Statement from MK Council

Milton Keynes is to become a city as part of Her Majesty The Queen’s Platinum Jubilee celebrations!

We’re enormously grateful to everyone who supported the bid, including the knowledgeable people and organisations who helped us create 40 pages of compelling reasons why Milton Keynes should become a city. We produced the bid ourselves, without the aid of consultants and external designers. You can read it at www.milton-keynes.gov.uk/mk-city-bid

There was a wealth of public support for the bid, and we’re also saying a big thank you to all the residents who submitted photographs of their favourite local places and to local school pupils who designed a ‘flag for MK’. The flag created by 12-year-old Thea Callaghan from St Paul’s Catholic School was chosen to represent MK in the bid and was also made into a real flag to fly in the city centre.

While city status doesn’t grant any additional functions, funding, or powers, it can provide a boost to local communities and open new opportunities, as well as putting Milton Keynes on the international map as a place to do business. This has been the experience of previous winners.

Minister of State Lord True has written to us to confirm the honour, saying we should be very proud as the standard of applications was very high. He said: “It has been truly inspiring to read the applications, and to see the sense of civic pride on display. As we celebrate the first British Monarch to reach 70 years on the throne, this competition has been a very fitting way to mark this very special occasion.

Almost 40 places entered a bid, and Milton Keynes is among eight new cities created, as for the first time first time the competition was also open to applicants from Overseas Territories and Crown Dependencies.

This is a fantastic recognition for our brilliant city and people. Later this year we’ll receive a Royal visit to be formally bestowed with city status. Watch this space for more about that.

94. APOLOGIES: None
95. QUESTIONS FROM THE PUBLIC: A member of the public wished to know if there was an update on the Red Ball parking issue. Cllr Hopkins and Cllr Price are attending a meeting 21 June and will hopefully have more to report at the next PC meeting and are hoping for a positive outcome. The member of public brought up a rights of way issue near Blind Pond Farm. Cllr Hopkins reported that this has been looked into by the Rights of Way Dept and MKC and that it has been rectified and the fencing is no longer across the path, and it is now compliant.
Cllr Price wished to discuss the issue of two messages posted on Facebook, one of which alleges the Parish Council is corrupt.

Coming back from a nice lunch at Denise and Simon's pub, Queens head at Wing, had to stop and take these pictures, all the work going on at Wing Village playing field, exactly what was promised for our village, and it wouldn't cost the village a penny. Will it ever happen???

The administrator of the Bow Brickhill page has removed the comments and banned any further posting. The text of the postings is reproduced as above.
Members took great exception to the allegation of corruption. They wished it to be noted that Wing PC have a much larger population (3,000) than Bow Brickhill and therefore a higher precept. Wing PC are in the process of taking out a sizeable public works loan of more than £300k for the playing field improvements and they have access to S106 funds of more than £330k plus a new homes bonus of £458k.
Also, to note that BBPC had a copy of the Brownswood costings for pitch drainage from 2016 and it was quoted at over £103k. Over two years ago Sports England had quoted more than £1 million due to the topography of the playing field at Bow Brickhill.

96. Cllr Price declared a non-pecuniary interest due to his membership on the Committee for the Community Hall Mannagement Committee. Cllr Ball informed members that he has recently become a Trustee for Willen Hospice.
Action: Clerk to send Cllr Ball a new register of members interest form.
97. UNITARY COUNCILLOR REPORT
Cllr Hopkins, Milton Keynes Council, had provided an updated report as attached.
98. FINANCE
a) Agreement is required from members for the new clerk to be given full access to the Nat West online banking system and debit card
Resolved: Councillors agreed for the new Clerk Julie Godden to be given full access to the Nat West online banking system and that two of the signatories will sign the online bank mandate
b) Income and expenditure report
As members are aware the council year runs April to March, as such the accounts for 2020/21 are currently still being closed own. Whilst this is taking place it is not possible to enter payments incurred in 2021/22 into the account’s software. 100. EAST WEST RAIL CONSULTATION
Cllr Price thanked all members for their contribution to the leaflet that the PC managed to get sent out with the village newsletter. Cllr Hopkins informed members that a there will be a decision on the preferred route at the end of the year, then there will be a statutory consultation. It will be 18 months before the next stage, yet some people have been issued with compulsory purchase orders, so some people are currently living in a state of flux.
101. S106 UPDATES
A verbal update was given by Cllr Holden and various options were looked at all around the same cost, but the Proludic option looked more user friendly as the items are adjustable it also includes a path and has a rubberised finish under the equipment. All members agreed to go with this proposal at a cost of £17.000 + VAT. There were a couple of questions that members would like answers to as follows:
• Where are they manufactured
• Maintenance needs
Resolved: All Councillors agreed to going forwards with the above project from the Sec 106 grant at a cost of £17000.00 and for the Clerk to also apply for the CIF match funding
102. BBPC INSURANCE COVER
Members agreed at the last meeting to be insured with Zurich Municipal on a Long-term agreement (LTA) at a cost of £2073.87, however, the new bench and bin were added as they are high risk expensive items, this means there has been a slight increase in cost to £2101.07:

103. CORRESPONDENCE:
a) Aspley Wood meeting presentation – Cllr Ford attended, very informative as lockdown and social media brought crowds to the area, people were blocking driveways. Traffic is an issue in Bow Brickhill as well and more patrols were promised and have been taking place.
b) CIL newsletter – information only
c) Caldecotte MKC parking support – The Business Park has changed ownership – Noted. MKC are attempting to support Caldecotte businesses in reducing car useage before enforcing parking restrictions.
d) Keep Britain tidy - great British spring clean: Cllr Green would like to attend the online meeting on 7 July 2021 to find out more

104. PAVILION
a) Fencing – only one quote was available with two options:
• 1 repair = £765.00 + VAT
• 2 replace = £2100.00 + VAT
Resolved: All Cllrs agreed to go with option 2 at a cost of £2100.00 from the Sec 106 grant as this would last longer
b) Members discussed the book / puzzle sharing library and the removal as it is not being used and is broken.
Resolved: Cllr Price to talk to the community hall committee to see if they would like to house this there as an alternative to removal.

Resolved: Clerk spoke to the Caretaker earlier and he confirmed that he was following the times stated on the gate notice
105. CIF GRANT APPLICATION
All Members agreed that BBPC to apply for a contribution towards the proposed Outdoor Gym Equipment.

106. COUNCILLORS’ REPORTS AND ITEMS FOR FUTURE AGENDA
Cllr Ball informed member that there is a Defibrillator online form that he will keep updated going forwards.
Cllr Ford informed members that he has spoken to Thames Valley Police about issues in the woods on Sunday around 11.30pm, there were 3 vehicles going down Church Road very fast yelling out of the windows, more patrols have been promised to include unmarked cars. Cllr Ford does have a crime number to report issues to, he will need the time, date, make & model of the car.
Cllr Price reported 1 abandoned car in Greenways, it was no longer there 3 days later, he also reported one by the memorial, which is still there.
Cllr Hopkins asked if the PC have had any feedback regarding the Demand Responsive Transport service since the bus service ceased. The Clerk has not received anything, Cllr Price thinks his neighbour may have used it and will ask them about their experience.
Cllr Price also informed members he is now able to attend the 1 July meeting.
107. DATE OF THE NEXT MEETING
The next meeting of Bow Brickhill Parish Council has been scheduled as 1 July 2021 (7pm). This will be held in Bow Brickhill Pavilion, in a Covid secure manner dependant on Government Guidelines. Dependant on Government Guidelines members of the public who wish to attend may be required to register their attendance prior to the meeting. Guidance will be provided to all those attending to ensure that the meeting is held in a Covid secure manner.
