As of today, Oct 15, there is no public official technical inspection report, lab test result, or KMC / KMDA specification sheet confirming the exact material used on the flyovers.

Here's what is on record so far about the Chingrighata incident:

What happened:
Three motorcycles skidded one after another on the freshly painted Chingrighata flyover on Oct 14, midday during rain, while negotiating a bend. The dashcam video from a following car went viral. Similar skids were also reported on Gariahat flyover after rain.

What was painted:
The carriageways of Chingrighata, Gariahat, and a stretch of Red Road were painted in rainbow / VIBGYOR colours ahead of Durga Puja as a beautification drive.
Media reports allege enamel paint, which lacks anti-skid properties, was used instead of ideal thermoplastic material.

Official position vs technical gap:
• Urban Development Minister Agnimitra Paul said the paint was "anti-skid" and done keeping safety guidelines in mind, and that it is not permanent and will wear off in a few months and. She also said no taxpayer money was used, it was done through CSR.

• CM ordered a probe, tasking Kolkata Police Commissioner to examine the matter.

• Environmentalist Somendra Mohan Ghosh, who wrote to the minister, pointed out that roads should follow IRC:35-2015 - Code of Practice for Road Markings, which recommends thermoplastic materials, not glossy oil paints, because glossy paint forms a smooth film and friction coefficient drops sharply when wet and.
But no municipal lab report, skid-resistance test value, friction coefficient, or product specification sheet has been released to the press so far.

PTI itself noted it could not ascertain the veracity of the viral videos, and the minister said "circumstances are being investigated".

জাতীয় বীর নেতাজি সুভাষচন্দ্র বসুকে মিত্রশক্তির কোনো "যুদ্ধাপরাধী" তালিকায় কখনও রাখা হয়নি।

স্কটিশ চার্চ কলেজের ছাত্রাবস্থায় ব্রিটিশ কর্তৃপক্ষের বিরুদ্ধে তাঁর প্রাথমিক প্রতিরোধ থেকে শুরু করে আজাদ হিন্দ ফৌজ (ইন্ডিয়ান ন্যাশনাল আর্মি) সংগঠিত করা পর্যন্ত—ভারতের স্বাধীনতার প্রতি নেতাজি সুভাষচন্দ্র বসুর আজীবন উৎসর্গ আধুনিক ইতিহাসের অন্যতম অনুপ্রেরণামূলক অধ্যায় হয়ে রয়েছে।

তবে, ব্রিটিশ সরকারের কাছে তাঁর আইনি অবস্থান সম্পর্কে:
নেতাজি সুভাষচন্দ্র বসুকে কখনও আনুষ্ঠানিকভাবে "যুদ্ধাপরাধী" হিসাবে ঘোষণা বা শ্রেণীবদ্ধ করা হয়নি।

ব্রিটিশ সরকার কর্তৃক তাঁর এই শ্রেণীবদ্ধকরণের পেছনের সত্য এবং এই সাধারণ ভুল ধারণাটি কোথা থেকে এসেছে, তা কয়েকটি মূল তথ্যের উপর নির্ভর করে:

দ্বিতীয় বিশ্বযুদ্ধের সময় আন্তর্জাতিক আইন অনুসারে, একজন "যুদ্ধাপরাধী"-কে এমন ব্যক্তি হিসেবে সংজ্ঞায়িত করা হয়েছিল যিনি গুরুতর নৃশংসতা বা যুদ্ধ আইন লঙ্ঘন (যেমন গণহত্যা বা বন্দীদের উপর নির্যাতন) করেছেন।

লেকের ভেতর নিরাপত্তা কোথায়?
একজন ৫৪ বছর বয়সী ভদ্রলোক গেট নাম্বার ফাইভ দিয়ে ঢুকলো আর গেট নাম্বার সিক্স এর কাছে আত্মহত্যা করল সেখানে আধঘন্টা লেগে গেল তার ডেড বডি জল থেকে তুলতে । একজন রোয়ার সে কোন রকমে তাকে টেনে টেনে তীরের ধারে নিয়ে আসে। লেকের জল এতই দূষিত যে এখানে কেউ যদি দশ মিনিটের বেশি ডুবে থাকে তাহলে তার মৃত্যু অবধারিত। কারণ অক্সিজেন মাত্রা খুব কম আছে। সে ক্ষেত্রে একজন লোক প্রায় আধ ঘন্টার মতন জলে ডুবে থাকলো তাকে রেস্কু করার জন্য কাউকে পাওয়া গেল না। লেকের একজন মর্নিং ওয়ার্কার আমার বিশেষ পরিচিত সঞ্জয় ভগত তিনি আমাকে নটা নাগাদ খবর দেন আমি তখন অ্যাম্বুলেন্সের জন্য ছুটে যাই দশ নম্বর গেটে সেখানে পুলিশ অ্যাম্বুলেন্স ছিল না এরপরে আমি রবীন্দ্র সরোবর থানা, লেকের সিকিউরিটি গার্ডের সুপারভাইজার এদের খবর পাঠাই - সবাই পৌঁছে যায় কিন্তু তখন অনেক দেরি হয়ে গেছে। আমরা বডি নিয়ে যাই প্রথমে মেডিনোভা তারপরে সামনেই মেনোকার পাশে মোহন ক্লিনিকে ওখানে ডক্টর ডেথ বলে ঘোষণা করে। লেকে রেসকিউ বোট আছে কিন্তু সে শুধু ক্লাবের জন্য কিন্তু যদি লেকের জলে কোন দুর্ঘটনা ঘটে , সে ক্ষেত্রেই সঙ্গে সঙ্গে Rescue Boat জরুরী। সিসিটিভি ক্যামেরা মনিটরিং তার সাথে লাইভ গার্ড এবং Rescue Boat জরুরী 192 একর লেকের দেখাশোনা করার জন্য স্ট্যান্ডার্ড অপারেটিং প্রসিডিউর
