I have reported the street lights on the corner of Garnett Street and the 2 on Courthouse Street which are currently not working.

I have had a reply saying this has been caused by an underground Northern Powergrid (Yorkshire Electricity as was) mains cable fault, and unfortunately not something under our controls. I can confirm NPG have been made aware of the issue and it is on their programme for repair.

An electricity mains supply fault can be anything from the replacement of a fuse in a sub-station, to having to replace an entire section of the underground network. This means under the electricity company's 'National Guaranteed Standard's; they will have 25 working day target to repair such a fault. Therefore, the target date to rectify the fault will be 9th February 2026, however on most occasions it is done sooner. Through this process we will remain in dialogue with NPG to try ensuring the supply is restored as soon as possible, for residents and all road users.

Civic Centre update

We have, today, received an application for a crane licence for the installation of the new steel trusses for the Civic Centre building. Crane operations are, of course, weather (mainly wind) dependant so they have requested 2 dates. The primary date is Sunday 23rd November 2025 with a contingency date of Sunday 30th November.

The crane will be positioned on the Boroughgate frontage with temporary signals to manage traffic. The parking bays will be coned off, including a single disabled bay. That is unavoidable in the circumstances. They have requested the full day (06.00 to 18.00hrs) although the crane operator has advised that they are very unlikely to need all of that time.

Sunday is always the preferred day for this sort of work. However, we note that the Farmer’s Market takes place on Sunday 30th November, along with a craft fair in the Courthouse. Whilst the temporary signals would be disruptive to traffic flows I doubt they would impact significantly on attendance to those two events. We would not countenance pushing the lift into December because of the Victorian Fayre and the general run-up to Christmas.

I had hoped that the roof work would be completed much earlier but I now consider that actually getting the application in and getting the trusses installed is a significant step forward in allowing us to clear Garnett Street and give the residents some semblance of normality.

Of course there will be the matter of the renovation/redevelopment of the entire building in the future but that has yet to begin the planning process.

Update on the old Civic Centre site

Further to our previous updates.

We advised the owners to commence with the urgent repairs and received an application that we approved under 25/01544/LI Listed building application for repair works to roofing and replacement of internal trusses; Reinstate collapsed ceiling and previously the side walls under 23/05879/LI for Listed building application to take down and rebuilt in exactly same position, unsafe element of external wall.

They have commenced a planning permission and as such have made a lawful start in planning terms, we have been putting pressure on them to progress this. We have been supporting Conservation colleagues with this site and understand that works are taking place at present, we have requested a timeline as a licence may be required for any crane and colleagues in Highways are wanting to assist with this.

The old, damaged trusses are being removed and the new steel trusses are in manufacture and a crane is required and the wall is to be repaired with some further works taking place at present.

My understanding is that the owners of the building are also wanting to start a pre application enquiry shortly with intentions to develop the building, we will wait and see. I hope this information is helpful and will update you if we have any further pertinent information.

Potholes!... something that gets raised a lot on the doorstep in Leeds North West and in your emails to me.

Last week Transport Secretary Heidi Alexander announced nearly £1.6 billion to fix potholes across England and introduce measures to clamp down on disruptive street works. This is enough is enough to fix the equivalent of over 7 million extra potholes in 2025 to 2026

What does this mean for Leeds North West?.... This Labour Government is investing up to £14,814,000 in West Yorkshire to boost fixing roads as part of our Plan for Change. We’re working hard to make journeys quicker, safer and cheaper for drivers.

Great to see Leeds City Council completely resurfacing the road on Nelson Street outside the Post Office. I had contacted them a few times about the condition of the Road. An added bonus was resurfacing the pavements aswell. Cllr Nigel Gill

I have several emails from concerns residents.

There has been some concerns of the trees in T***y Bottle Park in Otley and the temporary foot bridge.

The large commemorative tree with the plaque will not be affected by the works.

However, the two small oak trees, one of which is a commemorative tree, will be raised with a specialist tree lifter, stored at a tree nursery and replanted after scheme

The small mosaic near the two small oak trees will not be affected by the works.
