UPDATE – BERRY WAY & HOUSING

Following developments last weekend and representations made at Monday’s Annual Parish Meeting, contact has been made with Charterhouse Property Group.

Today we have received an apology from Charterhouse for the concern caused by the approaches made to some residents on Berry Way. They have said that that was not the intention, and they would not want anyone to be left with the impression that they are being pressured in any way. They are not pursuing any compulsory purchase process, and no resident is under any obligation to engage with them (or anyone connected to them).

Charterhouse have confirmed that they acquired the land bordering Hammond Park, Green Way, Berry Way and the railway primarily to utilise the to the existing open storage / industrial yard element. They are still considering the longer-term position in relation to the wider land, but there are currently no proposals that would affect any homes. No planning application has been prepared or submitted by them for a residential scheme, and no fixed proposals have been brought forward.

Charterhouse have said that if any proposal were ever to be brought forward, it would be properly assessed, designed and progressed through the normal planning process, including the appropriate engagement and consultation. Nothing would be done outside that process.

We have been assured that no further direct approaches will be made to residents without express agreement, and any future communication would be handled carefully and appropriately.

Annual Parish Meeting - 7pm Monday 27th @ The Free Church (Bletchley Road, Newton Longville, MK17 0AD)

This is not a formal meeting with a set agenda. Instead, it is an opportunity to find out about the work of the parish council and to discuss any matters relating to Newton Longville that you want to raise. Local organisations are also welcome to come along to give an update on their work in and around the village. Please do consider coming along :-)

We are still working through the detail in the East West Rail consultation booklet and other documentation, but figured that it might be useful to highlight the dates, times and venues for the local, face-to-face consultation sessions.

There is to be one face-to-face consultation session in the village:

*** Fri 15 May from 2-7pm @ Longueville Hall, Whaddon Road, Newton Longville, MK17 0AT

In addition, nearby there will be:

*** Sat 25 April from 12-5pm @ Summerlin Community Centre, 138 Station Road, Woburn Sands, MK17 8SG

*** Wed 29 April from 2-7pm @ Bletchley Masonic Centre, 263 Queensway, Fenny Stratford, Bletchley, MK2 2BZ

*** Mon 18 May from 11am-6pm @ Venture Conferencing, Christian Centre, Strudwick Drive, Oldbrook, Milton Keynes, MK6 2TG

(We have pointed out to EWR that closing the midweek face-to-face sessions at the early times of 6 or 7pm will exclude residents who have, for example, family and/or work commitments which would prevent them from being able to get to the venue in time. Their response was "This reflects our experience from previous consultations, which shows that attendance drops significantly after this time, with limited additional engagement later in the evening", but in a earlier call we got the impression that a factor was the availability of their own staff).

This consultation will run for eight weeks from 14 April to 9 June 2026. The purpose of this consultation is to gather feedback on the updated proposals, particularly the elements which are new or have changed significantly since our previous consultation.

East West Rail have launched the Non-Statutory Consultation phase which runs from today (Tuesday 14 April) to Tuesday 9 June. We are working through the details that have just been released, so more on this will follow.

East West Rail will connect communities between Oxford, Milton Keynes, Bedford and Cambridge, supporting sustainable economic growth in the area. East West Rail have announced their ‘final route-wide’ consultation dates. For Newton Longville they are scheduled to be at Longueville Hall from 2-7pm on Friday 15 May. None of their face to face sessions run later than 7pm and the point was made in a call with them just before the Easter weekend that this is not acceptable, many people being unable to make it that early in the evening.

We have also been told that while Newton Longville/Mursley remains their preferred site for the train maintenance depot, they will not have the detail for the consultation exercise on the orientation (so whether the depot and sidings will be at the Whaddon Road or Mursley end of the site, etc.). We have again made it clear that this is unacceptable.

We hope that common sense will prevail, and will advise if there are any changes to the East West Rail consultation plan.

Running from 14 April to 9 June 2026, our eight-week consultation gives communities a vital opportunity to help shape the final design of the railway linking Oxford, Milton Keynes, Bedford and Cambridge before we submit a Development Consent Order in 2027.

A reminder that the deadline for expressing your views on the development sites that Buckinghamshire Council is proposing for the Buckinghamshire Local Plan is 23:59 on Monday 16th.

You may have spotted that Friday’s public meeting at Longueville Hall with EWR has resulted in a lot of coverage from the BBC, both local television and radio. We had around 150 residents attend to hear about EWR’s proposal for the train maintenance depot straddling the border with Mursley. The Q&A that followed flagged a number of serious issues. Our MP, Callum Anderson, also spoke.

Since the meeting a letter sent on behalf of the three parishes (Mursley, Newton Longville and Whaddon) has gone to the EWR Chief Executive David Hughes. He and his team were thanked for coming to speak to us, and he was asked to ensure that his organisation review their decision on the preferred site for the depot. It is quite clear that a number of issues have been identified since they made that decision, including many since their first announcement in late January. Amongst those issues now is that they’ve clearly realised that major bridge work will be required on the main roads linking Mursley and Newton Longville villages with the A421 (our Whaddon Road), plus another 2-3 underpasses and over bridges in this area. Our understanding is that some other (alternative) sites were dismissed as unsuitable for less.

The rail company wants to build on land alongside Whaddon Road, west of Bletchley and Newton Longville, near Milton Keynes, as part of the scheme which would link Oxford and Cambridge directly.

This morning Buckinghamshire Council released the list of greenfield, brownfield and traveller sites they consider are suitable or partially suitable for inclusion in the new Buckinghamshire Local Plan, the replacement for the VALP. We are working through the details and have already identified some questions, so for now will just say that Buckinghamshire Council are five sites proposed within our parish boundaries (see below) plus a proposal near Newton Leys (2,000+) and retention of Shenley Park (1,200+).

The five sites showing for our parish are:

* A small site on the left hand side of Whaddon Road near Bletchley leys (up to 48 houses)
* The Brickworks off Bletchley Road plus a site at the rear of Bletchley Road/Home Farm between The Slade and London End (details appear to have been merged which is one of the items we are asking for clarification, but what is currently showing could be read as twice 343 dwellings)
* An extended site overlapping with the Gladman plot on the corner between Drayton Road and Westbrook End (up to 113 houses)
* A traveller site off Drayton Road (an extension of the plot subject to the current planning application) (20 pitches).

Although Buckinghamshire Council are inviting feedback, but at this stage we think there are a number of significant questions to be answered first. More will therefore follow on this, including potentially a notice for a meeting that may be called in early March so that we, the parish council, can get residents' views. There will also be an article in the next edition of the Pump which is planned to be published before the end of this month.

The proposed EWR train maintenance depot (TMD) on Whaddon Road was discussed today (Tuesday 03/02/2026) at a meeting of Buckinghamshire Council's Transport, Environment, Communities & Climate Change Select Committee. The EWR representatives were left in no doubt about Buckinghamshire Council's opposition to the selection of the site north of the railway line and to the west of Whaddon Road. Newton Longville Parish Council chair Mike Chapman spoke, raising the concerns already expressed by residents in the village about the impact that both the construction and the operation would have on our community.

The point made by many about last week's two drop-in "Design Update" sessions in Bletchley being inadequate in terms of consultation with the village has been accepted, so EWR have agreed to come to us on Friday 6 March. At 7pm in Longueville Hall (Whaddon Road), they will deliver a presentation providing the background and the reasons for the selection of the site as their preferred location. They will explain what could be anticipated when it comes to the construction and what we could expect with the operation. There will then be a question and answer session. This event will be supported by Buckinghamshire Council who will be involved in the evening, and over the coming weeks we will be working with their representatives to assess and document the impact that a TMD within the parish would have on our village and the wider area.

More details will follow on the 6 March event, but in the meantime please feel free to join us at the Parish Council Drop-In session from 5-7pm this Thursday (5-Feb) and the next Parish Council meeting at 7pm on the 16th (both of these events are at the Free Church on Bletchley Road).

More on the proposed train maintenance depot bfrom the BBC today (Monday (02/02/2026), this time on BBC Three Counties Radio. They have a news feature which starts at 08:08:30 (Andy Collins show) which includes interviews with some Newton Longville residents, Buckinghamshire and parish council representatives and EWR from last Wednesday’s ‘Design Update’ drop-in in Bletchley, along with some recorded since.
