Enough is enough.
With no end in sight to the recycling collection fiasco The Independen's Group and Welsh Conservatives today called for an Extraordinary General Meeting of Powys County Council to propose a vote of no confidence in Cllr Jackie Charlton, Portfolio Holder for a Greener Powys.

Motion: Vote of No Confidence in Cllr Jackie Charlton, the Portfolio Holder for a Greener Powys
Proposed by: Cllr Beverley Baynham and Cllr Ange Williams, Leaders of the Powys Independents Group.
Seconded by: Cllr Aled Davies, Leader of the Welsh Conservatives Group.
This Council notes that:
1. Cllr Jackie Charlton, the Portfolio Holder for a Greener Powys holds Cabinet responsibility for environmental and waste services, including the strategic oversight, governance and performance of waste and recycling collections across Powys.
2. A new recycling and waste collection schedule has been implemented across the county under this portfolio, and its introduction has resulted in widespread service failure.
3. These failures have included significant and, in many communities, prolonged missed collections, causing distress, inconvenience and public health concerns for residents across Powys.
4. The scale and persistence of these problems demonstrate not isolated operational issues, but systemic failure in planning, governance, resilience and political oversight within the relevant Cabinet portfolio.
5. The Portfolio Holder has made a public statement attributing these service failures solely to operational matters, despite the service in question falling squarely within her Cabinet responsibilities and requiring effective political leadership, accountability and scrutiny.
6. Concerns about the performance, leadership and oversight of this Cabinet Member have previously been raised by opposition groups in relation to other major service areas within the same portfolio, including:
o Home to school transport; and
o The condition, management and deteriorating state of the county’s highways network.
7. Taken together, these issues represent a pattern of repeated and serious failure across multiple critical public services for which the Portfolio Holder is responsible.
8. Opposition Groups have made formal representations to the Leader of the Council requesting the removal of this Cabinet Member from her portfolio responsibilities in light of these ongoing and serious concerns.
This Council believes that:
1. Cabinet Members must accept collective and individual responsibility for the performance of services within their portfolios.
2. Public confidence in the Council is undermined when service failures of this magnitude occur without clear accountability or effective corrective leadership.
3. Continued failure to address these issues risks further reputational damage to the Council and continued detriment to residents.
This Council resolves to:
1. Declare that it has no confidence in the Portfolio Holder for a Greener Powys to effectively discharge her responsibilities for environmental and waste services.
2. Call upon the Leader of the Council to remove the current Portfolio Holder from responsibility for the Greener Powys portfolio with immediate effect.
