The national flag of the Republic of Palau is more than a symbol of statehood. It is a reflection of cultural identity and tradition.

Adopted with the establishment of constitutional government, the flag was selected through a public design competition and created by Blau Skebong.

At the heart of the flag lies a deep cultural narrative expressed through powerful symbolism.

🔹The golden disk represents the full moon, a sacred and highly significant element in Palauan tradition. It symbolises harmony, balance, and community life.

🔸The light blue field reflects peace, stability, and the surrounding ocean environment that is fundamental to Palau’s way of life and identity as an island nation.

🔹The off-centre placement of the moon suggests movement, continuity, and the natural flow of time.

🔥 Cargo fires at sea remain a growing safety challenge.

The increasing transport of high-risk cargoes, including lithium-ion batteries, combined with misdeclared or improperly declared shipments, continues to heighten the risk of onboard fires.

Reducing this threat requires:

🔹 Stronger cargo verification procedures
🔹 Advanced fire detection technologies
🔹 Enhanced crew preparedness

Together, these measures help support safer vessel operations and a more effective emergency response.

Palau Ship Registry - PSR continues to promote awareness of cargo fire risks and the adoption of best practices that enhance safety across the maritime industry.

📄 A newly released crew claims report by Gard, based on approximately 3,000 P&I crew claims from 2025, provides valuable insights into the risks seafarers face during everyday operations at sea.

❗️ The findings challenge common assumptions about onboard safety, showing that injuries frequently occur during routine tasks and often involve experienced crew members.

Key findings from the report include:
🔹The first three months on board present the highest risk of injuries.
🔹The highest concentration of injuries occurs between 08:00 and 10:00, during peak activity hours.
🔹 Most injuries take place during planned, routine operations on deck and in the engine room.
🔹 Experienced seafarers are involved in accidents as frequently as less experienced crew members.

By sharing industry insights such as these, Palau Ship Registry aims to support greater awareness of the challenges seafarers face and contribute to safer working environments across the maritime sector.

📖 New Rescue at Sea guide reinforces life-saving obligations at sea.

The UNHCR, IMO and ICS have published a revised edition of the Rescue at Sea guide, offering updated practical guidance for governments, shipowners, ship managers, officers and seafarers involved in maritime rescue operations.

The guide reinforces the long-established legal and humanitarian obligation to assist persons in distress at sea and to facilitate their safe disembarkation in accordance with international law.

Designed to support more effective and coordinated rescue efforts, the publication also provides greater clarity on the roles and responsibilities of all parties involved.

🔔 The Canal de Panamá (Panama Canal Authority) has announced a reduction in the maximum permitted draft for vessels transiting the Neopanamax locks, effective 24 July 2026.

Under the new measure, the maximum allowable draft will be set at 14.94 metres (49.0 feet), reflecting current and projected water levels in Gatun Lake.

The adjustment forms part of the Canal’s ongoing water management strategy and aims to optimise the use of available water resources without affecting the daily number of vessel transits.

Palau Ship Registry - PSR (PSR) draws the attention of shipowners and ship managers to these upcoming draft restrictions and advises them to assess any potential impact on voyage planning and cargo capacity.

🔔 The Brazilian Navy strengthens the biofouling regulatory framework.

Palau Ship Registry - PSR informs stakeholders of recent regulatory developments in Brazil concerning the management of biofouling and the prevention of the transfer of invasive aquatic species.

Through NORMAM-401/DPC, the Brazilian Navy has introduced a structured framework addressing biological fouling on vessel hulls and submerged surfaces, in alignment with IMO guidelines.

📌 Key points:
🔹Regulation in force since June 2025
🔹Transitional, educational enforcement currently applied
🔹Full administrative penalties expected from June 2026

Palau Ship Registry - PSR encourages all shipowners and ship managers trading to Brazilian ports to review the requirements and ensure timely compliance ahead of full enforcement.
