NINGO_PRAMPRAM DCE ENGAGES PRAMPRAM TRADITIONAL COUNCIL ON PROPOSED 24-HOUR ECONOMY MARKET PROJECT

District Chief Executive, Hon. Raphael Uriel Nartey led a team of Management on Wednesday to call on the Prampram Traditional Council on the readiness of government to set up a 24 hr market at Prampram.
The project when completed will boost the economic vibrancy of the township.

The meeting was convened in the presence of the Paramount Chief, Nene Tetteh Waka III. The DCE presented the project’s scope, site location, technical specifications and implementation timeline, he also used the opportunity to secure the requisite engagement of the Traditional Authority in accordance with customary and administrative protocols.

The DCE briefed the council that the contractor will be on site soon and called on them to impress upon the current occupants of the land: station drivers, sellers, to move their wares and make way for the contractor when the time arrives.

The delegation from the Ningo Prampram District Assembly was received by the Paramount Chief, Nene Tetteh Waka I and his council members. The delegation was led by the District Chief Executive, Hon. Raphael Uriel Nartey, the Coordinating Director, Madam Vida Awuku, the District Works Engineer, the District Physical Planning Officer, the District Development Planner and other technical officers of the Assembly.

Stakeholder representatives in attendance comprised the Ghana Private Road Transport Union [GPRTU] Prampram Branch, the Prampram Market Women Association and the Dangme Rural Bank – Prampram Branch whose existing car park is situated within the boundaries of the proposed market site.

Deliberations addressed land use arrangements, traffic and access management, resettlement considerations for affected stakeholders and coordination mechanisms for the construction and operational phases.

The engagement concluded with acknowledgment by the Traditional Council of the project’s relevance to local economic development and with a mutual undertaking to maintain collaboration, information sharing and dispute resolution mechanisms throughout the project lifecycle.

NINGO PRAMPRAM INAUGURATES A 9 MEMBER HIV/ AIDS COMMITTEE

The Ningo Prampram District Assembly has inaugurated a nine (9) member District AIDS Committee, establishing the principal coordination mechanism for the district’s HIV and AIDS response.

In his opening remarks, Hon. Raphael Uriel Nartey who was also the chairman described the inauguration as a pivotal step in consolidating the district’s multisectoral response to HIV and AIDS. He stated that the Committee would function as the coordinating body responsible for the planning, implementation, monitoring, and evaluation of HIV and AIDS interventions within the district. He charged members to uphold commitment, compassion, discipline, and unity, noting that these principles are fundamental to advancing health education, expanding prevention strategies, promoting voluntary HIV testing, providing support for affected persons, and eliminating stigma and discrimination.

Hon. Raphael Uriel Nartey also highlighted the geographic and demographic scope of Ningo Prampram’s HIV response. Members were encouraged to leverage their expertise and institutional experience to reduce new infections and contribute toward the eventual elimination of HIV and AIDS in the district and in Ghana

The nine-member Committee was duly sworn in taking the oath of office and oath of secrecy.

In a statement by Nana Amoako Acheampong,the Representative of the Ghana AIDS Commission,he contextualized the Committee’s mandate within the framework of Sustainable Development Goal 3.3. He emphasized that coordinated district-level action is indispensable to achieving the national and global target of ending AIDS as a public health threat by 2030.

The ceremony was chaired by the District Chief Executive, Hon. Raphael Uriel Nartey. In attendance were the Coordinating Director of the Assembly, madam Vida Awuku, the District Director of Health, the District Director of Education, representative each of the Ningo and Prampram Traditional Councils, representative each of the Christian and Muslim communities, a representative of the Network of People Living with HIV, and the District HIV Focal Person most of them were sworn in as Committee members .

NINGO PRAMPRAM DISTRICT ASSEMBLY HOLDS STAFF IN-SERVICE TRAINING

The Ningo Prampram District Assembly has held a staff in-service training for all members of staff on Thursday, 14th May 2026. The training was organized by the Human Resource Department and led by the Human Resource Manager, Sroda Lotsu (Mamaga Yogakpor I)

The theme for the training was “Local Government Service Protocols”. The session addressed key areas including institutional protocols, mastering the staff appraisal process and framework and adherence to the public service code of conduct. The objective was to ensure uniformity in practice, improve performance management and reinforce ethical standards across the Assembly.

Attendance comprised of the entire staff of the Assembly, covering both Government of Ghana staff and Internally Generated Fund officers as well as special officers serving within the district.

In an introductory session conducted by the Human Resources Manager outlined the purpose of the training, welcomed staff and emphasized the Assembly’s commitment to building a professional workforce grounded in discipline, accountability and service excellence.

Facilitation of the technical sessions was undertaken by Mr. Felix Agyei Amakye of the Local Government Studies Department, University of Ghana. He led participants through the technical and procedural requirements of the local government service, emphasizing the link between compliance with established protocols and effective service delivery at the district level. Discussions also centered on practical application of the appraisal framework and the role of staff conduct in maintaining institutional credibility.

The training concluded with expressions of appreciation from staff, who noted their satisfaction with the relevance and clarity of the topics treated. Participants pledged to apply the knowledge gained in their respective roles and to uphold the standards discussed, with a renewed commitment to diligent and efficient service delivery for the people of Ningo Prampram.

SPATIAL PLANNING COMMITTEE (SPC) OF NINGO PRAMPRAM DISTRICT ASSEMBLY INSPECTS PROPOSED FUEL STATION SITE AT PRAMPRAM

Members of the Spatial Planning Committee (SPC) of the Ningo Prampram District Assembly today visited a site earmarked for the construction of a fuel station at Prampram by a private developer.

The inspection team, led by the Chairman of the Committee, Hon. Raphael Uriel Nartey, aimed to give members the opportunity to gain first-hand information about the proposed project and assess its potential impact on residents within the surrounding area.

As part of its mandate, the Spatial Planning Committee (SPC) is legally required to review and approve development proposals within the district. FISHERIES MINISTER VISITS LANDING BEACH ICE MAKING PLANT AT LOWER PRAMPRAM

The Minister for Fisheries and Aquaculture Hon. Emilia Arthur in the company of the Hon. DCE Hon. Raphael Uriel Nartey and a team visited the ice making plant at Lower Prampram Landing beach to strengthen the engagement with stakeholders, assess the condition of the facility and obtain information on challenges of Fisher folks in the bid to revive its operations.

The Minister engaged the DCE, the District Fisheries Manager, Vida Appiah and team on the history of the Ice making Plant and the challenges at the Prampram Landing Beach.

The team identified challenges such as Poor landing sites, Erosion and Sanitation issues and proposed some recommendations such as the need to break stones in the waters and emphasize on clean up exercises to bring a facelift to the facility and the area.

NIPDA INAUGURATES DISASTER MANAGEMENT COMMITTEE

The Ningo-Prampram District Assembly today, 6th May 2027 inaugurated its District Disaster Management Committee at the Assembly Hall, in accordance with section 27 of the National Disaster Management Organisation Act, 2016 (Act 927).

The ceremony began with the swearing-in of committee members and an overview of Act 927, which provides the legal framework for the Committee’s establishment and functions at the district level.

Delivering the opening address, the District Chief Executive and Chairman of the Committee, Hon. Raphael Uriel Nartey, emphasized the need to shift focus from reactive response to proactive disaster prevention. He noted that early intervention and sustained preparedness remain essential to protecting lives, livelihoods, and infrastructure across the district.
He expressed appreciation to all stakeholders for their attendance and reiterated the Assembly’s commitment to disaster prevention and the safeguarding of public and private property.

The Regional Deputy Director of the National Disaster Management Organisation (NADMO), Mr. James Tettehfio, administered the oath of office to the members. In his remarks, “The mission of the committee is to anticipate risk before they become crises, coordinate swift responses when issues arise and also build systems that connects committee and community.” He further cautioned members against the unauthorized disclosure of confidential information and called for the highest standards of professional conduct in the ex*****on of their mandate.

Under Section 27 of Act 927, the Committee’s core responsibilities include:
- Implementing government policy on disaster prevention and risk reduction, including climate risk management within the district.
- Preparing, coordinating, monitoring, and updating district disaster management plans through hazard identification and risk assessment.
- Engaging and educating communities while fostering collaboration to strengthen local resilience and ensure effective communication between the Committee and the public.

NIPDA HOLDS MANAGEMENT MEETING

District Chief Executive, for Ningo-Prampram, Hon. Raphael Uriel Nartey has announced the purchase of One Toyota Hilux Pick -Up which will be used for revenue mobilization for the Assembly, he made the announcement during a management meeting of heads of department (HOD’s) of the Assembly. He also urged HOD’s to go a step further in delivering their mandates noting that soon challenges that exist with logistics will be solved totally.

The management meeting which was held on Wednesday, 29th gave the chance to management to deliberate on progress of work, find challenges and pave the way forward for the district.

The District Coordinating Director, Vida Awuku also welcomed all heads, she encouraged heads to continue exhibiting their good works towards the upliftment of the district.

Presentations were heard from district directors, and heads of the following departments and units: Social Welfare, Fisheries Development, National Health Insurance, National Service, Rent Control, Statistical Officer, CHRAJ, Agric, Health, Education, Human Resource Manager, Physical Planning, Works Engineer, Information Services Department, Central Administration, National Identification Authority.

Presentations focused on their achievements for the last quarter, challenges faced in their day-to-day activities and the need for assembly to assist with resources to give off their best.

NINGO-PRAMPRAM DISTRICT ASSEMBLY CONVENES COMMUNITY ENGAGEMENT FOR AFIENYA AREA COUNCIL

The Ningo-Prampram District Assembly convened a town hall engagement forum on Tuesday, 28th at the Divine Healers Church at Mobole for the Afienya Area Council, comprising Mobole, Afienya, Mataheko and Mangotsonya Electoral Areas. The forum was organized to provide updates on developmental projects and to facilitate direct interaction between the Assembly and residents on matters of communal concern.

The engagement entailed a comprehensive review of projects initiated and completed in the year 2025 as well as interventions earmarked for implementation in 2026.
Projects executed in 2025 included the construction of CHPS compounds at Someh and Otsebleku, six-unit classroom blocks at Afienya, Dawhenya and Kpantseremidor, a Kindergarten unit at Lakpleku, a 12-unit ultra-modern toilet facility at Prampram Methodist and a nurses’ bungalow at Otsebleku. The Assembly further reported on disbursements to Persons with Disabilities, ongoing apprenticeship and skills development programs for the youth, and financial services extended to the agricultural sector. Proposed projects for 2026 were subsequently presented to stakeholders.

In his address, the District Chief Executive, Hon. Raphael Uriel Nartey, underscored the importance of the payment of Business Operating Permits, Building Permits, and other statutory tolls as critical to mobilizing the requisite resources for the ex*****on of planned projects in 2026.
He stated that enhanced revenue mobilization would directly impact the provision of infrastructure and social services within the electoral areas.

In addition, the Assembly presented its projected income flows and budget estimates for the 2026 fiscal year, thereby ensuring transparency regarding anticipated revenue streams and expenditure priorities.

The forum featured an open question-and-answer session during which residents articulated concerns relating to inner road networks, the reliability of potable water supply, extension of electricity to underserved communities, the menace of land guard activities and sanitation. Responses were provided by the District Chief Executive and Heads of Departments in attendance.

As part of the program, the Fisheries Commission represented by Director Mrs. Vida Asante delivered a presentation on fish farming as an alternative livelihood. This was followed by a sensitization session on child Labour facilitated by the Commission on Human Rights and Administrative Justice led by Director Velvert Akweley Ash*tey.

The event was graced by the Chief of Mobole, Nene Tettey Kodjo III, who lauded the Assembly for promoting participatory governance and bringing the machinery of government closer to the citizenry. Present at the forum were Assembly Members from the four electoral areas, Unit Committee members, Heads of Departments, traditional authorities, and opinion leaders.

The engagement concluded with a resolution calling for sustained collaboration between the Assembly and the communities to ensure the effective implementation of projects and the enhancement of living standards.

NINGO PRAMPRAM TAKES TOWNHALL ENGAGEMENT TO DAWA AREA COUNCIL

As part of its commitment to participatory governance and social accountability, the Ningo-Prampram District Assembly convened a town hall meeting for the Dawa Area Council on Thursday 23rd. The engagement, held at The Church of Pentecost, Dawa, brought together residents, opinion leaders, and stakeholders from the six electoral areas within the Council: Someh-Kpantseremidor, Nyigbenya-Tsopoli, Lekpogunor, Ayetepah-Mangotsonya, Ahwiam, and Dawa.

The meeting was presided over by the District Chief Executive, Hon. Raphael Uriel Nartey, who emphasized the Assembly’s mandate to bring governance closer to the people and to ensure that development planning reflects the actual needs of communities. In attendance were the ECG District Engineer, various Heads of Departments, Assembly Members from the six electoral areas, unit committee members, and traditional leaders.

A key segment of the program was the presentation by a Development Planner of the Assembly Mr. Godsway Kotoku. He provided an overview of key projects undertaken in 2025 and outlined priority interventions listed for implementation in 2026.

The 2025 projects included the construction of CHPS compounds at Someh and Otsebleku to improve primary healthcare access, six-unit classroom blocks at Afienya, Dawhenya, and Kpantseremidor to reduce congestion in basic schools, and a KG unit at Lakpleku to strengthen early childhood education. Other projects were a 12-unit ultra-modern toilet facility at Prampram Methodist to address sanitation, and a nurses’ bungalow at Otsebleku to support health staff retention. On social protection and economic empowerment, Mr. Kotoku highlighted payments to Persons with Disabilities, ongoing apprenticeship and skills training programs for the youth, and the provision of financial services to agriculture to boost local farming.

Running alongside the main engagement was a free health screening exercise organized by the District Health Directorate. Residents from the six electoral areas took the opportunity to have checks for blood pressure, blood sugar, malaria among others. Health staff provided on-the-spot counselling and referred cases needing further attention to nearby facilities.

The program also featured a sensitization session on child labour, handled by CHRAJ. The District Director, Mad. Vilvert Ash*tey, led participants through the definition of child labour under Ghanaian law, its negative effects on education and child development and the roles of parents, schools and community leaders in prevention. She cited real examples from the district and outlined reporting channels available through CHRAJ, the Assembly and the Police. Community members asked questions on the difference between child work and child labour and on penalties for offenders.

Following these sessions, a discussion segment was held to deliberate on some of the persistent challenges faced in the communities. Residents raised issues concerning water supply reliability, the layout and maintenance of access roads, sanitation management and PWD payments issues. The concerns were addressed directly the DCE and relevant Heads of Departments. The ECG District Engineer responded to electricity-related questions, while other HoDs took turns to clarify timelines and interventions under their respective sectors. Community members from all six electoral areas actively participated, making the session interactive and practical.

The DCE, Hon. Raphael Uriel Nartey urged them for continuous collaboration between the Assembly and the communities. He assured participants that all issues raised had been noted for action and would be factored into departmental work plans. He also reminded them of the need to the payment of Building Permits, BOPs and another tolls as well. This he said will bring make available more resources for the developmental needs of the Assembly.
