DEVELOPMENT OF LAND TO WEST OF TOWNSEND HILL

The applicant is happy for the Winkleigh Parish Council to select the preferred street names for the above development in accordance with TDC SN&N Policy. WPC are asked to agree on six street names of their choice

All new street names should ideally end with one of the following suffixes:

Street, Road, Avenue, Drive, Way, Avenue, Grove, Lane, Gardens, Place, Crescent, Court, Close, Square, Hill, Circus, Vale, Rise, Row, Wharf, Mews

This will be an agenda item for 22nd September. If you have any street name suggestions, please email the Clerk by 3pm 22nd September

Appeal for Members of the Public to Report Any Suspicious Circumstances Following Further Catalytic Converter Thefts in North Devon

Two catalytic converter thefts occurred on 22nd June in Barnstaple and Torrington. Unfortunately, since then seven more crimes have taken place. Five of those happened overnight on 8-9th July in Bideford, Instow and Fremington.

Police are requesting assistance from the public while they work to identify the offenders. Please report any suspicious activity as soon as possible. The sound of power tools being used at night or persons acting suspiciously around a vehicle, are circumstances we would like to know about. If something doesn’t feel right, it probably isn’t.

Please note as much as you can about the person or the vehicle involved and report by calling 101 or emailing [email protected]. If you believe you are witnessing a crime in progress, please call 999.

While overall offence levels in the force area remain low, we strive to lower them further. Members of the public are the eyes and ears of our communities and your vigilance and assistance can help us to achieve that goal.

WINKLEIGH PARISH COUNCIL Grants and Donations Process 2021-22
Winkleigh Parish Council sets aside a sum of money each year to donate to good causes in the parish as either a grant or a donation. The sum allocated by the Parish is part of the annual precept the Parish Council collects from the electorate and is available for distribution from 1 May each year.
The Parish Council is governed by rules set out in the Local Government Act 1972 (section 137) which states the money must be spent on purposes for the direct benefit of the parish and be commensurate with the expenditure incurred, for example, spending a large amount for the benefit of only one or two people is not acceptable.
Grant application packs can be obtained from the Parish Clerk, or

closing date for all applications is 10th September 2021
All successful applicants will be notified in November 2021 with payment being made from 1st May 2022.

Referendum Information Statement
About this statement
A referendum on the Winkleigh Neighbourhood Development Plan will be held on Thursday
17th June 2021. This statement provides information on the referendum that is taking place,
and the neighbourhood plan to which it relates.
Referendum on the Winkleigh Neighbourhood Development Plan
A referendum asks you to vote ‘yes’ or ‘no’ to a question. For this referendum you will
receive a ballot paper which asks the following question:
Do you want Torridge District Council to use the Neighbourhood Plan for Winkleigh to help
it decide planning applications in the neighbourhood area?
What is the neighbourhood area?
The neighbourhood area for Winkleigh is identified on the map which is included at the end
of this information statement. The boundary of the neighbourhood area was approved by
Torridge District Council in March 2017 and covers the parish of Winkleigh.
The referendum area is identical to the area which has been designated as the Winkleigh
Neighbourhood Area. The independent examiner also recommended that the
Neighbourhood Plan proceed to a referendum based on the Winkleigh Neighbourhood
Area, as approved by the District Council.
Am I entitled to vote in the Referendum?
A person is entitled to vote in the referendum if on the 17th June 2021:
• he or she is entitled to vote in a local government election in the referendum area; and
• his or her qualifying address for the election is in the referendum area. A persons
qualifying address is, in relation to a person registered in the register of electors, the
address in respect of which he or she is entitled to be registered.
The referendum will be conducted based in accordance with procedures similar to those
used at local government elections.
The Referendum expenses limit that will apply in relation to the Referendum is
£2442.18. The number of persons entitled to vote in the Referendum by reference to which
that limit has been calculated is 1359.

Determination of the Referendum?
If more than 50% of individuals vote ‘yes’ in the referendum, then Torridge District Council
will ‘make’ the Winkleigh Neighbourhood Development Plan. If the Neighbourhood Plan is
‘made’ it will help determine planning applications in the Winkleigh Neighbourhood Area. It
will also form part of the statutory development plan for Torridge.
If more people vote ‘no’ than ‘yes’ then the Neighbourhood Plan will not be made part of
the statutory development plan for the local area.
What are the referendum documents and where can you view them?
There are a number of specified documents, as listed below, that are available to view on
the Torridge District Council website:
• the referendum version of the Winkleigh Neighbourhood Plan;
• the independent examiner’s final report on the Winkleigh Neighbourhood Plan;
• a summary of representations submitted to the independent examiner following
consultation on the draft Neighbourhood Plan;
• a Decision Statement from the Torridge District Council which confirms the draft
Neighbourhood Plan meets the basic conditions and other legislative requirements.
It also confirms that the neighbourhood plan can proceed to referendum;
• a statement that sets out general information on Town and Country planning,
including neighbourhood plans and the referendum (information statement).
Paper copies of the specified documents are also available to view, by prior appointment,
and in accordance with the social distancing restrictions in force at the time. To arrange an

How to Vote
In person
• On Thursday, 17th June 2021 at your local polling station.
• You will receive a poll card confirming the polling stations for this referendum. The
polling stations will be open from 7am to 10pm.
By post
• If you have a postal vote already you will receive a poll card confirming this.
• If you want to vote by post you will need to complete an application form and send it
to the Electoral Registration Officer at Torridge District Council (at the address
below) to arrive by 5pm on Wednesday, 2nd June 2021. Application forms can be
requested from https://www.torridge.gov.uk/article/18662/Request-an-Application
or you can call the elections team on 01237 428739 or
email: [email protected] to request an application form.
• Your postal vote will be sent out approximately 10 days before polling day.torridge.gov.uk
By proxy
• If you have a proxy vote already you will receive a poll card confirming this.
• If you can't get to the polling station and don't wish to vote by post, you may be
able. to vote by proxy. This means allowing somebody that you trust to vote on your
behalf.
• If you want to vote by proxy you will need to complete an application form and send
it to the Electoral Registration Officer at Torridge District Council (at the address
below) to arrive by 5.00pm on Wednesday 9th June 2021. Application forms can be

DEFIBRILLATOR - SOUTHERNHAY

Winkleigh Parish Council are pleased to announce that a further defibrillator has been installed on the front wall of Wallingbrook Surgery, Southernhay, Winkleigh, courtesy of Kevin Down, Kingsley Plastics, who paid for the defibrillator to be provided. The Council also wish to thank Janet Burgoyne for bringing the need for this defibrillator to our attention via her campaign, Terry Bridges, Winkleigh Electrician who provided his installation services free of charge for the benefit of the Parish and TDC/Wallingbrook surgery for their cooperation to have the defibrillator installed on their building. Lets hope it will never be required to be used
