NETHERHAMPTON RD PLANNING APPLICATION:
Just for clarification on the planning application, as i've had quite a few people contact me around CIL money (Community Infrastructure Levy).
The council has not gone this route for this site and are using Section 106 legal agreements, which are site specific.
What that means is that all the 'planning gains' will be used within this site, or nearby such as the contribution to transport.
The difference being that CIL from this site could be used in other parts of Wiltshire. There are planning officers who are likely to read this, so please correct me if I am wrong!
Below is the full list of S106 'planning gains' from this site, which I stated MUST be delivered. They are:
Affordable Housing
• 82 Affordable Rented units to be delivered on-site (p. 2).
• 65 Shared Ownership units to be delivered on-site (p. 2).
Highways and Transport
• £1,551,363 towards the Salisbury Transport Strategy (specifically for improvements to Harnham Gyratory and other local junctions) (p. 2).
• £590,000 towards extending the R5 bus service (representing the outstanding remainder of a total £750,000 site contribution) (p. 2).
• Carriageway Link provision to secure potential bus transit capabilities between Phase 1 and the adjacent Booker site (p. 33).
Education Infrastructure
• £1,789,320 for secondary education infrastructure (calculated as 78 places x £22,940) (p. 3).
• £1,031,690 for primary education infrastructure (calculated as 55 places x £18,758) (p. 3).
• £596,440 to cover the remaining outstanding secondary education requirement from Phase 1 (p. 3).
Environmental and Nutrient Mitigation
• £1,590,820 for Phase 2 to purchase phosphorus mitigation credits to ensure nutrient neutrality (p. 3).
• £874,527 to settle the remaining balance for Phase 1 phosphorus mitigation credits (if not paid prior to the completion of the S106 agreement) (p. 3).
• £248,472 for the New Forest SAMM recreational impact mitigation strategy (calculated as 406 dwellings x £612) (p. 3).
• £11,165 as a mandatory fee for the on-site 30-year Biodiversity Net Gain (BNG) monitoring (p. 3).
• Strategic Land Transfer of all obligations ensuring the delivery of all mixed land uses (school, retail, and green spaces) as required by the outline phasing plan (p. 41).
Community, Health, and Culture
• £566,300 towards the delivery of a brand new medical surgery (combining Phase 1 and Phase 2 requirements) (p. 3).
• £253,200 equivalent value to physically deliver on-site public art projects in strict accordance with the approved Public Arts Plan (p. 3).
• £130,118.40 for public open space (covering the remaining 45% of the total contribution required for both Phase 1 and Phase 2 combined) (p. 3).
• £49,126 for Phase 2 waste and recycling infrastructure (calculated as 406 dwellings x £121) (p. 3).
• £15,470 to settle the remaining outstanding waste and recycling contribution from Phase 1 (p. 3).
