✅ Guilty conviction secured for environmental offences in Fairfield & Howley Ward.

We’re pleased to report a successful prosecution following a recent case at Dalton Bank, Warrington.

Angelica Larissa Smaranda appeared before Warrington Magistrates Court and entered guilty pleas in relation to waste offences, resulting in a conviction. The Magistrates recognised the seriousness of the conduct and the wider impact on the local community, particularly how waste left in an area can quickly escalate when others add to it.

A total financial penalty of £788 was imposed, including a fine, victim surcharge, and costs to cover the Council’s clean-up of the site.

While every case is considered on its individual circumstances, this conviction reinforces an important message — environmental offences are taken seriously, and action will be taken to hold individuals accountable.

✅ Environmental Crime Crackdown on Orford Lane – Prosecutions Secured

Warrington Borough Council’s Environmental Crime team continues its proactive work tackling offences in the Orford Lane area, with two successful prosecutions at Warrington Magistrates’ Court on 3 June 2026.

👉 Qasim Hussain Karim, owner of V**e 4 U, Orford Lane, pleaded guilty to failing to produce legally required waste transfer notes when requested. Businesses must be able to show how their waste is properly managed and disposed of.
💷 £3,400 total penalty
(£1,500 fine, £600 victim surcharge, £1,300 costs)

👉 In a separate case, Mr Borislav Manov, also of Orford Lane, was convicted of a Section 34 Duty of Care offence (householder waste) after waste was dumped in bushes. The court found this to be deliberate behaviour that negatively impacts the local community.
💷 £2,041 total penalty

👏 Clear message:

- Businesses must provide waste transfer documentation
- Householders must take responsibility for their waste
- Environmental offences will be investigated and prosecuted

Warrington Borough Council Environmental Crime team will continue proactive enforcement across Orford Lane to protect our communities.

🚯 Another Positive Result – Keeping Warrington Clean 🚯

Thanks to a vigilant member of the public, action has been taken following a littering offence on Winwick Road earlier this year. A driver was observed throwing waste from a vehicle while stationary in traffic at Junction 9.

This careless act not only spoils our local environment but also creates unnecessary hazards. Following investigation, a £250 Fixed Penalty Notice has now been issued and paid by the registered keeper of the vehicle. ✅

👏 We’d like to thank the witness for taking the time to report the incident and support our investigation, by providing a statement — this kind of information makes a real difference.

🌿 Littering is an offence, and we will continue to take action against those who choose to disregard our shared spaces.

Let’s all work together to keep Warrington clean and safe.
