The Scottish Government has reaffirmed their commitment to keeping the promise throughout key areas of the Programme for Government, which sets out the priorities for the next five years.

It is up to this Government to keep the promise by 2030, honouring the courage of those who shared their stories with the Independent Care Review in the hope of change, and to the care community to whom the promise was made.

This will require sustained commitment and resourcing. We will continue to work with the Scottish Government and partners through the development and implementation of Plan 24-30 to ensure work to keep the promise continues quickly and effectively.

Fiona Duncan, Independent Strategic Advisor – the promise, is visiting Falkirk Council and South Lanarkshire Council this week to hear from children, young people, care experienced adults families, carers and professionals about progress to keep the promise in their communities.

Access to personal information is a fundamental right for everyone, but for those with experience of care these documents can be an even more important part of understanding their life story.

This new resource from the Information Commissioner's Office helps people with care experience understand:

• how to ask for their records;
• who to contact;
• what to expect from the process; and
• where to get support if things don't go as planned.

The current Scottish Parliament and Government will be responsible for delivering the promise. This is a unique opportunity to transform Scotland’s approach to care so that all children grow up loved, safe, and respected.

We welcome the specific commitments included in the 2026 to 2031 Programme for Government to keep the promise especially the emphasis on strengthening whole family support, eradicating child poverty, implementing the Children’s (Care, Care Experience and Services Planning) (Scotland) Act, and investing in children, young people, care experienced adults and families to reach their full potential.

Ensuring these commitments are felt in the lives and experiences of people across Scotland will require sustained commitment and resourcing. We will continue to work with the Scottish Government and partners through the development and implementation of Plan 24-30 to make this a reality.

Are you committed to keeping the promise to brothers, sisters, siblings, and those with sibling-like relationships?

Join the Community of Practice for Siblings for our next in-person gathering at the Scottish Children's Reporter Administration in Glasgow on 1 October.

We will hear from presenters about the importance of dedicated spaces for connection and you'll help develop a framework of core knowledge, understanding and practice skills for volunteers supporting children and young people to maintain and strengthen important sibling relationships.

The Independent Strategic Advisor - the promise, Fiona Duncan, is visiting The Highland Council today as a part of her series of catch ups to meet with children, young people, care experienced adults, families, and those that support them, to hear about progress to keep the promise in their community.

She will be visiting all 32 local authorities and the local insights shared will help inform national plans and solutions needed to enact change across all areas in Scotland.

The Independent Strategic Advisor – the promise, Fiona Duncan, is visiting local authorities across Scotland to meet with children, young people, families, and care experienced adults, alongside those supporting them, to understand progress towards keeping the promise.

Earlier in August, Fiona met with Aberdeenshire Council to learn more about what is making a difference in their community and the barriers getting in the way of change.

She also met with their Young People's Organising and Campaigning Group (YPOC) who are challenging people to stand up to the stigma faced by those that have experience of care because every child and young person deserves to feel safe and understood.
