From 6 April 2026, the Fire Safety (Residential Evacuation Plans) (England) Regulations 2025 introduce important new responsibilities for Responsible Persons in high‑rise and certain medium‑rise residential buildings. These changes include the requirement to:
• Identify vulnerable residents who may struggle to evacuate independently and use “reasonable endeavours” to engage with them.
• Offer and complete a Person‑Centred Fire Risk Assessment (PCFRA) for any relevant resident who requests one. These assessments look at individual needs, evacuation challenges, and practical ways to improve safety.

🔥 New PCFRA Requirements Explained — What You Need to Know...

From 6 April 2026, major changes are coming to fire safety legislation in England, and they directly impact how building owners and managers must protect vulnerable residents.

Under the Fire Safety (Residential Evacuation Plans) (England) Regulations 2025, residents who may struggle to evacuate independently are now entitled to a Person‑Centred Fire Risk Assessment (PCFRA). This applies to specified residential buildings, including those over 11m with simultaneous evacuation, 18m+, or 7+ storeys.

So what is a PCFRA?

A PCFRA is a tailored assessment focusing on an individual resident’s specific needs — such as mobility issues, sensory impairments, or cognitive conditions — and how these affect their ability to evacuate safely during a fire. It identifies practical, proportionate safety measures and leads to a personalised evacuation approach documented in an Emergency Evacuation Statement.

Why is this needed?

These reforms stem directly from lessons learned after the Grenfell Tower tragedy. The goal is simple: put people, not just buildings, at the centre of fire safety planning. PCFRAs ensure that the most vulnerable residents are supported with the right measures — and that crucial information is shared with local Fire & Rescue Services to aid emergency response.

Sorry all, extremely busy, not posted for a while. Here’s some advice and tips for safety in your shop over Christmas…

Decorating safely:

Don't overload sockets: Plug lights and devices into single sockets or use a power strip with built-in protection; never "daisy-chain" multiple extension leads.

Secure lights properly: Use clips or hooks, not nails or staples, to avoid damaging wires.
Keep away from heat.

Don't let lights touch curtains or other flammable decorations.

Water real trees: Keep real Christmas trees well-watered and away from heat sources and lights.

Beware of heaters: Never plug portable heaters into extension cords or surge protectors; they need direct wall outlet connection.

use RCDs for outdoor lights; and always switch off lights and unplug appliances before bed or leaving the house to prevent overheating and fires.

During use and after:

Switch off at night: Turn off all lights and unplug appliances before going to bed or leaving the house.

Check extension leads: Don't run cables under carpets or rugs; this hides damage and creates trip hazards.

Supervise pets: Keep decorations out of reach of pets or use deterrents like citrus scents.

Do you know what your duties are if you are the Responsible Person???

In a workplace:
The employer, if the workplace is under their control.
In other premises:

The person who has control of the premises (as occupier or otherwise) in connection with carrying on a trade, business, or other undertaking (for profit or not), or
The owner, if no one else has control in connection with such activities.

In simple terms, the Responsible Person is the individual (or sometimes an organisation) who has control over the premises or is responsible for its management. This can include:

Employers
Building owners
Landlords or managing agents
Facilities managers or occupiers.

âś… Key Duties
The Responsible Person must:

Carry out and regularly review a fire risk assessment.
Implement fire safety measures based on that assessment.
Ensure escape routes are clear and maintained.
Install and maintain fire detection and alarm systems.
Provide fire safety information and training to staff or occupants.
Maintain fire safety equipment and records.

âś… Multiple Responsible Persons
If more than one person shares control (e.g., in multi-occupied buildings), all parties have shared duties and must co-operate and co-ordinate fire safety measures.
