NOTICE OF PUBLIC RIGHTS AND PUBLICATION OF UNAUDITED ANNUAL GOVERNANCE & ACCOUNTABILITY RETURN
ACCOUNTS FOR THE YEAR ENDED 31 MARCH 2026

NOTICE

1. Date of announcement Monday 8 June 2026
2. Each year the smaller authority’s Annual Governance and Accountability Return (AGAR) needs to be reviewed by an external auditor appointed by Smaller Authorities’ Audit Appointments Ltd. The unaudited AGAR has been published with this notice. As it has yet to be reviewed by the appointed auditor, it is subject to change as a result of that review.
Any person interested has the right to inspect and make copies of the accounting records for the financial year to which the audit relates and all books, deeds, contracts, bills, vouchers, receipts and other documents relating to those records must be made available for inspection by any person interested. For the year ended 31 March 2026, these documents will be available on reasonable notice by application to:

3. Local government electors and their representatives also have:

• The opportunity to question the appointed auditor about the accounting records; and
• The right to make an objection which concerns a matter in respect of which the appointed auditor could either make a public interest report or apply to the court for a declaration that an item of account is unlawful. Written notice of an objection must first be given to the auditor and a copy sent to the smaller authority.

The appointed auditor can be contacted at the address in paragraph 4 below for this purpose between the above dates only.

4. The smaller authority’s AGAR is subject to review by the appointed auditor under the provisions of the Local Audit and Accountability Act 2014, the Accounts and Audit Regulations 2015 and the NAO’s Code of Audit Practice 2015. The appointed auditor is:

LOCAL AUTHORITY ACCOUNTS: A SUMMARY OF YOUR RIGHTS

Please note that this summary applies to all relevant smaller authorities, including local councils, internal drainage boards and ‘other’ smaller authorities.

The basic position

By law, any interested person has the right to inspect the accounting records of smaller authorities. If you are a local government elector or registered to vote in the local councils’ elections, then you are able to ask questions about the accounts and object to them.
The right to inspect the accounting records

When your council has finalised its accounts for the previous financial year, they must advertise that they are available for people to inspect. You must then provide the council with reasonable notice of your intentions. Following this, by arrangement you will then have 30 working days to inspect and make copies of the accounting records and supporting documents. You may be required to pay a copying charge.

The right to ask the auditor questions about the accounting records

If you have any questions regarding the accounting records, you should first ask your smaller authority. This must be done during the 30-day period for the exercise of public rights. You may also ask the appointed auditor questions about an item in the accounting records. However, the auditor can only answer ‘what’ questions, not ‘why’ questions so is limited with their response. To avoid any confusion, it is advised that you put your questions in writing.
The right to make objections

Should you view something as unlawful or believe there are matters of wider concern in the accounts, you may wish to object. If you are a local government elector, you have the right to ask the external auditor to apply to the courts for a declaration that an item is contrary to the law and should be reported as a matter of public interest. This must be done by telling the appointed auditor which specific item in the accounts you object to and why you believe it to be unlawful or think a public interest report should be made about it. You must provide clear evidence to support your objection, and this should be done in writing and the copied to the council.

You should not use the ‘right to object’ to make a personal complaint or claim against your smaller authority. Complaints of this nature should be taken to your local Citizens’ Advice Bureau, local Law Centre or to your solicitor.

A final word

Smaller authorities, and so local taxpayers, meet the costs of dealing with questions and objections. In deciding whether to take your objection forward, the auditor must consider the cost that will be involved. They will only continue with the objection if it is in the public interest to do so. If you appeal to the courts against an auditor’s decision, you may have to pay for the action yourself.

Cost-of-living support and advice on offer at the Community Hub roadshows

Residents are encouraged to come along to a series of cost-of-living roadshows offering support and advice on managing household costs.
In recent years, the cost-of-living crisis has become a cost-of-living reality for many residents across South Oxfordshire and the Vale of White Horse.
From May to December this year, the Community Hub Team from South Oxfordshire and Vale of White Horse District Councils will be visiting local community organisations across the districts on their cost-of-living roadshow.
Council officers will be on hand to provide advice on housing support, energy and heating grants, and other ways to help manage household costs.
The roadshows also give residents a chance to share feedback to the councils and help shape future support and services.
The first stops on the roadshow will be:
Thursday 28 May, 2.30-4pm at Church Hall, St. Peter & St Paul's Church, 81 West Way OX2 9JY
Wednesday 15 July, 2-4pm at Vale Community Impact Pop-Up Café (Petypher House), Kingston Bagpuize OX13 5FR

Members of the public are welcome to drop in to the roadshow venues at any time, no bookings are required. More dates and locations will be announced over the summer, including future events in South Oxfordshire, with details being shared on the councils' social media platforms and websites.
Cllr Georgina Heritage, Cabinet Member for Communities at South Oxfordshire District Council said: "We know many residents are feeling the pressure of rising living costs, from energy bills to everyday household expenses, which has been made worse by the Iran War. These Community Hub roadshows will give people an easy way to get advice, ask questions, and be supported by our friendly team."
Cllr Helen Pighills, Cabinet Member for Community Health and Wellbeing at Vale of White Horse District Council said: "Our Hub team is committed to helping those most in need across our district. By being out in the community, they can meet people who may not think about calling or emailing us. Whether it's at the Church Hall or the Vale Community Impact Pop-Up Café, we want to make sure everyone knows that help is available and that support is easy to access for anyone who needs it."

Temporary Road Closure – at Watchfield, B4508



A request has been received from OCU Group Ltd for a temporary road closure to apply to a section of B4508, whilst essential fibre optic cabling works are carried out.



A Temporary Traffic Regulation Order (TTRO) is being made to implement the temporary closure and will operate from 8 June 2026



The estimated completion of the works is 20 July 2026, 24 hours per day.



(The maximum duration of a TTRO on a road is 18 months and on a footpath is 6 months, or until completion of the works, whichever is the earlier.)



Notice of intention to make the Order will be published in the local press.

Let's talk rubbish 2026 – tell us what you think of our waste and street cleaning services

Residents across South Oxfordshire and the Vale of White Horse are being encouraged to share their views on how rubbish, recycling and street cleaning services are run in their area, via an annual survey.
Whether you think things are working well or could be improved, your feedback will play a vital role in shaping the future of waste and street cleaning services across both districts.
Last year, more than 2,100 people took part in the 2025 survey, with more than 81 percent of respondents indicating they were satisfied or very satisfied with the waste collection service. As a result of the feedback, staff received extra training to help ensure bins are returned correctly after emptying, further checks were put in place around litter bin emptying and measures put in place ensure street cleaning standards across the area. There has also been increased communication on which items go in which bin, especially around food waste.

A new survey has now launched for 2026 giving residents another opportunity to have their say on everything from household waste and recycling collections to street cleaning and local waste reduction initiatives.

Cllr Sue Cooper, Cabinet Member for Environment at South Oxfordshire District Council, said: "We want to ensure our waste, recycling and street cleaning services continue to be effective and as easy to use as possible, and one way of doing that is by listening directly to our residents. By taking just a few minutes to complete the survey, you can help us understand what's working and where we can do better.

"Our main aim is for everyone to create less waste and to reuse items, rather than throwing them away or buying new ones unnecessarily. While we are always aiming to improve our street cleaning, prevention is better than the cure so we always urge residents to take their litter home, where possible, so it can go in the appropriate bin and hopefully be recycled."
Cllr Robert Clegg, Cabinet Member for Environmental Services and Waste at Vale of White Horse District Council, said: "This is a real opportunity for residents to influence the future of our waste and street cleaning services. We want honest feedback—whether that's praise for what we're doing well or ideas for improvement. Good waste collection and street cleaning services are essential to keeping our communities clean and sustainable. Your views will help us target the improvements that matter most to local people."
This survey focuses on services provided by South Oxfordshire and Vale of White Horse District Councils. It does not cover any questions relating to Household Waste Recycling Centres as these services managed separately by Oxfordshire County Council.
