PUBLIC SPACE PROTECTION ORDER ON STREET DRINKING

Ten areas in Fylde are covered by orders restricting the consumption of alcohol in public in order to deter anti-social street drinking. You will see signs like this around the town centres and it means that an individual, when required by a Constable or Police Officer, must not consume alcohol, and must surrender any alcohol to them. Fylde Council is consulting on extending these orders to authorise Council Officers and Police Community Support Officers to be able to use these powers.

Cllr Michelle Morris, Lead Member for Customer & Operational Services, said: “Fylde’s public spaces are wonderful amenities for visitors and residents alike, and the great majority are respectful of these places and the right of others to enjoy them fully without being exposed to antisocial behaviour. I encourage everyone to share their views with the Council via the online consultation on our website.”

Affordable Warmth Grant Scheme 2023/24

Vulnerable residents across Fylde will continue to receive vital support with home energy efficiency as Fylde Council’s Executive Committee resolved to continue the Affordable Warmth Grant scheme into 2023/24.

The scheme, funded by an allocation from Lancashire County Council, has been delivered by Fylde Council’s Housing Team since November 2022, providing opportunities for those residents who meet the eligibility criteria to apply for up to £2,000 of funding per household to help with heating efficiency and reduce the cost of fuel bills.

Over 50 applications have been received to date for assistance with improvements such as boiler repairs, radiator replacements, double glazing, loft insulation and more. The allocation of a further £29,928 of funding from Lancashire County Council means even more residents will be able to benefit.

Cllr Chris Dixon, Fylde Council’s Lead Member for Social Wellbeing, said: “We are very pleased to be able to support the extension of this successful scheme from the previous year, helping Fylde residents through the global rise in energy charges.

“By replacing older and inefficient systems with newer, more carbon-friendly means of keeping homes warm, we can not only help people save money on their bills but also help preserve the environment.”

A BRIEF HISTORY OF THE LINK ROAD CONSTRUCTION

The Heyhouses M55 link road is ONLY being built because a Conservative Borough Council working with a Conservative County Council and a Conservative Member of Parliament has secured all the necessary funding to make it happen.

When the northern section of the moss road (Wild Lane) closed in August 2013, because part of it subsided into the ditch making it unsafe, the County Council was under Labour control and the then cabinet member for highways totally dismissed any request for the road to be repaired or a new one put in its place. He attended one meeting at the Town Hall and was not seen there again. It was also around this time that Blackpool Council blocked off Midgeland Road preventing alternative access to School Road, thus directing all traffic along Queensway.

Only when Conservatives regained control of County Hall in 2017 did this project have any chance of getting off the ground. Without our MP’s tenacity at Westminster securing £5m National Productivity Investment Fund and £4.78m from Highways England Growth and Housing Fund; your local county councillors working with LCC colleagues approving £5.48m and working with Lancashire Enterprise Partnership for a further £5.79m; Fylde Borough Council’s initial contribution of £1m for a highways scheme (not a statutory responsibility) and Enterprise Zone contribution from Fylde generated retained business rates growth of a further £1m; plus countless meetings with Kensington to secure £2.5m funding out of them, the scheme would never have made it to the start line. And then there were many more meetings with officers and they in turn with multiple landowners to get the necessary approvals and contracts in place.

As we promised, the money has been secured, work is well underway and (weather permitting) the road is on target to open later this year. For all of us, the opening of the link road cannot come soon enough as the traffic in/out of St Annes grows and any roadworks or disruption on Queensway or Clifton Drive North exacerbates the congestion. However, there is no doubt that if we weren’t working as a Conservative Team at all levels of government to get the necessary funds and agreements in place, then this road would not be being built right now.

It is precisely these large, strategic infrastructure projects which benefit all of Fylde that would be put at risk by voting for anyone other than Conservative at the local elections.

A coalition of disparate political parties and independents would have no cohesive plan, no joint commitment, and no ability to deliver or leverage in such large investment to the area.

PS. Let’s also correct the belief that this should all have been done decades ago as a condition of the Cypress Point development. In summary, the original planning application which established the extent of the highway required (89/0193) was initially refused but granted on appeal to GRE Properties Limited with the final decision made by the Secretary of State in November 1990. This planning permission was subsequently renewed (93/0664 & 96/0814). Application 97/0467 further set out the requirement for the length of the link road “to a point on North Houses Lane approximately 300 meters north of its existing junction with Moss Hall Lane”. CONSERVATIVES HAVE A TRACK RECORD OF INVESTING IN FYLDE – OVER £80M SUPPORTING OUR COMMUNITIES AND BUSINESSES

Our focus is to invest and improve Fylde whilst maintaining essential council services to a high standard.

During the pandemic the work on the £22m sea defence scheme around Fairhaven Lake and Granny’s Bay was completed and this stunning coastal walk remains a popular destination. The project was nationally recognised, achieving the Institute of Civil Engineers’ Sustainability Award in 2021.

A further £12m was secured for Kirkham High Street and £12m for the St Annes Sea Wall project and both of these successful schemes by your Conservative-led borough council demonstrate our ambition to drive regeneration despite the challenging economic times.

During Covid £33m government grants were channelled through the council to 1,600+ recipients and were a lifeline to our small and medium businesses. Over £4m discretionary awards were made to 800+ local organisations, including grants to 28 new businesses to fill vacant premises in our town centres. Some 30 grants were also paid improving shop fronts on our high streets.

We worked closely with business groups and community organisations, a partnership that came together to support our bid for £2.6m shared prosperity funding which has been recently approved by the Government.

This has all been achieved by your DEBT-FREE council with a FREEZE in this year’s FBC council tax contribution.

Only by voting Conservative can you ensure a continuing great programme of investment across the whole of Fylde.

Conservatives in Lancashire have a track record of strong financial management and delivering value for money.

As verified by the latest UK Government finance tables, Fylde Council has NO outstanding borrowings and is DEBT-FREE. Your council tax is therefore not being spent servicing debt interest payments.

This is also the case for the other Conservative-controlled district councils of Wyre and Ribble Valley.

Contrast that with neighbouring Labour-run district authorities - Preston council has borrowings totalling £12m, Burnley council £61m and Chorley council £68m.

We cannot allow Labour to get a foothold in Fylde by forming a coalition of chaos with the Lib Dems and Independents.
