Hi All,
We have had a busy month this month being year end the audits had to be done. We also had our Annual Parish Meet whereby clubs, social centres and schools in the village have the opportunity to meet with the parish Council and residents to discuss any and all matters in the parish. We are pleased to say several associations came or submitted reports, unfortunately only one member of the public attended but all that chose to attend found it useful to share their successes and problems and perhaps help one another with ways forward. Minutes of the meeting below.
We then went on to hold the Parish Council meeting, thankfully there was not much new on the agenda probably because Westmorland and Furness are currently busy with their year end matters. The matter of most concern was the vehicles parking on the slip road at the junction of Gatebeck Lane and the A65 but we are trying to overcome the problem, full update in the Parish Council minutes also below.
MINUTES OF THE MEETING OF THE PRESTON RICHARD ANNUAL PARISH MEET HELD IN ENDMOOR VILLAGE HALL ON MONDAY 20th APRIL 2026

The Parish Council - The Chair opened the meeting and gave his report to the parish which highlighted the years major items. The year opened with concerns about new Children’s Homes in the village which hopefully have all now been resolved. Next came the rumblings of Devolution for Cumbria requiring an election for a mayor, this is now well underway. As speeding was not decreasing Cllr Parr resurrected the Speedwatch group and this is in action but new volunteers always welcome.
April time Westmorland & Furness Council (W&F) were looking for new sites to build on for the new Local Plan, they are now asking for further sites and vetting the first sites. On a lighter note, Cllr Dos Santos organised the Spring litter pick and refreshments which was a great success.
May/June brought concerns about the shortened Postal Services to the village, attempts were made to stop this but without success. A representative from Cambian Group attended the Parish Council (PC) meeting to gain our views on the opening of a home for 4 adults who need care and support. This was well received by the council and the public attending. June a request was made to the PC for a 20mph zone to be created for Low Park estate. All application to W&F were closed for the present year, we are awaiting a further opportunity from W&F.
July and August were taken up by potholes, 20mph zone paperwork, planning applications and appeals, the second children’s home and the PC’s subsequent request to W&F regarding some limits being applied to the numbers of children’s homes in any one area. W&F agreed and have taken action.
September brought concerns regarding trees due to windy weather, the trees are checked twice a year by arborists, a further check was requested, assurances were given that all was well, concerns about odours from the WwTW, United Utilities was contacted and they will deal with the problem. Concerns and parking around the village hall still ongoing.
October, November December were all about negotiations with W&F about adopting all our street lights, 20mph zones and speeding, January an inventory of all the Parish Street lights was carried out for adoption.
February and March presented a new problem of parking on the A65 slip road at the junction with Gatebeck Lane, electric charging points for the village and the changes to W&F school transport policy all of which the discussions are ongoing.
The following reports were given:
Kendal AAC - Steve advised the meeting the running club is doing well with lots of members in Endmoor, every Monday at 6pm approximately seven members of mixed ages meet to run various footpaths and routes around the village. If anyone would like to join, please contact Steve on [email protected] . The club is part of Kendal AAC which has many members who participate in events all over the North East and National events held in London. Some youngsters are very talented and compete in the Cumbria Cross Country and Track and Field events many ‘box above their weight’. They are currently trying to raise funds for a new tent to use when competing at other sites.
Endmoor Tennis Club – Ross advised the club has 53 members, many new and very enthusiastic. They play in Kendal & District Division 3 and are doing quite well and are optimistic for the future. Ross thanked the PC for their help in 2023 in getting the courts upgraded which attracted more members. They recently had a problem with lichen on the courts and have had to have them cleaned and retreated which is costly and has depleted their funds. To make matters worse a mouse had chewed through the wires to the Club House which was another unexpected cost. If anyone is interested in joining the club please contact Ross on [email protected] Cllr Battye suggested they apply to W&F Council to see if they could help.
Endmoor Village Hall – Judi advised the meeting the Hall is doing well and bookings are steady. There are currently 6 members of the committee running the hall but no Secretary and they would welcome new committee members or a secretary. They say costs have gone up considerably and they are considering raising their charges as they are below others at the moment. Cllr Battye advised them the contact ACT to see if they could help.
Westmorland & Furness Council - Cllr Battye handed out a report to all present on matters dealt with throughout the year which included speeding traffic, pot holes, street lighting, dog fouling, waste recycling & collection, electric vehicle charging points, the Local Plan and planting for pollinating. When asked about homes she advised W&F are currently buying up empty properties in addition to looking for sites on which to build for the local plan.
Endmoor KGR Football Club –report from Tony.
The club has two men’s teams playing in the top two divisions of the Westmorland Association Football League. Next year 2027 will mark the 50th Anniversary of our Club playing football in Endmoor. The history of the Club dates back to the 1940’s when a team was formed and played football on Kendal Green in Kendal. The Club later played on the Jubilee Playing Fields in Kendal up to 1977 it then moved to Endmoor and was renamed Endmoor KGR Football Club. We look forward to future years and the continuation of Football being played in Endmoor. Football being played through the Winter months is affected by the weather which over recent years has become milder and much wetter. Very few Winter weekends now being either dry or frosty. Since 1999 we have been trying to improve the land drainage on the Football Pitch and with the help of the Parish Council we have made great improvements with additional drains having been installed.
Just one small problem area continues to cause postponement of our fixtures. We are currently working on a solution for that area which is in a dip. The recently installed fence and gate barrier have prevented unauthorised vehicles from driving onto the pitch and causing damage and the two new benches have been great improvements.
The grass cutting by Netherfield Cricket Club is carried out to a high standard. I would like to thank the Parish Council for your continued support.
PRESTON RICHARD EMERGENCY PLAN (PREP) - report from Roger
The team meets twice yearly and consists of six members of the community, as well as the Clerk and Chair of the Parish Council. An Emergency Plan is in existence and is updated regularly. The Resilience Team at Westmorland and Furness Council and ACT Cumbria have copies of the plan and the Emergency Coordinator liaises with these bodies as necessary. A copy is also on the Parish Council website.
There are approximately 40 local coordinators who have agreed to oversee an area of the Parish in an Emergency where there is danger to life or property. These are contacted annually to confirm their continuing interest. (They were invaluable during Covid.) The team have nominated the Village Hall as an Emergency Hub, with the Club Inn and Crooklands Hotel held in reserve. We have purchased a generator which can supply power to the Village Hall should there be an extended electricity outage. Emergency equipment, such as First Aid, Walkie Talkie etc are stored in the Village Hall.
W&F have supplied us with an Emergency Hub Kit which includes a handbook, and maps of the parish. We receive severe weather warnings from Support Cumbria, and Amber Warnings are published on the various Facebook sites serving the Parish. We are members of the Cumbria Volunteer Service and have a presence on their website. We are always on the look out for new volunteers, either on the Emergency Team or as an area coordinator.
In closing the meeting, the Chair thanked all those present and hoped they found it useful and further thanked all those who sent in reports as is helpful to us all in the parish to know what is going on and how they can get involved should they wish to do so.

1.26 REQUESTS FOR DISPENSATION – None

3.26 MINUTES – The minutes of the last meeting were confirmed as a true and accurate record
4.26 OPEN SESSION – A member the public had raised concerns regarding a problem of large vehicles going down Birchfield and driving over the public footpath to gain access to the field behind Oxenber. Cllr Battye stated she would get planning to investigate this matter and the clerk was also asked to report to Highways.
5.26 UNITARY COUNCIL MATTERS – Cllr Battye advised the following:
• Electric Vehicle charging points, sites are still being sought and considered
• The paperwork for the sign for the Bowling Club is currently in hand with Highways and under consideration.
• The matter of parking on the southbound slip road at the junction of the A65 and Gatebeck Lane, Cllr Battye advised she had asked for the ‘No Parking’ sign to be re painted. The Clerk advised she had been in touch with the Cabinet member for Highways, the Police and Westmorland and Furness (W&F) council and the following advice was given. The police cannot enforce the ‘No Parking’ unless there is a Traffic Regulation Order (TRO) in place stating the restrictions applied, there is no TRO on this parking area. The police can enforce if they believe it is dangerous or causing an obstruction, which obviously they do not. TRO’s are placed on areas by W&F Council. The Parish Council has corresponded with the police and advised them they do believe it is dangerous and require more to be done. They have agreed to write to anyone parking there and asked residents to continue to send in their photos showing the vehicle in-situ and showing their registration number. Cllr Battye has agreed to take up the matter of placing a TRO on the slip road.
• The School Transport consultation was discussed; the clerk advised a full response from the Parish Council based on reports from the public and the school had been sent in. Cllr Battye stated she hoped every one had responded to aid the decisions.
6.26 HIGHWAYS – Highways having sent two dates for a meeting, a date of 14th May was chosen to discuss speeding and parking problems throughout the village and possible solutions.

8.26 PLAYING FIELD/VILLAGE HALL –
• The playing field needs to have a hollow spot filled in which is currently being discussed with the Football Club and Wilson’s

• Clerk advised we had several quotes for the gardening and grass cutting and one had been selected for the coming season.
