Have your say on the Public Space Protection Order - Dog Control. We're consulting on whether the existing PSPO should be renewed when it expires to keep the ability to issue fines for dog fouling, continue to authorise officers to request dogs go onto leads and dogs always on leads in nature reserves and whether additional locations and restrictions should be included within the order.
Extensions may include:
- Warrington Golf Course, the public right of way crossing
- Warrington Golf Course,
- Walton Lea Cemetery consultees are being asked to consider a number of possible approaches.
The consultation aims to ensure that the PSPO continues to strike the right balance between supporting responsible dog ownership and protecting the enjoyment of public spaces, the dignity of cemeteries and burial grounds, and the interests of other users.

♻️🚫 Fly-Tipping Doesn't Pay! Another Successful Prosecution in Warrington 🚫♻️

A Warrington resident has been ordered to pay £1,292 after pleading guilty to offences relating to the improper disposal of household waste and failing to provide information during a council investigation. ⚖️

The case followed the discovery of fly-tipped waste in an alleyway on Wellfield Street, including furniture, cardboard boxes and packaging that had been left on the pavement behind residential properties. 🛋️📦🗑️

Following an investigation, the waste was traced back to the individual responsible. Despite being given opportunities to explain how the waste came to be fly-tipped, no response was received, resulting in court action.

✅ Fine: £480
✅ Victim surcharge: £192
✅ Clean-up costs: £620
✅ Total penalty: £1,292

Councillor John Kerr-Brown, Cabinet Member for Environment, Housing and Public Protection, said:

💬 "Dumping waste on our streets damages neighbourhoods, harms the environment and creates unnecessary costs for taxpayers. We will not hesitate to take enforcement action against those who fail to dispose of their waste responsibly."

♻️ Fly-Tipping Conviction Secured in Fairfield & Howley Ward ♻️

A Warrington resident has been convicted after pleading guilty to fly-tipping offences following an investigation by Warrington Borough Council's Environmental Crime Team.

🚯 Waste had been dumped in undergrowth on St Katherines Way, blighting the local environment and impacting the surrounding community. Following a thorough investigation, officers identified the person responsible and successfully pursued the case through the courts.

✅ The conviction demonstrates that environmental offences will be taken seriously and that those responsible can be held accountable.

👏 Credit goes to our enforcement officers for their persistence and professionalism in securing this outcome. Their dedication helps protect our neighbourhoods and ensure justice is served for local communities.

📸 Fly-Tipping Investigation Leads to £1,000 Fixed Penalty Notice

In September 2025, a fly-tipping incident involving a discarded fridge was captured by a camera on Moat Lane, Rixton & Woolston.

What initially appeared to be a straightforward case developed into a lengthy investigation involving multiple lines of enquiry. Officers utilised vehicle registration information, DVLA records, insurance data, witness accounts, social media evidence and footage to establish responsibility for the offence.

🔎 Throughout the investigation, several individuals claimed the vehicle involved had been sold on, resulting in a complex chain of ownership and requiring extensive evidence gathering to identify the person responsible for depositing the waste.

✅ Persistence paid off.

Following further review of footage, officers identified an individual unloading the fridge from the vehicle involved. When presented with the evidence, the individual accepted responsibility for the offence.

💷 As a result, a £1,000 Fixed Penalty Notice was issued for fly-tipping and has since been settled.

This case highlights the value of proactive measures and demonstrates the determination of officers to pursue environmental crime through thorough investigation and evidence-led enforcement.

🚫 Fly-tipping has a significant impact on local communities, the environment and public resources. Warrington Borough Council remains committed to taking robust action against those responsible and holding offenders accountable for their actions.
