- Pound Lane closed on Friday 09.30-15.00 for HCC highways road repairs.
- Hursley Road, traffic control on Friday 09.30-16.00 for SSEN works.
- Baddesley Road, traffic control Monday to Wednesday for Openreach works.

Awbridge

- Kimbridge Lane closed on Tuesday and Wednesday for HCC highways road repairs between Dunbridge Lane and the railway crossing. Access to Kimbridge Barn possible from the Stockbridge Road end.

Another busy week on the network, with **major junction upgrades, resurfacing schemes and local roadworks continuing across Hampshire**.

The biggest pressure points remain **Fareham, Wi******er and Southampton**, particularly overnight and at commuter times, although some motorway disruption continues to ease.

🎨 **A wonderful new summer exhibition at The Arc Wi******er**

Yesterday evening, we had the pleasure of attending the opening of **Scottish Colourists: Radical Perspectives**, the major new summer exhibition presented by Hampshire Cultural Trust at The ARC in Wi******er along with Hampshire County Council Chair, Cllr Pal Hayre.

The exhibition celebrates the remarkable work of the four Scottish Colourists — SJ Peploe, JD Fergusson, Leslie Hunter and FCB Cadell — whose bold use of colour helped create a new visual language in early 20th-century British art.

Their work is displayed alongside paintings by influential British, Irish and European contemporaries, including André Derain, Vanessa Bell, Duncan Grant and members of Walter Sickert’s Fitzroy Street Group.

It is a striking, vibrant and beautifully curated exhibition, bringing together important works loaned from collections including Tate, Aberdeen Art Gallery, Southampton City Art Gallery and The Fleming Collection.

Hampshire Cultural Trust does an excellent job in bringing nationally significant exhibitions such as this to Hampshire, making outstanding art and culture accessible to residents and visitors alike.

**Scottish Colourists: Radical Perspectives** is now open at The Arc Wi******er and runs until 16 September 2026.

I would warmly encourage people to visit over the summer — it is well worth seeing.

The Government has announced its third Cycling and Walking Investment Strategy, with a projected **£4.5 billion** of central government funding being committed to active travel over the next five years.

That includes plans for 5,000 new walking, wheeling and cycling routes, 10,000 safer crossings, a national “safe routes to school” programme, new wayfinding systems, updated design guidance, and further changes to speed limit and traffic sign rules.

I absolutely support safer routes to school, safer crossings, and sensible improvements that help people walk and cycle where those schemes are appropriate and genuinely needed.

But I do think there is a serious question of priorities here.

Across Hampshire, residents raise the same issue with me again and again: the poor condition of roads and pavements. Potholes, broken surfaces, uneven pavements and deteriorating local roads affect everyone — drivers, cyclists, pedestrians, bus users, wheelchair users, parents with buggies and older residents alike.

At a time when councils are facing huge financial pressure, and when the road maintenance backlog is so significant, it is frustrating to see billions being directed into new schemes while the basic condition of existing roads and pavements remains such a daily concern for residents.

No doubt, when some of this money is spent locally on new cycling and walking initiatives, many residents will quite reasonably ask why it has not been used instead to fix potholes, resurface roads or repair pavements. I will understand that frustration, because I share it.

The important point, however, is that funding of this kind is normally ring-fenced by Government for the specific purpose announced. Councils cannot simply take money allocated for new cycling and walking schemes and spend it instead on general road and pavement repairs, however much many of us might wish they could.

That is why the real issue is not only how councils spend the money they are given, but the priorities set by central Government in the first place.

Before Government commits ever more money to new routes, strategies, pilots and national programmes, I would like to see a much stronger focus on fixing what we already have.

Good transport policy should start with the basics: safe, properly maintained roads and pavements in every community.

Hampshire approach to domestic abuse highlighted at House of Lords committee

Domestic abuse has a devastating impact on individuals, families and communities — and no one should ever feel they have to suffer in silence.

Hampshire County Council’s Director of Public Health, Simon Bryant, has given evidence to a House of Lords committee on the strength of Hampshire’s partnership approach to tackling domestic abuse.

In Hampshire, organisations from local government, health, policing, housing, education and the voluntary sector work together through the Hampshire Domestic Abuse Partnership. The aim is to make sure victims and survivors can access the right support at the right time, while also focusing on prevention, early intervention and support for children and young people affected by abuse.

This comes as a new Hampshire-wide awareness campaign is being launched ahead of this summer’s FIFA World Cup.

The campaign, **“When is kick-off at your place?”**, highlights the increased risk of domestic abuse during major men’s football tournaments. While football brings people together, for some households major tournaments can sadly increase the risk of abuse, controlling behaviour or violence at home.

The message is simple: there is no excuse for domestic abuse — and help is available.

Anyone affected by domestic abuse, including children and young people, can contact the Hampshire Domestic Abuse Advice Line for free, confidential and independent support:

🚧 **M27 Junctions 5–7 update: overnight slip road closures**

National Highways has confirmed that the testing and commissioning phase of the M27 Junction 5–7 overlay scheme is nearly complete.

They expect to make a further announcement shortly about reopening the M27 between junctions 4 and 7 at **70mph**.

Before that can happen, some final testing work is needed. As a result, the **M27 Junction 7 and Junction 8 westbound entry and exit slip roads** will be closed overnight:

📅 **Wednesday 17 June 2026**
⏰ **9pm to 6am**

During the closures:

➡️ Drivers wishing to leave the M27 westbound should continue to Junction 5, exit, and rejoin the eastbound carriageway to reach their intended junction.

➡️ Drivers wishing to join the westbound M27 should first join the eastbound carriageway, exit at Junction 9, and then join the westbound carriageway.

A really positive development for families in Hampshire.

Hampshire County Council has confirmed the next three locations for our Best Start Family Hubs, which will open later this year in Gosport, Andover and Alton.

These hubs are designed to bring together support for families in one place — from pregnancy and the early years through to starting school and beyond.

The confirmed locations are:

📍 **Gosport**
Main hub: Alver Valley Family Centre
Network sites: Gosport Discovery Centre, King’s Academies Gosport Community Hub and Bridgemary Library

📍 **Andover**
Main hub: Spring Meadow Children’s Centre
Network site: Andover Library

📍 **Alton**
Main hub: Bushy Leaze Children and Families Centre
Network site: Alton Library, with a Bordon site to be confirmed

The hubs will offer practical, joined-up support including parenting programmes, early learning advice, health visiting, infant feeding support and help to connect families with other local services.

This is about providing help earlier, closer to home, and in a way that is shaped around the needs of each community. Getting the right support in place early can make a real difference for children, parents and carers, and can also help reduce the need for more intensive support later on.

This follows the successful launch of Hampshire’s first Best Start Family Hub at Leigh Park Library earlier this year, with around 30 hubs and network sites expected to be rolled out across the county.

Opening dates and further details of the services available at each site will be confirmed in the coming months.

Today, Hampshire County Council’s Cabinet agreed that we should pursue a Judicial Review of the Government’s decision on Local Government Reorganisation in Hampshire and the Solent.

This is not a decision we have taken lightly.

The focus of the Judicial Review is clear: the failure of Government to properly justify its decision, and to explain why it has chosen to proceed in the way it has.

In my view, the boundary proposals submitted last year should now be dismissed.
They were developed under arbitrary deadlines, without the proper time, evidence, financial analysis or consensus that such a major change demands.

Local Government Reorganisation will affect every resident, every community and every council taxpayer across Hampshire and the Solent for decades to come. It will shape the future of adult social care, children’s services, SEND, highways, planning, housing, waste, local taxation and democratic representation.

That is why it must be done properly.

My preferred outcome is that Hampshire and the Solent’s councils are allowed to come back together, with proper time and resource, to produce a single plan that is properly costed, unanimously agreed, and capable of delivering sustainable local government for our area.

This is not about protecting councils for the sake of it. All existing councils are being abolished under these proposals.

It is about protecting residents from a rushed and poorly justified process which risks creating councils that are not financially or practically sustainable for the future.

Residents deserve better than that.
