VACANCY FOR PARISH CLERK AND RESPONSIBLE
FINANCIAL OFFICER
FOR SOUTH NEWTON AND GREAT WISHFORD PARISH COUNCILS.

South Newton Parish Council and Great Wishford Parish Council are seeking a Parish Clerk/Responsible Financial Officer to start Autumn 2023.

This vacancy is a part time job for two small communities that share recreation facilities and other interests. It would suit an existing clerk. Someone with local authority experience and/or business administrative experience. Training is available for the legal and local authority requirements.

The ideal candidate would be personally committed to community work, have the appropriate diplomatic skills and maturity, with an ability to get things done. They will also be a link to the council to recognise and develop opportunities of benefit to the community. Knowledge and familiarity with South Newton, Stoford and Great Wishford villages and their settings will be an advantage. Computer capability (Microsoft Office) and phone/internet connection is most preferable.

Salary Scale: The role is part time, paid 20 hours per month, allocated initially as 12 hours South Newton, 8 hours Great Wishford. Payment will be in line with the good mix of skills and experience which are sought and anticipated to be in the range of NALC scales SCP 19-24 ( £13,24 - £14.90 /hr)
The financial affairs of the councils are administered by the clerk, for which the ā€˜Precept’ (annual budget) is Ā£13,600, being Ā£9,100 South newton and Ā£4,500 Great Wishford for the financial year 2023/24.

There are twelve Parish Council Meetings a year in total. South Newton meet on the first Monday of every two months at South Newton and Great Wishford Village Hall. Great Wishford meet at St. Giles Church Great Wishford, on the last Wednesday of every two months. Work peaks at the time of council meetings and financial year end but can otherwise be carried out flexibly to suit other commitments.

The Parish Council is proposing that a china commemorative King Charles lll coronation mug be offered to all school children, infants and babies (16 years and under) who live in the Parishes of South Newton and Stoford.

Can you please let the Parish Clerk (Caroline Webb) know via email [email protected]
if you are interested with details of where the mug should be delivered before the 31st March, 2023?

We are also hoping to bury a time capsule in the newly furbished Vale View Road Play area with a plaque in the summer. We will be putting a memory stick in the capsule and would like to upload family photos of any celebrations. Please let us know if anyone would like to take part.

Salisbury residents have challenged the city council’s decision to increase the council tax by 44% and asked for a parish meeting. If 10 electors or a third of electors in attendance (which ever is smaller) call for a parish poll, this will give Salisbury residents a direct say on the following proposal

A parish meeting will be held on Wednesday 22 February 2023 at 6pm at Salisbury Guildhall. A parish meeting is a meeting of the Salisbury residents. It is not a meeting of the Council.

The meeting will consider the following items as set out in the notice which is published today.

Do Salisbury residents support

a. A limit on any proposed increase to the parish precept by 5% per year
b. If an administration wants to increase the precept by more than 5% then a parish poll should be required?

Important information from Wiltshire Council this morningšŸ‘‡
Following a period of heavy rain and then sub-zero temperatures, our gritting teams have been very busy this week. So far, they have treated the primary and secondary routes 18 times during this current cold snap, spreading more than 1,600 tonnes of salt. They have also ensured 100 salt bins are topped up, so communities can treat any patches of ice locally as they occur.

More frozen temperatures are expected tonight (Friday 20 January) and into tomorrow morning, so please drive carefully and think ice, especially where there is surface water.

We are also advising residents in areas at risk of groundwater flooding – particularly in the south of the county – to be prepared as water levels continue to rise.

There have been some flooding incidents in Wilton and Britford during the past week, and groundwater levels in the Salisbury Plain and Cranborne Chase areas are currently high. Although the weather is forecast to be mostly dry during the coming days, people in these areas should be prepared in case of groundwater flooding.

IMPORTANT INFORMATION.

A Flood Warning has been issued by the Environment Agency.

Flood Warning in force: Lower Wylye from Warminster to Wilton.

Flooding is expected for: Heytesbury, Suffers Bridge, Boyton, Codford St Peter, Wylye and Great Wishford in Wilton.

Immediate action required.

Flooding is expected in this area. This means properties are at risk of flooding. Please take action to protect yourself and your property and monitor local weather and river conditions. Avoid contact with, walking or driving through flood water. Consider activating any property flood protection products you may have. The Environment Agency Flood Warning System has issued this message based on rising river or tidal levels. We are temporarily automating our messages due to industrial action.

What you should consider doing now
---------------------------------------------

* Act on your flood plan if you have one.

* Move your family and pets to a safe place.

* Move your car or other vehicles to higher ground, if it is safe to do so.

* Use flood protection equipment, such as flood barriers, air brick covers and pumps to protect your property. Any equipment should be professionally supplied and installed to help reduce the impact of flood water.

* Move important items upstairs or to a safe place in your property, starting with cherished items of personal value that you will not be able to replace (such as family photographs). Next move valuables (such as computers), movable furniture and furnishings.

* You may need to leave your property, so pack a bag with enough items for a few nights away. Include essential items including a torch with spare batteries, mobile phone and charger, warm clothes, home insurance information, water, food, first aid kit and any prescription medicines or baby care items you may need.

* Turn off gas, electricity and water mains supplies before flood water starts to enter your property. Never touch an electrical switch if you are standing in water.

* If it is safe to do so, make sure neighbours are aware of the situation and offer help to anyone who may need it.

* Listen to the advice of the emergency services and be ready to evacuate your property if told to do so. Most evacuation centres will let you bring your pets.

* Avoid walking, cycling or driving through flood water. 30 cm of fast-flowing water can move a car and 6 inches can knock an adult off their feet.

* Flood water is dangerous and may be polluted. Wash your hands thoroughly if you've been in contact with it.
