The Social Investment Fund (SIF) officially commenced the GWYESCO Programme Partnership Review Engagement and MoU Signing Process with key implementing partners including GRATIS Foundation, Youth Employment Agency (YEA), Responsible Cooperative Mining and Skills Development Programme (rCOMSDEP), Northern Development Authority (NDA) marking an important milestone towards the full implementation of the Ghana Women and Youth Employment and Social Cohesion (GWYESCO) Programme.
The implementation kick-off took place from 4–6 August 2026, SIF engaged partners to review the partnership management processes and Memorandum of Understanding (MoU) to ensure a common understanding of programme objectives, implementation arrangements, performance expectations, and accountability mechanisms before the formal signing of the agreement.
The GWYESCO Programme is a Government of Ghana initiative supported by the African Development Bank (AfDB) and coordinated by the Social Investment Fund under a Results-Based Financing (RBF) approach. Under this mechanism, programme financing is linked to the achievement and independent verification of agreed results, ensuring that resources are disbursed based on measurable development outcomes rather than activities alone.
The programme seeks to improve employment opportunities for women and youth, strengthen entrepreneurship and enterprise development, build market-relevant skills, and promote social cohesion in Central, Eastern, and the Five (5) Northern Regions. Implementation is expected to contribute to measurable improvements in employment, enterprise growth, institutional capacity, and community resilience while supporting thousands of women, young people, and MSMEs across the programme's target regions.
The engagement with implementing partners provided an opportunity to review implementation arrangements, discuss expected results, clarify roles and responsibilities, and address any outstanding issues ahead of the MoU signing and implementation. These collaborative discussions are essential to ensuring that all implementing partners are fully prepared to deliver high-quality results from the outset.
The Social Investment Fund remains committed to working closely with all implementing partners to ensure the successful delivery of the GWYESCO Programme and the achievement of its transformative development objectives for the people of Ghana.
