The Parish Council is made up of seven Councillors who volunteer their time to represent the interests of the residents. We liaise with North Kesteven District Council and Lincolnshire County Council along with other organisations about public services. The Parish Council meets once a month. Residents are welcome to attend our meetings, which are normally on the third Wednesday of each month at Witham St Hughs Village Hall, at 7.00pm, agendas are posted to our website 3 working days prior to each meeting. Once meeting notes have been agreed as the minutes, at the following Parish Council meeting, these will be available on the Parish website. Current Council members are:

We have recently received reports of damage being caused in the area, including branches being pulled from trees, the field being dug up, and birds’ nests being disturbed.
We would kindly ask all residents to refrain from this type of activity. Please be aware that such actions may be classed as criminal damage and could be reported to the appropriate authorities.
We ask everyone to respect our shared green spaces and the wildlife that depends on them. Thank you for your cooperation in helping to keep the area safe and cared for.

IN OFFICE OF PARISH COUNCILLOR

PARISH OF WITHAM ST HUGHS

NOTICE IS HEREBY GIVEN
pursuant to Section 87(2) of the Local Government Act 1972 and Rules 5(1) to 5(6) the Local Elections (Parish and Communities) (England and Wales) Rules 2006

that due to the resignation of Andrew O`Brien, a vacancy has arisen in the Office of Councillor for the Parish Council.

If by 18 May 2026 (14 days excluding Dies Non, after the date of this notice, in accordance with Rule 5 of the Local Elections (Parishes and Communities) (England and Wales) Rules 2006), a request for an election to fill said vacancy is made in writing to the Proper Officer, at the address below, by TEN electors for the said Parish, then an election will be held to fill the said vacancy within sixty days (excluding Dies Non) from the date of publication of that notice.

If an election is called, it will take place not later than 21 July 2026.

If no such request is made, the vacancy will be filled through co-option by the Parish Council.

Please be advised -
Access to the field behind the Village Hall from the patio/MUGA is temporarily closed while the d**e is being piped in.
The field can still be accessed from the Co-op/Vets carpark. The work should take approximately three weeks.
Thanks for bearing with us — we’ll reopen the area as soon as it’s safe to do so.

Please see notice below regarding road closures

upcoming maintenance work on the A46, between Brough and Swinderby. Our work will include resurfacing of the road and reinstatement of road markings.

Once complete, road users will benefit from a safer road whilst reducing the need for future maintenance.

When will this work take place?

We’ll be carrying out work overnight from Monday 9 March 2026, and we expect to complete by the end of May 2026.

To keep our programme for these works as short as possible, and to minimise disruption to the local community, we’ll work between 8pm and 6am, Monday to Friday.

What does this mean for you?

To carry out this work safely, we’ll work under full carriageway closures, including slip roads and laybys, where applicable.

Access to frontages that fall directly within our closures will be maintained by an es**rt service which will be provided via our on-site traffic management operatives. There may be short delays whilst we ensure that the site is safe for access.

Access for emergency service vehicles will be maintained throughout.

Residents have recently commented on a facebok poll reference the newly constructed pond, at the end of Warren Lane and whether it could be designated as a wildlife pond.

This pond is adjacent to land where the new football pitches and childrens park is due to be constructed.

We wanted to share an update and clarify the current situation.

📝 Planning Status
The pond is part of a retrospective planning application currently being reviewed by North Kesteven District Council (NKDC). It does not yet have planning permission and must go through the full planning process.

💧 Why the Pond Was Built
The developers created the pond as a drainage feature for the new park, MUGA, and football pitches. However, permission to connect the system to Anglian Water (AWA) or the Internal Drainage Board (IDB) has not yet been granted.

⚠️ Current Issues
Because the pond has an inlet but no outlet, water has nowhere to go. This has already caused the pond to overflow and flood surrounding land, the land it is in place to drain —potentially impacting the long‑term use of the new pitches and park.

🛑 Safety Concerns
The pond is deeper and steeper than other village ponds and is located directly behind the planned children’s football pitch. It will hold water permanently, creating a year‑round safety risk. We’ve already seen children walking on thin ice during the last cold spell, which is extremely dangerous.

🌿 Wildlife Designation
While we value biodiversity, any wildlife designation must meet planning, drainage, and safety requirements, and align with National Planning Policy Framework principles:
• Sustainable drainage
• Protection of community facilities
• Safety and well‑being
• Balanced environmental stewardship

🔍 What Happens Next
We are actively engaging with the developers and relevant authorities to ensure a safe, effective, and compliant solution for our community.
