Kilsby Recreation Ground – E-Bike Reminder

The Kilsby Recreation Committee would like to remind everyone that e-bikes must not be ridden within Kilsby Recreation Ground.

The Recreation Ground is a shared space for children, families, sports participants and other visitors. This rule is in place to help keep everyone safe.

We ask parents and riders to respect this rule and help keep the Recreation Ground safe and enjoyable for everyone.

Persistent misuse may be reported to the Police.

𝗕𝗔𝗥𝗕𝗬 𝗔𝗡𝗗 𝗢𝗡𝗟𝗘𝗬 𝗣𝗔𝗥𝗜𝗦𝗛 𝗖𝗢𝗨𝗡𝗖𝗜𝗟 𝗧𝗥𝗘𝗘 𝗦𝗧𝗔𝗧𝗘𝗠𝗘𝗡𝗧

The Parish Council regularly undertakes tree surveys of all of the trees for which it is responsible. This is a legal requirement and is always done by a suitably qualified contractor who makes recommendations which are carefully considered by the Parish Council before instructing a qualified tree surgeon to carry out any work. The Parish Council's prime priority is the safety of all Parishioners. The Parish Council also wish to ensure that the Parish tree stock is in good order for the enjoyment of the wider community and for future generations.

Earlier this year, the Parish Council contracted a qualified and experienced tree surveyor, who has carried out work for other Parish and Local Councils, to conduct the Parish’s triennial tree survey. The survey identified work that should be undertaken on a very small percentage of the trees within the Parish and only in cases considered absolutely necessary where trees have been identified as either diseased, dead or inhibiting the growth of healthy trees.

The work identified to be completed has been carried out by a qualified and experienced tree surgeon that this Parish Council and other Councils have previously used. The only work that has not yet been completed (which would only involve 2 or 3 trees) was either due to the ecological measures that were put in place (e.g. bird nesting activity etc.) or due to work being carried out by National Grid.

The Parish Council would also like to take this opportunity to clarify that pre-approval from West Northants Council was not required for the tree work undertaken at Onley as the trees, which are owned by the Parish Council, were not subject to Tree Preservation Orders or in a Conservation area. However, the Parish Council and the tree surgeon have fully engaged with West Northamptonshire Council to make them aware of the true nature of the work being carried out and with which they have expressed no concerns.

The Parish Council prides itself on ensuring that trees in the Parish are healthy, well maintained and do not cause a risk to public safety. Within the last year the Parish Council has developed and published a sustainable tree management policy and strategy, formed a tree working group. and has consulted with a variety of professional tree consultants including from West Northants Council All of this highlights the Parish Council’s commitment to the sustainability and effective management of trees within the Parish. It has also formulated a tree replanting scheme that is part of our Parish Council tree strategy going forward.

In partnership with the Parish Council, Barby Cricket Club has put forward the 'Weston Plan', which proposes the planting of approximately 35 new trees together with improvements to the existing hedgerows. This is intended to form the foundation of a long-term approach to managing and enhancing the trees, hedgerows, biodiversity, and the overall environment of the Sports Field for the benefit of the wider community and future generations
The initial planting is proposed to take place in October/November 2026 subject to the weather to achieve the best results from the planting. Substantial replanting rather than a one for one replacement is proposed to enable the new trees to establish before possible necessary removal of any trees from Ash Die Back in the future i.e. we are opting for a managed approach rather than reactionary.

The Parish Council works with residents where concerns arise and seeks advice from qualified tree professionals. However, there may be occasions where opinions differ and incorrect information is circulated by others; the Parish Council is always happy to answer any queries from residents. Residents are also always very welcome to attend the monthly Parish Council meetings to raise any issues with the Parish Council or to contact the Parish Council on [email protected]

As you will know the Parish Council have been in consultation with West Northants Council for many years regarding the building of traffic calming measures on Daventry Road, Barby.

West Northants Council carried out a site survey of the route over 1 year ago and have just issued the enclosed draft proposal for community comment. Their proposal is the building of just one chicane by the Park; West Northants Council have also commented as follows -

“We have also investigated the installation of a secondary feature further along Daventry Road but the presence of a number of vehicle access’s / junctions means that there is simply not the available road space. We also looked up near the school, but the high level of parking observed in the area would create a number of issues for all motorists. We could consider the installation of parking restrictions around the school, but previous experience has shown that this doesn’t stop parents parking and dropping off meaning the issues would remain. In addition, the condition of the carriageway by the school is in a poor condition and would require full reconstruction which would be outside the scope of the scheme.”

Barby & Onley Parish Council would like to offer many congratulations to all three of the junior teams (the under 11s, the under 13s & the under 15s) at Barby Cricket Club for being crowned Champions at the Rugby & District Cricket League knockout cup. This is a phenomenal achievement, very well done to all three teams.

Our congratulations also must go to all at Barby Cricket Club for supporting & coaching their three junior teams to reach this outstanding achievement - the Parish are very proud of you all

Barby and Onley Parish Council is flying the England flag in support of the England team at the football World Cup

The Union Flag will be flown for the King's birthday on 13th June and will remain flying for Prince William's birthday on 21st June. After this the St George Flag will be flown in support of the England Team at the Football World Cup.

Planning Application – 2023/5783/MAF (revised), by Cadman Sporting, Barby Lane, Barby

This application is decided upon by West Northants Council (WNC) but the Parish Council are a consultee. The current application does not propose any change to the existing consented shooting operations. Instead, it seeks planning permission solely for the creation of additional earth bunds and associated landscaping. The material to build the bunds will comprise of ‘arisings from construction sites in the Rugby and Daventry area’. The NEW proposed construction vehicle access route being from the A428, near Houlton (behind Tesco Warehouse at DIRFT) and down Nortoft Lane to a new access site access in Nortoft Lane,

Following public feedback, the Parish Council understand that the community are overwhelmingly against the plans therefore we resolved to OBJECT to the application on the following two main grounds -

1 IMPACT ON OUR HIGHWAY NETWORK The single track, badly maintained Nortoft Lane cannot sustain the 53,000 32-tonne HGV movements proposed over the two years that will be required to build these bunds, with up to 260 HGV movements per day. The Developer has not evidenced that the two railway bridges on Nortoft Lane have the structural or load capacity to accommodate the construction vehicle weight. Nortoft Lane would be destroyed by this development, creating additional strain on the rest of the already failing & poorly maintained highway network in and out of Barby

2 IMPACT OF DEVELOPMENT ON PREVAILING CHARACTER IN THE AREA. The development land is within the Rainsbrook Valley in an area officially classified as ‘Broad unwooded Vale’ which is generally flat and open character, with wide panoramas across an expansive landscape - the building of 1.13 miles of additional bunds which are over 26 foot high does not respect the distinctive landscape character of the area and is contrary to policy ENV 8 of our Neighbourhood Plan.
The bunds will be an ‘unacceptable visual intrusion’ upon our landscape
