A 'housing led’ approach to tackling homelessness in Oxfordshire will become the default from 1 April after our cabinet agreed a record investment in homelessness prevention grants.
The countywide homelessness service is the result of three years of work between Oxfordshire’s six councils, the NHS Oxfordshire Clinical Commissioning Group, Crisis and local partners – including people with lived experience of rough sleeping – to develop a system wide approach to tackling homelessness. This puts homelessness prevention, collective responsibility and effective joint working at its heart.
The result of this work is a new default model for preventing and reducing rough sleeping as well as more jointly funded services.
Traditionally, people who have experienced rough sleeping in the UK have tended to move from the streets to independent living in stages. This approach assumes that people need to engage with support services before they are ready to move on to the next stage.
Housing led approaches like Housing First instead say that people should be offered permanent housing immediately and without preconditions like engaging with treatment services. Wraparound support can then be provided to help them maintain their tenancies.

Oxford is a city that encourages tourism, however, we believe that this should not be at the expense of locals. We have deliberately encouraged the development of wonderful hotels and guest houses to support tourism without the loss of family housing.

"Today marks the start of a big conversation about how we move around the city of Oxford"
We are working with Oxfordshire County Council on plans for a sustainable and reliable transport system in Oxford.
We are proposing ambitious changes to the way we travel around the city with the introduction of:
🅿️ a city wide workplace parking levy
🚗 traffic filters
⛔ a wider zero emission zone
🚌 improved public transport
🚲better cycle routes.
We want a system that works for all, while still tackling climate, health and congestion crises. So, we will be talking to businesses, service providers, hospitals, transport providers, schools and town and parish councils to gather suggestions and feedback on the proposed schemes.
Consultations on these proposals will take place in late summer 2022, with the schemes to be implemented between 2023 and 2024. The plans will support people to walk, cycle and make faster journeys by public transport. By changing the way people travel in and around Oxford, the schemes will also help reduce air pollution, create healthy communities and reduce traffic levels across the city.
