Ghana’s 69th Independence Day celebration in the Effutu Municipality was marked with a vibrant and well-attended parade at the Presbyterian School Park, Winneba on Friday, bringing together hundreds of students, community leaders, and residents to commemorate the nation’s 69th anniversary of independence.
The ceremony, organized by the Effutu Municipal Assembly, began at 9:00 a.m. and attracted parents, traditional authorities, government officials, and other distinguished guests who gathered to celebrate Ghana’s journey of freedom, resilience, and development since independence in 1957.
A major highlight of the event was the colourful parade featuring 1,080 students drawn from 28 schools across the municipality. The participating institutions included 12 public basic schools (Primary and Junior High Schools), 10 private schools, four senior high schools, and two cadet corps units. Each group presented a disciplined 40-member contingent, impressing spectators with coordinated drills, marching displays, and patriotic performances.
The parade ground came alive with music and cultural flair as the Winneba Brass Band and the Winneba Brigade Band provided lively musical accompaniment throughout the ceremony, energizing both participants and onlookers.
Delivering the keynote address, the Municipal Chief Executive for Effutu, Rev. Atta Mensah Mensah, expressed pride and gratitude as Ghana marked another milestone in its democratic journey. He congratulated citizens for their dedication to national development and reflected on the sacrifices made by the country’s founding fathers, particularly Kwame Nkrumah, whose leadership played a pivotal role in securing Ghana’s independence.
Speaking on the national theme, “Building Prosperity and Restoring Hope,” the MCE outlined several government initiatives aimed at strengthening the country’s economic recovery under the leadership of President John Dramani Mahama.
According to him, the government is shifting focus from crisis management to recovery management through policies that support job creation, trade expansion, agricultural productivity, and private sector development. He commended farmers within the municipality for their continued contribution to food security and encouraged fisherfolk in the coastal communities to remain committed to sustaining the local economy.
Rev. Mensah Mensah also highlighted measures being implemented to improve public service delivery. He disclosed that key institutions including port customs, passport offices, and the Driver and Vehicle Licensing Authority (DVLA) would soon operate on a 24-hour basis to improve accessibility and efficiency for citizens.
Addressing local development challenges, the MCE acknowledged concerns over road congestion, inadequate drainage systems, and limited public amenities in parts of the municipality. He assured residents that the assembly, in collaboration with central government, would prioritize investment in infrastructure, sanitation, and water supply to support sustainable growth in the area.
Quoting the biblical passage Jeremiah 29:7, he urged residents to seek the peace and prosperity of their community.
“When the municipality prospers, every resident benefits,” he said, calling on religious groups, fisherfolk, traditional leaders, youth groups, and citizens to work collectively toward building a safer, cleaner, and more prosperous Effutu.
Delivering the Welcome Address, the Municipal Director of Education, Madam Diana Anderson emphasized the critical role of education in shaping Ghana’s future. She described schools in the municipality as “training grounds for the next generation of innovators, leaders, and nation builders,” stressing that investment in education remains essential for restoring hope and achieving long-term national development goals.
She encouraged students to remain disciplined, focused, and patriotic, reminding them that their commitment to learning would ultimately contribute to the progress of the municipality and the country as a whole.
At the end of the parade, awards were presented to the top three performing schools in each category in recognition of their discipline, turnout, and precision during the marching displays.
The event concluded with cheers, music, and renewed patriotic spirit as residents reflected on the significance of Ghana’s independence and the shared responsibility of building a stronger nation.
Across Effutu, the celebration served not only as a remembrance of the country’s historic liberation struggle but also as a call to action for citizens to contribute meaningfully to development and national unity.

The forum brought together traditional authorities, religious leaders, security representatives, heads of departments, opinion leaders, and residents to review the Assembly’s financial performance, assess ongoing development projects, and outline future priorities.
The Omanhene of the Effutu Traditional Area, Neenyi Ghartey VII, in his address, called for unity and collective responsibility among residents. He underscored the importance of fairness and proactive leadership, urging citizens to set aside differences and work together for the progress of Winneba.
He further encouraged the Assembly to consider investing in recreational facilities, including a children’s park, to promote tourism and create safe spaces for young people.
Delivering the keynote address, the Municipal Chief Executive, Hon. Rev. Atta Mensah, commended the national government for progress in various sectors while acknowledging existing local challenges. He stressed the need for discipline and strong community relations to attract and retain investment.

The meeting, held on Friday, February 20, 2026 in the farming community on the outskirts of Winneba, drew traditional authorities, opinion leaders, youth representatives and residents, underscoring the Assembly’s renewed push to strengthen participatory local governance.
Welcoming the delegation, the Chief of Atekyedo, Neenyi Oprohn Ekwam I, praised the MCE for what he described as “leadership that listens.” He commended the Assembly’s ongoing efforts across the municipality and urged residents to engage constructively to ensure tangible outcomes.
Speaking on behalf of the community, Nana Amponsah Mensah outlined pressing challenges that residents say have constrained economic activity and public services for years.
Foremost among them is the deteriorating access road linking Atekyedo to major routes within the municipality. According to community leaders, damaged bridges and the absence of culverts have rendered sections of the road nearly impassable during the rainy season, affecting the transport of farm produce and limiting access to healthcare and markets. Residents are calling for urgent rehabilitation works, including the provision of laterite to stabilize the road network.
Flooding from the nearby River Ayensu has compounded the community’s vulnerability. During heavy rains, the river frequently overflows its banks, submerging farmlands and damaging homes. Community representatives appealed for dredging and desilting interventions to restore the river’s flow capacity and prevent recurrent destruction.
Development concerns also extend to incomplete public projects. Residents cited the stalled construction of a local market and an unfinished toilet facility as symbols of halted progress. The Effutu Municipal Assembly has stepped up efforts to strengthen ties with local business operators following a high-level stakeholder engagement with the Traders and Artisans Network at the Artisans Village in Winneba.
The meeting, spearheaded by the Municipal Chief Executive (MCE), Hon. Rev. Atta Mensah, formed part of a broader municipal strategy aimed at promoting inclusive local economic growth and addressing long-standing infrastructural bottlenecks confronting small-scale enterprises.
In a candid address during the forum, Chairman of the Artisans Network, Mr. Ebo Nunoo, welcomed the delegation and described the visit as a demonstration of “responsive and people-centered leadership.”
However, he did not mince words in outlining the pressing challenges facing artisans at the site.
Foremost among the concerns was the absence of electricity and reliable water supply, deficiencies that artisans say have severely constrained their productivity and limited business expansion.
“Access to power and water is not a luxury; it is fundamental to our work,” Mr. Nunoo stressed, noting that auto-electricians, welders, general mechanics, and other skilled workers depend heavily on these utilities to meet production demands.
He appealed to the Assembly to expedite interventions that would allow artisans to operate efficiently and competitively within the municipality’s growing local economy.
The artisans also raised alarm over alleged encroachment on portions of land earmarked for the Village. According to Mr. Nunoo, unauthorized construction activities by private individuals are gradually shrinking the operational space designated for members.
The development, he warned, threatens structured expansion plans and equitable allocation of workspaces.
“We are pleading for immediate intervention to safeguard the land so that every registered artisan can have a properly designated area to operate,” he said.
Responding to the concerns, Hon. Rev. Atta Mensah assured the artisans that the Assembly had already initiated steps to address the utilities challenge.
He disclosed that arrangements were underway to provide electricity to the Village within two weeks, a timeline previously communicated by the Municipal Coordinating Director, Mr. Majeed Ayeriga, working alongside the Physical Planning Officer, Mr. Issac Adoa, and Municipal Engineers.
On the issue of encroachment, the MCE directed the Physical Planning Department to ensure that all unauthorized developments cease immediately, reaffirming the Assembly’s commitment to protecting public lands.
“The Assembly will take all necessary measures to secure the land and ensure that every artisan receives their rightful working space,” he stated
Beyond infrastructure concerns, the engagement also highlighted the Assembly’s broader socio-economic agenda. The MCE appealed to artisans to contribute to youth empowerment efforts by offering free skills training to at least two young people from the municipality.
He emphasized that structured apprenticeship support would help tackle unemployment, foster entrepreneurship, and strengthen community resilience.
“This partnership between the Assembly and artisans can become a model for grassroots economic transformation,” he noted.
In a practical demonstration of commitment, the MCE and the Physical Planning Officer initiated the demarcation of access roads within the Artisans Village during the visit. The move is expected to enhance accessibility, improve spatial organization, and pave the way for more structured development at the site.

The Effutu Municipal Assembly has officially commenced dredging and construction works on a major all-year-round irrigation dam at Ntakofem, a bold agricultural intervention expected to transform farming across the municipality.
The groundbreaking ceremony, held behind the Winneba Secondary School, was led by the Municipal Chief Executive (MCE), Hon. Rev. Atta Mensah, alongside the Municipal Engineer and senior management members of the Assembly. Traditional authorities, assembly members, farmer groups, and residents gathered to witness what many described as a “historic turning point” for local agriculture.
The irrigation project is designed to support year-round farming and improve crop yields within the municipality, reducing farmers’ heavy dependence on seasonal rainfall. According to the Assembly, the dam is expected to irrigate over 150 acres of farmland, opening new opportunities for crop diversification and commercial-scale production.
Formally handing over the project site and contract documents to the implementing contractors, Rev. Atta Mensah underscored the Assembly’s commitment to transparent governance and timely delivery.

With a reliable water source, farmers will be able to cultivate crops that require consistent irrigation, including vegetables and other high-value produce throughout the year. Officials say this will not only increase yields but also stabilize market supply, helping to prevent shortages and price spikes within the municipality.
Beyond boosting agricultural productivity, the project is expected to stimulate local economic growth. Increased farming activity is likely to create jobs along the agricultural value chain — from farm labor and transportation to storage, processing, and trading.

The Head of Ghana’s Local Government Service, Prof. Lord Mensah, has called on Metropolitan, Municipal and District Assemblies (MMDAs) in the Central Region to embrace discipline, data-driven governance and digital transformation as the foundation for a more professional and accountable local government system.
Addressing management and staff at the Effutu Municipal Assembly during a regional tour on Friday, February 13, 2026, Prof. Mensah described the moment as “decisive” for the Service, urging officials to reset standards and rebuild public trust through measurable performance and ethical leadership.
Since assuming office in June 2025, he said his administration has prioritized streamlining internal processes, strengthening institutional systems and improving human resource management to enhance nationwide service delivery.
Prof. Mensah outlined a four-point reform strategy anchored on data integrity, professionalism, partnerships and fiscal decentralization.
First, he stressed that postings, promotions and resource allocations must be guided strictly by credible data to eliminate perceptions of favouritism. “Decisions must be transparent, objective and defensible,” he told staff, insisting that data is fundamental to responsive governance.
Second, he called for deeper professionalism within the Service, urging officers to respect reporting lines, uphold discipline and adhere to ethical standards. Local governance, he emphasized, is ultimately about delivering tangible development outcomes for citizens.
Third, he encouraged Assemblies and Regional Coordinating Councils to expand public–private partnerships (PPPs) to address infrastructure deficits and fiscal constraints.
Fourth, he advocated stronger financial management systems at the local level to advance fiscal decentralization, transparency and accountability.
While acknowledging progress in parts of the region, Prof. Mensah raised concerns about punctuality, weak departmental leadership and disregard for supervisory authority. Official working hours, he reminded staff, are “non-negotiable.”
He also condemned reports of unlawful alterations to officers’ dates of birth in official records, describing the practice as criminal and warning that offenders would face administrative and legal sanctions.
The Head of Service further directed Assemblies to adhere strictly to established administrative channels and avoid bypassing supervisory authorities in official correspondence.
Prof. Mensah highlighted the chronic under-resourcing of departments such as Social Welfare, Community Development, Agriculture and Environmental Health. Many operate from deteriorating facilities and lack essential logistics, he noted.
He urged Municipal and District Chief Executives to integrate departmental action plans into annual budgets and prioritise logistics for fieldwork, including motorbikes and supervisory visits.
“These departments are at the frontline of community development, child protection and agricultural growth,” he said. “We cannot neglect them.”
A key highlight of the tour was the announcement of a landmark partnership under the Local Government Service Information Technology Infrastructure and Systems Improvement Programme (LITISIP).
The initiative, implemented in collaboration with Celltel Networks Limited, will provide internet connectivity to Regional Coordinating Councils and MMDAs at no initial cost. The programme is expected to strengthen digital platforms including Smart Workplace, the LGS Human Resource Management Information System and the District Development Data Platform.
Describing the move as the creation of a “digital backbone” for local governance, Prof. Mensah said improved connectivity would streamline workflows, enhance transparency and modernise administrative processes.
An e-learning platform is also set to be introduced, with a target of at least 40 hours of annual training per staff member. He cautioned that capacity-building funds must be used strictly for training purposes.
In his closing remarks, Prof. Mensah urged closer collaboration between political and administrative leadership at the local level, warning that mistrust and institutional tension undermine service delivery.
He invited Assemblies to openly share achievements, challenges and utilisation of the District Assemblies Common Fund, as well as proposals to strengthen governance outcomes.

The usually busy Winneba Junction lorry station was transformed into a hub of optimism and purpose on Saturday, February 7, 2026 as the Effutu Municipal Assembly rolled out a major empowerment initiative aimed at reshaping the future of local artisans and apprentices.
In a colourful and well-attended ceremony, the Assembly, under the visionary leadership of the Municipal Chief Executive (MCE), Hon. Rev. Atta Mensah, officially distributed high-quality toolkits and start-up equipment to 30 mastercraft persons and apprentices, marking a significant milestone in the implementation of the National Apprenticeship Programme (NAP) under the National Youth Authority.
The event drew an impressive array of stakeholders, reflecting the broad national and local support behind the programme. Present were the Central Regional Coordinator of the National Apprenticeship Programme, Mr. Ebenezer Abeiku Essien, executives of the National Democratic Congress (NDC), religious leaders, traditional and opinion leaders, heads of municipal departments, and other distinguished invited guests.
Together, Hon. Rev. Atta Mensah and Mr. Essien led the symbolic handover of professional toolkits, an act that went beyond ceremony to signal a renewed commitment to youth development, skills training, and economic resilience in the Effutu Municipality.
Delivering a compelling keynote address, Hon. Rev. Atta Mensah described the National Apprenticeship Programme as far more than a job-creation initiative.
“This initiative is a shield for the youth and a pillar for the economy,” he declared.
According to the MCE, the programme provides a direct and sustainable pathway to financial independence, while actively engaging young people in productive ventures that reduce social vices such as drug abuse, theft, and teenage pregnancy. He emphasized that strengthening technical and vocational skills is essential to building a robust ‘Made in Ghana’ workforce capable of competing locally and globally.
Addressing the beneficiaries directly, Hon. Rev. Atta Mensah offered a powerful reflection on the enduring value of vocational skills, contrasting them with conventional career paths.
“In every other profession, there is a period for pension where you must stop working,” he noted.
“But in mastercraft and entrepreneurship, there is no such thing as a pension period. Your skill is your wealth, and it stays with you for life.”
He urged artisans and apprentices to treat the opportunity as a long-term investment in their future, stressing discipline, innovation, and commitment to excellence.
“Learning a skill helps a nation to improve. Let us make the best use of these tools to promote the economic growth of our municipality and Ghana at large,” he added.
The ceremony culminated in the distribution of modern vocational equipment, including industrial sewing machines, knitting machines, hand sewing machines, hair dryers, and complete professional salon starter kits. The items were presented to mastercraft persons, popularly referred to as “Madams” to ensure apprentices receive hands-on training using contemporary, high-standard tools aligned with industry demands.
Saturday’s presentation underscored the Effutu Municipal Assembly’s proactive and people-centered approach to tackling unemployment and poverty. By investing directly in the skills and productivity of its citizens, the Assembly is laying the groundwork for a self-reliant, resilient, and inclusive local economy.
