📣 Issue 7 of the UK Resilience Lessons Digest – Out today! 📰

We are excited to announce that Issue 7 of the UK Resilience Lessons Digest is now available to download. The theme ‘Learning in Community’ - explores what makes communities more resilient in the face of emergencies.

We are delighted that we can feature a foreword from Zainab Agha for Resilience at the Ministry of Housing, Communities and Local Government (MHCLG).

Drawing on 186 lessons from 19 reports spanning 12 years, the Digest identifies five key themes:
🤝 Understanding Communities - communities are active partners in resilience, not passive recipients of aid
🚨 Response & Recovery - strong social networks and clear communication are just as vital as resources
📋 Emergency Planning - flexible, locally-informed plans outperform static, one-size-fits-all approaches
🏛️ Governance & Assurance - clear accountability builds trust and keeps communities engaged
💰 Investment & Integration - sustainable funding aligned to local priorities delivers lasting impact

Other features include key case studies - flood resilience work in Loftus, lessons from the 2024 civil unrest following the Southport stabbings, research on young people with additional support needs, and evidence that every £1 invested in societal resilience generates £35.12 in public value.

The core message? Resilience can never be delivered into communities - it must be built together.

Former Met Detective Chief Superintendent, Scott Wilson IPM, M.A FICPEM CSyP, is a highly commended and proficient counter terrorism specialist.

Scott received 16 commendations during his time in the police, as well as receiving the 9/11 International Police Medal in 2016 for extraordinary and distinguished achievement.

A senior associate of the UK Resilience Academy for the past 12 years, Scott specialises in strategic, tactical management and debrief courses together with bespoke security management courses.

📣UK Resilience Academy Achieves NCSC CIE Assured Service Provider Status 📣

The UK Resilience Academy (UKRA) is pleased to announce that it has been recognised as an Assured Service Provider under the National Cyber Security Centre (NCSC) Cyber Incident Exercising (CIE) scheme.

This assurance recognises that UKRA has the capability to design and deliver cyber incident exercising services in line with NCSC expectations, supporting organisations to test and strengthen their preparedness and response to cyber incidents.

Charlie served 38 years in the UK Armed Forces. His last appointment was as the Chief of Joint Operations (CJO) responsible for all UK global operations. He led UK’s support to Ukraine and our operational engagement with NATO, whilst concurrently orchestrating the national response to tensions in the Middle East, shaping the UK’s approach to the Indo Asia Pacific region and commanding national crisis response operations.

🗣️ Have your say! - The National Exercising Hub 🗨️

At the one‑year anniversary celebration of the UK Resilience Academy, we announced the forthcoming National Exercising Hub - a new national capability designed to strengthen exercising practice across the UK resilience system.

That evening we began the groundwork for a long‑term conversation about what a National Exercising Hub should look like and how it can best support partners across sectors.

We shared some initial scoping questions to open that dialogue, and we committed to creating further opportunities for partners to shape the Hub as it develops.

We are now inviting colleagues from across the resilience, emergency planning, and wider system to share their insights, needs, and ideas.

Elisabeth is a Senior Fellow at the Atlantic Council, focusing on geopolitics and the globalised economy as well as grey zone and hybrid threats. She’s also a columnist with Foreign Policy and Politico Europe and the author of the award-winning Goodbye Globalization: The Return of a Divided World (Yale University Press).
