Establishment
The National Centre for Coordination of Early Warning and Response Mechanism (NCCRM) is a national early warning centre established on 12 November 2021 responsible for providing early warning on threat to national and regional security as well as bridge the gap between early warning and response. t Africa and the implementation of improved crisis response mechanism. Legal Framework of the Centre
The act establishing the Centre is the National Centre for Coordination of Early Warning and Response Mechanism Act, 2021 (Act 1070). Strategic Object
The objects of the Centre are to assist the ECOWAS Commission in the:
- Timely identification of emerging crisis in the west Africa sub-Region.
- Implementation of an improved crisis response mechanism. Monitor, Collect, Collate, Centralise, analyse and maintain data or information by:
- State parastatals
- Local authorities
- Civil society Organisation (CSO)
- The ECOWAS Regional Early Warning and Response Centre.
- Any other relevant person. Recommends response options following an in-depth analysis of challenges or threats related to human security;
c. Collaborate with relevant public institutions in matters related to human security. Mission
The Mission of the NCCRM shall be:
- To monitor, acquire sound, timely and accurate information and data, analyse and evaluate the information and data
- To identify emerging crisis in Ghana and West Africa.
- To identify improved response mechanism or strategies to enhance crisis response.
- To present risk assessment, evaluation and recommendations for response to the national and ECOWAS authorities. Vision
The vision of the NCCRM is to operate as a national strategic centre of excellence
thst shall inform decision-making in response to crisis in Ghana and West Africa. Focus Areas
The NCCRM is mandated to operate with five thematic areas as:
- Security, Terrorism/Violent Extremism and Maritime Security
- Crime and Criminality
- Social, Economic and Environment
- Governance and Human Rights
- Health and pandemics
