CONSERVATIVES DEMAND ACTION ON OVERFLOWING TOWN CENTRE BINS 🐀

🏦 Rugby Conservatives have challenged Rugby Borough Council over large, overflowing bins left on the public pavement outside HSBC.

Cllr Simon Ward, Deputy Group Leader of Rugby Conservatives, first raised concerns with council officers on 13th October after discovering three overflowing bins obstructing the pavement - creating an eyesore and a potential hazard for pedestrians.

Despite the issue being reported nearly two weeks ago, the bins remain a problem and the situation has deteriorated.

❌ Local businesses have expressed disappointment at the apparent lack of intervention from the council over the past fortnight. With the town centre already facing challenges, businesses want to see problems like this dealt with promptly to help keep streets clean, safe and welcoming for residents and visitors.

Following further pressure from Cllr Ward, the council’s Environmental Protection Officer has now contacted waste contractor Biffa directly and requested that the bins be removed. The council has stated that it will consider further formal action if the bins remain.

We're not sure why Biffa would want this situation to continue whatever the circumstances: an overflowing bin, on the main road through Rugby, left seemingly uncollected for weeks does not look good. We're going to reach out to them too.

🗣️ Cllr Simon Ward said, “Residents and businesses have every right to expect our town centre pavements to be clean, safe and accessible. Large, overflowing bins left on a public footpath are unacceptable, and it is disappointing that this issue has dragged on for nearly two weeks.

“Local businesses are working hard to make Rugby town centre a success, and the last thing they need is rubbish overflowing onto the pavement and creating an unpleasant impression for customers.

“I’m pleased that the council has now contacted Biffa directly and set a deadline for the bins to be removed. However, residents and businesses need to see action. I will continue to press for this issue to be resolved and for our town centre to be kept clean, safe and welcoming for everyone.”

'SOMETHING HAS TO CHANGE IN RUGBY' - DO YOU AGREE?

Many Rugby residents are saying that something has to change in Rugby's town centre - and in particular, with the half-empty shopping centre.

There are so many positives to Rugby's town centre - busy coffee shops, restaurants and some wonderful independent shops.

But the shopping centre? It's awful.

Back in 2023, Rugby's planning committee granted permission for developers to knock down the northern half of Rugby Central (from the old Mothercare/Poundland store down to where New Look and Argos were). This would have seen over 200 flats developed and modern retail/restaurant units on the ground floor.

However, after taking control of Rugby Borough Council in summer 2024, Labour and the Liberal Democrats have spent two years trying - and failing - to buy the shopping centre.

Around a year ago, the council announced its plans to buy the centre - through an agreement or through a lengthy and expensive 'compulsory purchase order'.

The council even consulted on detailed plans for its redevelopment - despite having no control of the site at the time. Frustratingly for local businesses, this would have cost the council a significant amount of money that could have been spent elsewhere.

We plan to find out exactly how much has been spent so far on plans and proposals relating to Rugby Central.

ASHLAWN ROAD JUNCTION PROJECT STARTING IN NOVEMBER - ALL INFO 👇

🚧 Work on a major junction improvement scheme should be getting started on Monday 16th November.

Please share this post with family, friends and neighbours as this could impact Rugby residents travelling towards St Cross.

⛔ Barby Road will be closed with no access from Ashlawn Road until June 2027. Residents will still be able to access the hospital but this will have to be from the Hillmorton Road end of Barby Road.

🚗 There will be a temporary 30mph speed limit in place along that stretch of Ashlawn Road to allow traffic to pass construction workers safely.

❌ It does appear that the plans for multi-way traffic lights have thankfully been ditched - although it now looks as though there will also be no access to Onley Lane until June 2027 either. A diversion via Barby and Hillmorton will be in place.

🟨 No access to Barby Road from Ashlawn Road means there will be a lengthy diversion in place along Hillmorton Road. There are concerns that drivers will take shortcuts through local roads such as Percival Road.

These roadworks are for, 'junction improvements to include new traffic signals and new right turn lanes from Ashlawn Road onto Barby Road and Onley Road'. Costs for the project are being met fully by the developers behind the 900 homes on Ashlawn Road.

We've been reassured that businesses should remain unaffected - residents just need to be aware of the road closures on Barby Road and Onley Lane.

ARE SPORTS DIRECT MOVING THE GOALPOSTS ALREADY? UPDATE 🚛 ⚽ 🚧

This week, Rugby Borough Council approved alterations to the planning permission for the Sports Direct headquarters which is to be built on green belt land near Ansty.

🏗️ The project - which includes enormous warehouses, a new headquarters, a retail park, sports pitches and a helipad - were approved by Labour and Lib Dem councillors on the planning committee in December 2024.

🚛 Sports Direct had requested to change their phasing plan - to allow the warehouses to be built first. In the original permission, the office facilities had to be occupied before the warehouses could be.

🕵️ Campaigners have long argued that this is what the developer would do - focus on the giant distribution warehouses first and worry about the office buildings and sports facilities much later down the line.

The council have now agreed to allow them to build two warehouses before the office facilities are occupied. This is fewer than Sports Direct had initially requested earlier this year.

📋 The agreed phasing now looks like this:

Phase 1: Infrastructure, bunds, services diversion and pylon works.
Phase 2: Local Wildlife Site improvements.
Phase 3: Unit 5
Phase 4: Unit 4
Phase 5: Unit 1, HQ, nursery and concept retail
Phase 6: Retail R&D frontages
Phase 7: Hotel, learning academy and leisure facilities
Phase 8: Unit 2
Phase 9: Unit 3
Phase 10: Group accommodation

NELSON WAY REDEVELOPMENT - CONSULTATION EVENT TODAY 🗓️

Clarion Housing are proposing to redevelopment a large selection of the Nelson Way estate to replace homes that have reached the end of their lifespan. Residents will be offered a new home once complete - and shouldn't have to move out before moving to a new home.

🗣️ There is an in-person consultation event taking place today in Bilton. The event takes place on Wednesday 21st October 2026 from 3pm to 7pm. It is being held at St Mark's Church Centre, Church Walk, Bilton (which is next to St Marks Church).

🚧 The plans would see 111 'Cussins-built homes' on the estate transformed to just over 200 new homes. The construction is currently set to begin in 2028, completing in 2029.

There has not yet been a planning application for this redevelopment. We will continue to update residents on the progress of this project.

NEW TOWN CENTRE ALDI - CEMEX HOUSE UPDATE 🏗️

Updated documents have been added to Rugby's planning portal laying out the road layout for the new town centre Aldi on the Cemex House site.

This follows a recent council press release statement which said demolition of the building would begin this Autumn.

The plans (which can be found here: https://planning.agileapplications.co.uk/rugby/application-details/42651) show a new entrance and exit from Corporation Street. The plans also show the repaining of the Rugby Central 'car park only' road markings.

There is also a slight realignment of the lanes on Corporation Street to give additional width to the Aldi entrance and exit. Aldi shoppers will also be able to leave via the McDonalds entrance/exit

We recently reported that one document predicts that 387 cars will visit the site every Saturday between 11am and 2pm.

Some residents raised concerns about the limited space for HGV movements on site - with the loading bay close to the entrace/exit on Corporation Street.

⛔ RUGBY HALF MARATHON – ROAD DISRUPTION THIS SUNDAY 🏃‍♂️

Residents are being urged to plan ahead as the Rugby Half Marathon takes place on Sunday 25 October, starting at 9am.

🏃 The 13.1-mile race will travel through Hillmorton and surrounding countryside, with road closures in place along the route.

🚗 Planning to drive on Sunday morning? Allow extra time for your journey, check your route before setting off and be prepared for delays. We've included a list of the expected road closure times below 👇

Lower Hillmorton Road – 08:30-12:30
Kingsley Avenue, Hillmorton Road – 08:30-09:20
Ashlawn Road westbound – 08:30-10:45
Barby Lane – 08:45-11:15
Barby Road, Onley Lane – 08:45-11:45
St Peters Road – 10:00-12:15

STOP THE RUGBY-NUNEATON MERGER - SIGN HERE ✍️

Almost 550 Rugby residents recently responded to our 'referendum' about the merging of local councils - and the results were clear. Rugby residents do not want Rugby to merge with Nuneaton, Bedworth and Atherstone.

🗳️ That's why we've launched our latest petition to stop the merger here: https://www.rugbyconservatives.co.uk/stop-rugby-nuneaton-merger

Of the 547 votes cast, 85% of Rugby residents stated they would prefer one council covering all of Warwickshire - with 15% saying they'd prefer two.

❌ However, we also then asked residents whether they support the principle of merging councils: 69% of Rugby residents say we should just keep the councils as they are.

21% of residents do support the merging of councils - with a further 10% unsure.

🗣️ Our data shows that residents do not want to see the local councils merged. However, if the government is forcing councils to merge, residents would overwhelmingly prefer one council.

200 NEW HOMES FOR NELSON WAY ESTATE - PLANS EXPLAINED 👇

There are plans to redevelop part of the Nelson Way estate by Clarion Housing - with over 200 new houses being built.

Clarion Housing have engaged with affected residents over the past year - but we know this will be of interest to residents across our borough.

🚧 The plans would see 111 of the non-traditional Cussins-built homes on the estate transformed to just over 200 new homes. The construction start on site is currently anticipated to be in 2028, completing in 2029.
