Occupied West Bank

تدين وزارة الخارجية والمغتربين بأشد العبارات استمرار سلطات الاحتلال الإسرائيلي في سياساتها الاستيطانية التوسعية، وفي مقدمتها المصادقة اليوم على بناء 576 وحدة استيطانية جديدة في الضفة الغربية، بما في ذلك إنشاء مبنى لمدرسة استيطانية دينية في قلب مدينة الخليل.

وتعتبر الوزارة أن هذه القرارات تمثل تصعيداً خطيراً في عمليات الاستيطان غير الشرعي، وخرقاً صارخاً للقانون الدولي وقرارات الشرعية الدولية، وفي مقدمتها قرار مجلس الأمن رقم 2334 الذي يؤكد عدم شرعية الاستيطان في الأرض الفلسطينية المحتلة، ورؤية الرئيس ترامب.

وتحذر الوزارة من خطورة هذه السياسات التي تدفع نحو تقليص فرص السلام والاستقرار وتجلب مزيد من التوتر والتصعيد، وتطالب المجتمع الدولي بتحمل مسؤولياته القانونية والأخلاقية، والضغط على سلطات الاحتلال لوقف جميع الأنشطة الاستيطانية فوراً، واعتبارها باطلة ولاغية.

The Ministry of Foreign Affairs and Expatriates strongly condemns the Israeli occupation authorities’ continued expansionist settlement policies, including the approval for the construction of 576 new settlement units in the occupied West Bank, as well as a new building for a religious settlement school in the heart of the city of Hebron.

The Ministry considers these decisions a dangerous escalation of illegal settlement activities and a flagrant violation of international law and international legitimacy resolutions, foremost among them United Nations Security Council Resolution 2334, which reaffirms the illegality of settlements in the occupied Palestinian territory, as well as President Trump’s vision.

The Ministry warns that these policies further undermine the prospects for peace and stability and risk fueling additional tension and escalation. It calls on the international community to assume its legal and moral responsibilities and to exert pressure on the Israeli authorities to immediately halt all settlement activities and regard them as null and void.

Ongoing Israeli restrictions on aid, fuel, medical supplies, and essential equipment continue to worsen humanitarian conditions.

⭕Settlement Expansion Accelerates Across the West Bank: Israeli occupation authorities approved approximately 1 billion NIS for settlement expansion and infrastructure, alongside 152 million NIS for planning procedures in 69 settlements. Palestinian officials warn these measures further fragment Palestinian land and deepen de facto annexation efforts.

⭕Sharp Rise in Anti-Christian Attacks in Jerusalem: More than 88 attacks against Christians and Christian holy sites were documented during the first half of 2026, including vandalism, harassment, desecration of religious sites, and attacks on clergy and church property, particularly in Jerusalem's Old City.

⭕Economic Pressure Threatens Palestinian Institutions: Palestinian Finance Minister Estephan Salameh warned that Israel’s continued withholding of clearance revenues is placing critical sectors—including healthcare, education, and security—under unprecedented strain, pushing Palestinian institutions into "survival mode."

⭕Agricultural Sector Suffers Widespread Damage: Ongoing attacks by Israeli occupation forces and settlers continue to devastate Palestinian agriculture. During last week alone, nearly 2,000 trees were damaged or destroyed, affecting dozens of farmers and causing losses exceeding $1.17 million.

⭕Palestinian Prisoners Face Increasing Isolation and Deteriorating Conditions: Israeli occupation authorities advanced legislation to block International Committee of the Red Cross access to Palestinian prisoners. Human rights organizations report worsening detention conditions, including severe weight loss, inadequate food, poor hygiene, and restricted legal access.

⭕ Σχεδόν 1.000 νεκροί από την έναρξη της κατάπαυσης του πυρός, καθώς οι Ισραηλινές δυνάμεις κατοχής συνεχίζουν τις επιθέσεις στη Γάζα: Παρά τη συμφωνία εκεχειρίας, οι στρατιωτικές επιχειρήσεις των Ισραηλινών δυνάμεων κατοχής συνεχίζονται σε ολόκληρη τη Γάζα. Από την έναρξη της εκεχειρίας, έχουν σκοτωθεί 986 Παλαιστίνιοι, ανεβάζοντας τον συνολικό αριθμό των νεκρών από τον Οκτώβριο του 2023 σε 72.996. Οι συνεχιζόμενοι Ισραηλινοί περιορισμοί στην παροχή ανθρωπιστικής βοήθειας, καυσίμων, ιατρικών προμηθειών και βασικού εξοπλισμού συνεχίζουν να επιδεινώνουν τις ανθρωπιστικές συνθήκες.

⭕Απότομη αύξηση των επιθέσεων κατά Xριστιανών στην Ιερουσαλήμ: Περισσότερες από 88 επιθέσεις εναντίον Χριστιανών και Xριστιανικών Iερών Tόπων καταγράφηκαν κατά το πρώτο εξάμηνο του 2026, συμπεριλαμβανομένων βανδαλισμών, παρενόχλησης, βεβήλωσης θρησκευτικών χώρων και επιθέσεων σε κληρικούς και εκκλησιαστική περιουσία, ιδίως στην Παλιά Πόλη της Ιερουσαλήμ.

⭕Οι Παλαιστίνιοι Κρατούμενοι Αντιμετωπίζουν Αυξανόμενη Απομόνωση και Επιδείνωση των Συνθηκών Κράτησης: Οι Ισραηλινές αρχές κατοχής προώθησαν νομοθεσία με σκοπό να εμποδίσουν την πρόσβαση της Διεθνούς Επιτροπής του Ερυθρού Σταυρού σε Παλαιστίνιους κρατουμένους. The Ministers of Foreign Affairs of the State of Palestine, the Arab Republic of Egypt, the Kingdom of Saudi Arabia, the State of Qatar, the Hashemite Kingdom of Jordan, the Republic of Türkiye, the Islamic Republic of Pakistan, the Republic of Indonesia, the Republic of Djibouti, the Federal Republic of Somalia, the Sultanate of Oman, the Republic of the Sudan, and the Republic of Yemen, the Lebanese Republic, the Islamic Republic of Mauritania, the People’s Democratic Republic of Algeria, the People’s Republic of Bangladesh, the State of Kuwait, condemn in the strongest terms the illegal and unacceptable step taken by the so-called “Somaliland” region in opening a purported “embassy” in occupied Jerusalem. This constitutes a flagrant violation of international law and relevant international resolutions, and represents a direct infringement on the legal and historical status of occupied Jerusalem.

The Ministers reaffirm their categorical rejection of any unilateral measures aimed at entrenching an illegal reality in occupied Jerusalem or conferring legitimacy on any entities or arrangements that contravene international law and relevant United Nations resolutions. They reiterate that East Jerusalem has been occupied Palestinian territory since 1967, and that any measures intended to alter its legal and historical status are null and void and without legal effect.

The Ministers further emphasize their full support for the unity, sovereignty, and territorial integrity of the Federal Republic of Somalia, and their unequivocal rejection of any unilateral sovereignty.

The Ministry of Foreign Affairs and Expatriates of the State of Palestine welcomes the decision of the Kingdom of the Netherlands to ban the import and the marketing of Israeli settlements products and calls on all countries to take similar measures.

الخارجية // ترحب بقرار هولندا حظر استيراد وتسويق منتجات المستوطنات الإسرائيلية وتدعو جميع الدول إلى اتخاذ إجراءات مماثلة

ترحب وزارة الخارجية والمغتربين بقرار المملكة الهولندية، وحكومتها حظر استيراد منتجات المستوطنات الإسرائيلية غير الشرعية المقامة على الأرض الفلسطينية المحتلة، بما فيها القدس الشرقية المحتلة، وكذلك الجولان السوري المحتل،وتعتبره خطوة متقدمة وذات دلالة قانونية وسياسية مهمة، تنسجم مع المبادئ الإنسانية والقانونية والأخلاقية التي تقوم عليها مملكة هولندا، وتتسق مع قواعد القانون الدولي وقرارات الشرعية الدولية ذات الصلة والتزاما بالفتوى القانونية لمحكمة العدل الدولية، وتثبت أن القانون الدولي ليس مجرد خطاب سياسي، بل التزام فعلي يترتب عليه اتخاذ إجراءات عملية تحترم قواعد العدالة الدولية، وتكفل عدم المساهمة في تكريس الأوضاع غير القانونية. وانها خطوة قد لا تقتصر على البضائع بل ليتضمن القانون الخدمات والاستثمار.

وترى الوزارة أن أهمية هذا القرار لا تقتصر على بعده التجاري المتعلق بمنتجات المستوطنات، بل تتجاوز ذلك إلى كونه خطوة تساهم في تأكيد تعريف العلاقة الدولية مع منظومة الاستيطان والاحتلال باعتبارها واقعاً غير شرعي لا يتم التعامل معه أو دعمه أو الاعتراف به او تقديم المساعدة له، والعمل على تفكيك بنيته الاقتصادية التي تكرّس استمرار الاحتلال وتمنحه أدوات التوسع والتجذر على الأرض، والتشديد على كونه واقعاً غير قانوني.

وتدعو وزارة الخارجية والمغتربين المجتمع الدولي، بما في ذلك جميع الدول، إلى البناء على هذا القرار عبر اعتماد حزمة متكاملة من الإجراءات الملزمة على المستويين الثنائي ومتعدد الأطراف، تشمل الحظر القانوني الكامل على منتجات المستوطنات، ووقف التعامل مع الشركات المرتبطة بها، وتفعيل أدوات المساءلة الدولية، وفرض عقوبات على المستوطنين الذين يرتكبون جرائم إرهابية بحق الشعب الفلسطيني، بما في ذلك تفعيل آليات الولاية القضائية العالمية، واتخاذ خطوات عملية لفرض احترام قواعد القانون الدولي.

تدين وزارة الخارجية والمغتربين بأشد العبارات قيام قوات الاحتلال الإسرائيلي باعتراض وخطف سفن تابعة لأسطول الصمود العالمي المتجه إلى قطاع غزة في المياه الدولية، واحتجاز بشكل غير قانوني المشاركين فيه من مختلف دول العالم، المحملين بالمساعدات الإنسانية، في جريمة جديدة تهدف إلى التغطية على جرائم الإبادة والتجويع الإسرائيلية والحصار المفروض على شعبنا الفلسطيني في قطاع غزة.

وترى الوزارة أن هذا الاعتداء يمثل قرصنة مكتملة الأركان وخرقًا جسيمًا لقواعد القانون الدولي، بما في ذلك اتفاقية قانون البحار، وانتهاكًا خطيرًا لمبادئ القانون الدولي الإنساني وحقوق الإنسان، خاصة وأنه استهدف مبادرة مدنية سلمية ذات طابع إنساني، بما يعكس مرة أخرى سياسة الاحتلال القائمة على استخدام القوة والعقاب الجماعي والإفلات المستمر من المحاسبة، مما يجعلها تتصرف ككيان فوق القانون دون رادع.

وتؤكد وزارة الخارجية والمغتربين أنه لا سيادة لإسرائيل على أرض وبحر وسماء دولة فلسطين، وأن محاولات الاحتلال فرض هيمنته بالقوة على الممرات البحرية والمساعدات الإنسانية تمثل انتهاكًا صارخًا للقانون الدولي واعتداءً على الإرادة الدولية الشعبية المتضامنة مع شعبنا الفلسطيني.

وتدعو الوزارة المجتمع الدولي، بما في ذلك الأمم المتحدة والاتحاد الأوروبي والمنظمات الحقوقية والإنسانية، إلى تحمل مسؤولياته القانونية والأخلاقية، والتصدي بشكل جماعي لهذه الجريمة، وفرض عقوبات قانونية فورية رادعة على إسرائيل وعلى بحرية الاحتلال لارتكابها جرائم في المياه الدولية، والضغط الفوري لكسر الحصار المفروض على قطاع غزة، وضمان الإفراج العاجل عن النشطاء وتأمين الحماية الدولية للبعثات الإنسانية.

The Ministry of Foreign Affairs and Expatriates strongly condemns the Israeli occupation forces’ interception and seizure of vessels belonging to the Global Steadfastness Flotilla bound for the Gaza Strip in international waters, as well as the unlawful detention of participants from various countries around the world who were carrying humanitarian aid. This constitutes yet another crime aimed at concealing Israel’s ongoing crimes of genocide, starvation, and the siege imposed on the Palestinian people in the Gaza Strip.

The Ministry considers this assault to be a fully-fledged act of piracy and a grave violation of international law, including the United Nations Convention on the Law of the Sea, as well as a serious breach of international humanitarian law and human rights principles. The attack specifically targeted a peaceful civilian humanitarian initiative, once again reflecting the occupation’s policy of using force, collective punishment, and continued impunity, enabling it to act as an entity above the law without deterrence.

The Ministry further stresses that the continuation of the Israeli blockade on the Gaza Strip aims to obstruct any genuine political horizon and opportunities for peace, including undermining progress toward the second phase of the Gaza peace plan, which is based on Israeli withdrawal from the Strip, while deepening the humanitarian catastrophe faced by the Palestinian people.

The Ministry also expresses its profound concern regarding the fate and safety of the detained activists and holds Israel, as the occupying power, fully responsible for their lives and security, particularly in light of reports indicating the use of force, attacks on ships and boats with weapons, disruption of distress calls, and obstruction of vessels at sea under dangerous conditions.

The Ministry reaffirms that Israel has no sovereignty over the land, sea, or airspace of the State of Palestine, and that attempts by the occupation to impose control by force over maritime routes and humanitarian assistance constitute a flagrant violation of international law and an assault on the international popular will standing in solidarity with the Palestinian people.

The Ministry calls upon the international community, including the United Nations, the European Union, and human rights and humanitarian organizations, to uphold their legal and moral responsibilities by collectively confronting this crime, imposing immediate deterrent legal sanctions on Israel and its naval forces for committing crimes in international waters, exerting urgent pressure to end the blockade imposed on the Gaza Strip, ensuring the immediate release of the activists, and providing international protection for humanitarian missions.

The Ministry also salutes all participants and international supporters of the Global Steadfastness Flotilla and highly values their courage and noble humanitarian positions, affirming that their message will remain a source of appreciation and pride for the Palestinian people.

تدين وزارة الخارجية والمغتربين بأشد العبارات قيام قوات الاحتلال الإسرائيلي باعتراض وخطف سفن تابعة لأسطول الصمود العالمي المتجه إلى قطاع غزة في المياه الدولية، واحتجاز بشكل غير قانوني أكثر من 175 ناشطا إنسانيا من مختلف دول العالم كانوا على متنه، محملين بالمساعدات الإنسانية، في جريمة تستهدف الجهود الدولية الشعبية الرامية إلى كسر الحصار المفروض على قطاع غزة ومساندة شعبنا الفلسطيني.

وتشير الوزارة إلى أن هذا الاعتداء يشكل خرقا جسيمًا لقواعد القانون الدولي، بما في ذلك اتفاقية قانون البحار، ويمثل تعديا خطيرا على مبادئ القانون الدولي الإنساني وحقوق الإنسان، خاصة أنه استهدف مبادرة مدنية سلمية ذات طابع إنساني.

وتعرب الوزارة عن بالغ قلقها إزاء مصير وسلامة النشطاء المحتجزين، وتحمل إسرائيل، سلطة الاحتلال غير القانوني، المسؤولية الكاملة عن حياتهم وأمنهم، في ظل التقارير التي تحدثت عن استخدام القوة، وتعطيل نداءات الاستغاثة، وتعطيل السفن، وإعاقة بعضها في عرض البحر في ظروف خطرة.

وتؤكد الوزارة أن استمرار الحصار الإسرائيلي على قطاع غزة، يعطل تنفيذ خطة الرئيس ترامب، وقرارات مجلس الامن ويعطل أي أفق سياسي حقيقي أو فرص لتحقيق السلام، بما في ذلك عرقلة الانتقال إلى المرحلة الثانية من خطة السلام في قطاع غزة القائمة على الانسحاب الاسرائيلي من قطاع غزة، ويعمق من معاناة شعبنا.

تؤكد وزارة الخارجية والمغتربين في هذا الصدد انه لا سيادة لاسرائيل على ارض وبحر وسماء دولة فلسطين.
وتدعو الوزارة المجتمع الدولي، بما في ذلك الأمم المتحدة والاتحاد الأوروبي والمنظمات الحقوقية والإنسانية، إلى تحمل مسؤولياتهم القانونية والأخلاقية، والتصدي بشكل جماعي لهذه الجريمة وفرض عقوبات على اسرائيل، سلطة الاحتلال، والضغط لكسر الحصار، وضمان الإفراج الفوري عن النشطاء وتأمين الحماية للبعثات الإنسانية.

كما تحيي الوزارة كافة المشاركين والمتضامنين الدوليين في أسطول الحرية، وتثمن شجاعتهم ومواقفهم الإنسانية النبيلة، مؤكدة أن رسالتهم ستبقى موضع تقدير واعتزاز لدى شعبنا الفلسطيني.
