When you work in the same office… apparently the dress code starts rubbing off. 👀

Our HBC Technical Support Manager and Build Insight MD turned up looking suspiciously coordinated:

✅ Stripey tops
✅ Matching trousers
✅ Brown belts
✅ Brown shoes

On 17 August, Hertfordshire Building Control celebrates its 10th anniversary.

And HBC's story has always been one of collaboration.

HBC was established in 2016 following several years of planning by seven founding Hertfordshire local authorities: Broxbourne, East Herts, Hertsmere, North Herts, Stevenage, Three Rivers and Welwyn Hatfield.

The councils came together with a shared ambition: to create a resilient, collaborative building control service that could pool expertise and resources while continuing to deliver the local authority building control service for their communities.

Dacorum Borough Council joined in 2018, bringing HBC to the eight local authority shareholders we have today, with each council holding an equal share in the business.

The world of building control has changed enormously since 2016. The Building Safety Act, the introduction of the Registered Building Inspector profession and new requirements around competence, accountability and record keeping have transformed the regulatory landscape.

HBC has changed with it.

Today we have 32 Registered Building Inspectors, supported by a strong programme of apprenticeships, mentoring and professional development. More than half of our current staff/RBIs have been trained from scratch or developed in-house, and this year five of our Building Control apprentices graduated with First Class Honours degrees and became Chartered Members of CABE.

We have also continued to invest in technology and stronger ways of working, with Submit-a-Plan and InspectMate improving inspection evidence, audit trails, workflow and access to building control information.

But the principle behind HBC remains remarkably close to the one that brought those seven councils together a decade ago: combining expertise and resources to provide a strong, professional local authority building control service.

On site in Stevenage 🏗️

Our Registered Building Inspector, Amber, has been carrying out inspections at Block A, Monument Court, Woolners Way, Stevenage, where a significant fire-safety remediation programme is underway with GPF Lewis.

The works include replacement external wall systems, the installation of cavity barriers and fire-stopping around openings, service penetrations and compartment lines, replacement of timber balcony decking with non-combustible systems, amongst other items!

Site inspections form an important part of the building control process, helping us assess key stages of work before elements are closed up or become inaccessible.

Great to see progress continuing on this complex remediation project.

What was once a row of ageing garages at Dunns Close, Stevenage, is now transformed into 27 new apartments, including supported living accommodation.

We’ve been pleased to work alongside Stevenage Borough Council and SJM & Co Ltd to support this scheme through to Building Regulations sign-off.

Pleased to have signed off this development, which delivers high-quality, energy-efficient homes featuring:
✔️ Air source heat pumps
✔️ Solar panels
✔️ Heat recovery systems
✔️ A fabric-first approach with enhanced insulation

Projects like this show how underused sites can be repurposed to provide much-needed, affordable housing, while also improving energy performance and long-term living costs for residents. A great example of councils, contractors and consultants working together to deliver meaningful housing solutions.

🏆 A brilliant moment for Hertfordshire Building Control at The Bricks 2026!

On Friday, CEO Gary Cass and HBC Technical Director Les Ryder received the Bricks & Mortar Partnership Award at Kings Place in London, presented by comedian and host Hal Cruttenden.

The award recognises building control teams that go above and beyond to support the LABC Warranty scheme. Through this partnership, customers can access building control and structural warranty services in a more joined-up way, supported by technical knowledge and experience from across the LABC network.

We are incredibly proud of the whole HBC team and delighted to see their commitment and hard work recognised.

A fantastic achievement and a wonderful day of celebration! 🎉
