Ministry of Communication, Digital Technology and Innovations HISTORICAL BACKGROUND
The Ministry of Communications and Digitalisation was created in July 2003 by an Executive Instrument No. 16. E.16 dated 4th July 2003.

It has a long history dating back to 1958, when it was known as the Ministry of Communications and Works. In the 1970s it was merged with Ministry of Transport to become Ministry of Transport and Communications. In March 1997 a new Ministry was created out of the former Ministry of Information and the Communications division of the erstwhile, Ministry of Transport and Communications. This change d

To enable Government develop policies that will help integrate communications technologies and public information systems and also harness the full potential of resources for effective communication. FUNCTIONS
a. Initiate and formulate policies taking into account the needs and aspirations of the people
b. Undertake development planning in consultation with the National Development Planning Commission (NDPC)
c. Coordinate, monitor and evaluate the efficiency and effectiveness of the performance of the sector Specifically,
d. Development of the telecommunications, postal, courier and meteorological services sector
e. Accessibility to and application of information technologies as well as development and enhancement of human capability in the use and application of information technologies
f. Improvement in the performance of ICT institutions, especially broadcasting (technical), Internet especially in encouraging high technical and professional standards and financial/investor support for the sector. DIRECTORATE

One Million Coders Programme Commences Five-Day Training of Trainers in Datacom and Access Network Technologies

The Ministry of Communication, Digital Technology and Innovations (MoCDTI), through the One Million Coders Programme (OMCP), has commenced a five-day Training of Trainers (ToT) programme in Datacom and Access Network Technologies.

The training, which began today, Monday, August 31, 2026, is being held at the Ghana-India Kofi Annan Centre of Excellence in ICT (GI-KACE) and will run until Friday, September 4, 2026.

The programme forms part of Government’s continued efforts to build a critical mass of skilled ICT trainers who will, in turn, extend practical digital and networking skills to citizens across the country under the One Million Coders Programme.

The Training of Trainers programme is being delivered by certified technical experts from Huawei Technologies and combines expert-led lectures with hands-on practical sessions and competency assessments.

Participants will undergo intensive training in key areas of Datacom and Access Network Technologies, with sessions running daily from 9:00 a.m. to 5:00 p.m.

As part of the post-training obligation, participants who successfully complete the programme are expected to serve as certified OMCP trainers and cascade the knowledge and skills acquired by training a minimum of twenty (20) members of the public.

The initiative is expected to further strengthen Ghana’s digital skills ecosystem and support the Government’s broader vision of equipping citizens with relevant technological competencies for the evolving digital economy.

The One Million Coders Programme remains a key national initiative aimed at developing a digitally skilled workforce and positioning Ghana to take advantage of opportunities presented by the rapidly growing digital and technology sector.

One hundred beneficiary girls from the Volta and Upper West Regions who took part in the Ministry’s Girls In ICT Programme will participate in a 5-day Open Day event in Accra from 7th to 11th September 2026.

As part of the programme, the girls will visit leading ICT institutions including ATC, AT, CWG, MTN, NCA, Telecel, and GDCL to gain practical, hands-on experience in the technology sector.

Ghana, Malawi Strengthen Cooperation on Digital Transformation and Public Sector Innovation

Ghana and Malawi have reaffirmed their commitment to strengthening collaboration and knowledge sharing in digital transformation, public sector innovation and the delivery of efficient digital public services.
The commitment was expressed when a delegation from the Republic of Malawi visited the Ministry of Communication, Digital Technology and Innovations as part of a study tour focused on Ghana’s digital transformation initiatives and public sector innovation.
Welcoming the delegation on behalf of the Minister for Communication, Digital Technology and Innovations, the Deputy Minister, Hon. Mohammed Adams Sukparu, said Ghana was pleased to host the Malawian delegation and share its experiences in leveraging digital technologies to promote sustainable development and improve public service delivery.
Ghana’s digital transformation agenda, he noted, has focused on strategic investments in digital infrastructure, digital identity, cybersecurity, e-government services, digital skills development and innovation ecosystems.
The engagement provided an opportunity for officials from both countries to exchange experiences, discuss lessons learnt and explore practical approaches to addressing common challenges associated with digital transformation across Africa.
The Malawian delegation led by Mr. Stuart Ligomeka, Deputy Chief Secretary, Office of the President and Cabinet expressed appreciation for the warm reception accorded them and described Ghana as a valuable reference point for its digital transformation efforts.
He explained that Malawi’s decision to undertake the study tour followed a review of international experiences, which identified Ghana as having made significant progress in the use of digital technologies and information and communications technology to transform public services.
The delegation also highlighted the historical ties between Ghana and Malawi, noting the long-standing relationship between the two countries and the connection of Malawi’s first President, Dr. Hastings Kamuzu Banda, with Ghana, where he studied and lived for several years.
The study tour, he said was intended to provide Malawi with practical insights that could inform its own digital transformation agenda, expressing particular interest in understanding Ghana’s systems, institutional arrangements and approaches to digital government, while emphasising the importance of continued technical cooperation between the two countries.
The delegation further proposed sustained engagement between technical teams from Ghana and Malawi, noting that collaboration among African countries was essential to building stronger and more responsive digital systems on the continent.
“We are one people and one Africa, and it is important for us to share knowledge and our experiences so that together we can build a better Africa,” he stated.
The delegation also encouraged continued government-to-government engagement, while noting that technical experts from both countries could pursue further cooperation where specialised expertise and knowledge exchange were required.
Present at the meeting were Chief Director, Alexander Yaw Arphul; Director, General Administration, Alfred Nortey, Director, Innovations, Emmanuel Ofori, Director International Relation, Dede Laborki Ofei, Deputy Directors from the Ministry.

Minister Sam George Urges Ghana to Build Its Own Fintech Future

The Minister for Communication, Digital Technology and Innovations, Hon. Samuel Nartey George (MP), has challenged Ghana’s technology and financial ecosystem to build home-grown fintech solutions rather than depend on imported technologies.

Speaking at the launch of a fintech initiative, the Minister said the event represents “a test of whether Ghana is serious about building the future of finance ourselves, rather than importing it.”

He said Government wants to empower young Ghanaians to become creators of technology and solutions.

“We want every young Ghanaian who looks at a problem to say, ‘I can build a solution,’ instead of waiting for someone else to solve it.”

According to the Minister, Ghana has the talent to produce globally competitive fintech companies from universities, innovation hubs and even individual developers across the country.

He, however, stressed that innovation must not come at the expense of consumer protection and public confidence.

“Where money is involved, trust is not optional; it is the product.”

Hon. Samuel Nartey George therefore called for regulation that “protects without suffocating” innovation while keeping pace with technological advancement.

“Technology must serve people. We are not building technology for technology’s sake; we are building it to improve lives, expand opportunity and create prosperity.”

Deputy Minister Calls for Stronger Information Management to Drive Ghana’s Digital Transformation*

‎The Deputy Minister for Communication, Digital Technology and Innovations, Hon. Mohammed Adam Sukparu (MP), has called on Information Technology (IT) and Information Management professionals in Ghana’s Civil Service to play a more strategic role in advancing digital governance and the country’s digital transformation agenda.
‎
‎Speaking on behalf of the Sector Minister, Hon. Samuel Nartey George, MP, at the 7th General Meeting of the Information Technology and Information Management Association of Ghana’s Civil Service, he said the growing importance of technology and data in public administration required professionals to move beyond traditional technical roles and become active contributors to digital transformation.
‎
‎Hon.Sukparu said effective information management was critical to ensuring that government data was properly managed, protected, shared and utilised to support evidence-based decision-making, accountability and improved public service delivery.
‎
‎He noted that with the increasing integration of artificial intelligence and other data-driven technologies into government operations, the quality, integrity, accessibility and security of public-sector information had become more important than ever.
‎
‎The Deputy Minister said Ghana was making progress in its digital transformation efforts through investments in digital public infrastructure, broadband connectivity, digital financial services, electronic government platforms, cybersecurity and innovation.
‎
‎ He added that these efforts were being supported by national policies and legislative frameworks governing the digital economy, data protection and electronic transactions, alongside ongoing reforms to ensure that Ghana’s digital laws remained responsive to emerging technologies.
‎
‎He noted that the Government was also advancing the implementation of Ghana’s National Artificial Intelligence Strategy and reviewing existing sector legislation while developing new legal frameworks to respond to emerging digital realities.
‎
‎According to him, digital transformation was ultimately about transforming how government works, improving collaboration among institutions and delivering public services that were more efficient, transparent, responsive and citizen-centred.
‎
‎“Digital transformation succeeds because of people,” he said, stressing that behind every government digital platform, information system, network and citizen-centred digital service were professionals responsible for designing, maintaining and continuously improving those systems.
‎
‎The Deputy Minister therefore encouraged IT and Information Management professionals to see themselves as “architects of Ghana’s digital future” rather than merely technology officers. He said their work had direct implications for sectors including healthcare, education, agriculture, justice, local governance and public financial management.
‎
‎He further urged members of the Association to embrace continuous professional development, lifelong learning, research and collaboration with universities, development partners and other professional bodies to remain relevant in a rapidly evolving technological environment.
‎
‎Addressing the governance focus of the General Meeting, which included the review of the Association’s constitution, election guidelines and election code of conduct, Hon. Sukparu said strong institutions required effective governance, accountability, transparency and shared values.
‎
‎He commended the leadership of the Information Technology and Information Management Association for its efforts to strengthen the organisation and create a platform for professionals to collaborate, share knowledge, mentor younger professionals and contribute to Ghana’s digital transformation.
‎
‎He said greater unity among IT and Information Management professionals across ministries, departments and agencies could help establish common standards, promote best practices and strengthen government-wide digital transformation.
‎
‎The Deputy Minister reaffirmed the Ministry’s commitment to working with the Office of the Head of the Civil Service and the Association to strengthen digital governance across the Civil Service. He said the Ministry would continue to promote initiatives in areas including innovation, cybersecurity, interoperability, artificial intelligence readiness, digital inclusion, digital skills development and resilient digital infrastructure.

‎He also encouraged members to participate actively in the Association’s discussions and build an organisation founded on fairness, inclusiveness, transparency, professionalism and ethical conduct.

MoCDTI Partners Digital Policy Alert to Strengthen Ghana's Digital Governance and Global Trade Engagement

The Ministry of Communication, Digital Technology and Innovations (MoCDTI), today partnered Digital Policy Alert and the St. Gallen Endowment for Prosperity through Trade with a high level stakeholder workshop in Accra to strengthen Ghana's digital governance, regulatory coordination, and international digital trade engagement.

Opening the workshop on behalf of the Honourable Minister for Communication, Digital Technology and Innovations, Hon. Samuel Nartey George (MP), the Director of the Digital Technology Directorate, Bishop Dr. Samuel Antwi-Gyekyi, welcomed representatives from Government Ministries and Agencies, Academia, Industry, Civil Society, and Development Partners. He described the engagement as timely, noting, that Ghana is advancing an ambitious digital transformation agenda anchored on the National Artificial Intelligence Strategy, improved data governance, the One Million Coders Programme, and the country's growing leadership in digital governance across Africa.

He emphasized that digital transformation cannot be driven by government alone and called for stronger collaboration between the Public Sector, Industry, Academia, Entrepreneurs, and Development Partners to translate policy into jobs, innovation, and economic growth. He also welcomed Digital Policy Alert's expansion into Ghana, describing its digital policy intelligence platform and AI assisted regulatory analysis tools as valuable resources that will support evidence based policymaking, regulatory alignment, and Ghana's participation in regional and global digital trade discussions, including under the African Continental Free Trade Area Protocol on Digital Trade and the World Trade Organization.

The workshop provided participants with practical insights into tracking global digital policy developments, benchmarking Ghana's regulatory framework against international best practice, and leveraging technology to strengthen policymaking. The Ministry expressed its appreciation to the Digital Policy Alert team, the St. Gallen Endowment for Prosperity through Trade, and all stakeholders for their partnership and reaffirmed its commitment to building a resilient, inclusive, and globally competitive digital economy through sustained collaboration.

Deputy Minister Launches National Community Media Cyber Capacity Building Project

The Deputy Minister for Communication, Digital Technology and Innovations, Hon. Mohammed Adam Sukparu, (MP), has launched the National Community Media Cyber Capacity Building Project (NCMCCBP) on behalf of the Sector Minister, Hon. Samuel Nartey George, MP, with a call for stronger collaboration to build a secure, resilient and inclusive digital Ghana.

The project, launched on Monday, August 3, 2026, at the NCA Towers in Accra, seeks to equip community media practitioners with the knowledge and practical skills to educate the public on cyber hygiene, online safety, digital fraud prevention and responsible online behaviour. The initiative brings together government institutions, security agencies, development partners, media practitioners and civil society to strengthen Ghana’s cyber resilience through collaboration, knowledge sharing and public awareness.

Speaking on behalf of the Sector Minister, the Deputy Minister said cybersecurity was central to Ghana’s digital transformation agenda, stressing that the growth of digital technologies must be accompanied by trust, security and resilience.

Hon. Sukparu noted that cybersecurity had become not only a technological concern but also an economic, governance, national security and development imperative.

He said the growing threats of mobile money fraud, identity theft, online impersonation, misinformation, cyber-enabled crime and child online protection challenges required greater public awareness and stronger collaboration between government, the media, security agencies and local communities. He further underscored the strategic role of community media, particularly community radio, in reaching rural and underserved communities in local languages.

The Deputy Minister urged journalists to make cybersecurity reporting a public service, noting that accurate reporting and sustained public education could help prevent cybercrime and strengthen national resilience

According to him, government would continue to pursue a whole-of-government and whole-of-society approach involving Ministries, Departments and Agencies, the Cyber Security Authority, law enforcement institutions, academia, the private sector, civil society, development partners, technology companies and the media.

*Cybersecurity Requires Collaboration*

The Director-General of the Cyber Security Authority (CSA), Mr. Divine Selase Agbeti, said the growing sophistication of cybercrime made collaboration among government, law enforcement, the media and other stakeholders essential to protecting Ghana’s cyberspace.

Mr. Agbeti noted that cybercrime was no longer a distant or purely technical problem, citing threats including mobile money fraud, online investment scams, romance fraud, identity theft, extortion, business email compromise and impersonation.

He said many of these crimes were being perpetrated by organised criminal networks operating across borders.

Mr. Agbeti said the CSA, in collaboration with the Ghana Police Service, national security institutions and international partners, had intensified operations against criminal networks, with arrests and prosecutions demonstrating the organised nature of cybercrime.

He described the media as a critical partner in the fight against cybercrime, stressing the need for media practitioners to understand cybersecurity issues and communicate them accurately and responsibly.

According to him, the initiative would create a national network of media professionals who could translate technical cybersecurity information into practical advice for ordinary Ghanaians.

“Our vision is simple: every Ghanaian should have the knowledge to stay safe,” he said, urging participants to use the training to build their expertise and help protect citizens from becoming victims of cybercrime.

*Czech Republic Reaffirms Support*

The Ambassador of the Czech Republic to Ghana, His Excellency Pavel Bílek, reaffirmed his country’s commitment to strengthening Ghana’s cybersecurity capacity, describing Ghana as a priority partner in Africa in the area of cybersecurity.

He said the cooperation between Ghana and the Czech Republic had developed over several years, with support covering professional exchanges, training, technical assistance and the provision of specialised cybersecurity equipment.

The support, according to him was aimed at strengthening the capacity of Ghanaian investigators to extract, process and analyse digital evidence and support stronger evidence for court proceedings.

He stressed that effective cybersecurity capacity building required more than technology, describing it as a combination of expertise, tools, training and long-term partnerships.

The Ambassador also welcomed the National Community Media Cyber Capacity Building Project, describing it as an important initiative that connects cybersecurity, media development and responsible public communication.

He said fighting cybercrime could not be left to law enforcement agencies alone, stressing that citizens must be equipped to recognise digital risks, while journalists report cyber-related issues accurately and responsibly.
