Why is local action so effective?

CALP staff member Jerome Balinton describes three positive feedback loops which occur when power, money and resources are managed directly by local actors and people affected by crisis.

Cash for Protection in Specialised/Stand alone Protection Programming

This note by Global Protection Cluster is designed to help protection and cash practitioners in emergencies and humanitarian responses understand how cash and voucher assistance can be used to achieve protection outcomes within specialized protection programmes.

It provides a shared understanding of “cash for protection”, drawing from existing policies and practices. It outlines minimum requirements and key approaches across the protection continuum—protection mainstreaming, integration and specialized protection—to promote globally and integrate into programme design.

We’re happy to present the CALP Network’s latest annual report for April 2023 to March 2024.

Key milestones include:

📊 Publishing The State of the World’s Cash 2023, which offers a comprehensive assessment of CVA’s current role in humanitarian aid.

🌐 Driving forward a global review of CVA policy, with a focus on people-centred CVA and locally-led response.

🤝 Convening hundreds of fora to discuss key CVA issues, enabling learning and improvements.

💻 Delivering high quality training reaching over 17,800 people through e-learning courses and more than 1,200 more through on-line and in-person training.

📚 Continuing to extend our reach, with a further leap in the number of people accessing information and resources around the world.

Given that Cash and Voucher Assistance (CVA) is the preferred form of assistance by most people in contexts of crisis, and is often more efficient than other forms of aid, our mission to drive forward the use of CVA remains as important than ever.

We are proud of the network's progress and extend our gratitude to everyone involved. The journey continues – there is much more to do.

Paving the Way Towards At-Scale Cash Assistance in South Africa

Climate change in South Africa is causing more frequent and severe droughts, floods and storms, heightening risks for vulnerable communities. After severe flooding in early 2024, the South African Red Cross Society, in collaboration with the 510.global initiative, integrated the 121 Platform to improve cash assistance delivery.

This case study gives a brief on how the 121 Platform speeds up cash support processes while ensuring security and transparency, enabling quicker and more efficient aid. Since its 2024 launch, it has supported 500 households, with plans to expand, showcasing its potential to improve humanitarian response.

Vouchers can help support economic recovery following a crisis by encouraging people to buy items from local businesses.

However, they can also be restrictive and sometimes exploited.

There are two types:
🔹 Commodity Vouchers – for specific goods/services
🔹 Value Vouchers – for set cash amounts at chosen vendors
