PERRANPORTH SKATE PARK

Exciting news: the planning application for Perranporth’s new skate park is now officially underway!

Delivering two purpose-built riding spaces for local skaters, scooter riders, roller bladers, BMX’ers and other wheeled sports users, this scheme is set to be the central feature of a wonderful new community recreation space in Ponsmere Valley.

With the planning and design work for the skate facility now complete, it’s now time for you, our great community, to lend your support and help make this happen.

The smooth concrete construction is designed to optimise the usability of the park for riders whilst being incredibly quiet when in use.

But if you support this scheme please don’t keep quiet! Please head over to Cornwall Council’s Online Planning Portal where you can make a comment in support of the application, telling Cornwall Council’s planners why this will be so beneficial to the local community.

Next steps...

This planning application is expected to be decided over the next 8-12 weeks, after which construction will commence as soon as possible. Funds for this project have already been allocated by the parish, with further contributions coming in from grant sources.

As reported previously, the skate park is only the first part of what the Parish Council aims to deliver in Ponsmere Valley. The incredible response to our December consultation event raised lots of ideas from the community about new children’s play equipment, picnic areas, running paths and other great recreational facilities that can bring all ages together in an active, outdoor setting.

The council will be evaluating and developing these ideas (as well as the ongoing plans for Bolenna Park) whilst the skate facilities are progressing through the planning stages. Further information will follow on these plans in due course, so watch this space!

The future of Perranporth Library has been safeguarded for the community after an agreement to transfer it to Perranzabuloe Parish Council from this Friday (May 31, 2019).

All of the key services essential to a modern library will be maintained, as well as access to a range of council services.

PARISH COUNCIL VACANCIES - Message from the Clerk:

Here is some info which I hope will clarify the situation regarding parish council elections.

There are currently 4 vacancies for parish councillors. If 10 residents submit a request to Cornwall Council for an election by 11th March, this will trigger a local election to fill these spaces. This is very good in terms of the democratic process as it means that all eligible voters in the parish will be able to cast their ballots and choose who they would like to join the council to represent them.

The election will cost the Parish Council about £3,000 but this is an anticipated expenditure and provision is always included in the annual budget for one such election in a year.

Once this election has been triggered, the next stage is for nomination papers to be made available for any candidates who wish to step forward to become councillors.

In this case, if 4 candidates or fewer complete the nomination forms to stand then these people will be automatically elected as there is no competition and there is no point in holding an election. This is called an ‘uncontested election’. The candidates would immediately become elected councillors – although there hasn’t actually been an election and there are no costs involved.

If there are more than 4 people who put their names forward as candidates, there will be an election.

If none of the above happens because the 10 residents have not triggered an election, then the spaces will be filled by ‘co-option.’ This process involves interested candidates putting their names forward directly to the Parish Council and councillors will vote to choose the candidates that they believe have the most appropriate skills and experience. This would not involve any costs but means that it is only the current councillors who are involved in choosing.

Perranzabuloe Parish Council would like to thank all 180 members of the public who attended last night’s meeting at the Memorial Hall. This level of interest and engagement from the community in the Parish Council’s work is unprecedented, and indicates just how important these flagship projects are to the future of Perranzabuloe.

It is understood that the decision taken by the members last night will not please everybody, but it is important to remember that parish councillors are acting on information that is public but also on confidential and sensitive advice that cannot be disclosed more widely. Councillors are charged with representing all 5700 parishioners of the parish of Perranzabuloe, and safeguarding the wider public interest. This includes the provision of targeted flagship facilities, but also infers responsibilities to protect public funds against risk, for the benefit of all local tax payers.

32 parishioners spoke during the public participation session, all with great dignity and passion. All public comments have been noted and will be reviewed by the Parish Council’s working groups and officers as these important projects are progressed. The meeting was held in its extraordinary format precisely to give a voice to the community, and all councillors will now be asked to give consideration to how the points raised will be addressed in the Parish Council’s plans.

There will also be further opportunities for community engagement, which will be publicised in due course. It is also hoped that some of the speakers may step forward to fill the current vacancies on the Parish Council, or to engage in stakeholder groups such as The Friends of Bolenna Park initiative who will be involved in shaping these projects.

A special thank you to our wonderful Lifeguards, and Beach Officers who work so hard during the summer months keeping everyone safe and happy; to , and all the volunteers who assist the Parish Council in keeping it clean and tidy; and also to the councillors of the Beach Working Group, who work behind the scenes year-round to coordinate and oversee the beach, keeping it well-managed and preserved as a special place for locals and visitors alike to enjoy. 🙌

Please be aware that work will start next Monday evening on a new water main to run between the junction of the B3285 ( Budnic Hill ) and the Parish Rooms in Ponsmere Valley. This means that the area of the car park immediately adjacent to the Football pitch fence will be cordoned off and both parking and access will be restricted for a period of up to five days.

Perranzabuloe Parish Council is pleased to announce that it has acquired for the community the former Lloyds Bank premises at 8 Boscawen Road, Perranporth.

This landmark site has served the local community since it was first opened as a bank in 1917, and occupies a central and accessible location in the heart of Perranporth village. Following the closure of the bank in 2017, the parish council has been working hard to acquire the freehold, with the intention that the site continues to be put to use as an asset for the benefit and amenity of the local population.

Now that the purchase is completed, this location will form a key part of the parish council's strategy to safeguard and improve the provision of important public services within the parish, many of which are under threat or being cut by central government and the local unitary authority, Cornwall Council. Details will be released soon of how 8 Boscawen Road will be re-purposed, and the council's plans will be on the agenda at the forthcoming Annual Parish Meeting in September.
