Works Update
Main Flyover Works: Construction programme is being revised by TfL to accommodate ESW works and foundation design.
Western abutment is substantially complete.
Steel work and spans continue to be installed. Spans 1-4 in situ, Span 8 due to be installed in the centre of the roundabout by the end of the week.
Spans 6 and 7 will then be installed on the roundabout before switching the bus and emergency vehicle lane over to the opposite side of the roundabout to allow Span 5 to be installed.
Highway works to roundabout on-going.
Design work on foundations and abutment on eastern side of the flyover continuing in parallel.
Essex and Suffolk Water’s (ESW) main upgrades: ESW have identified an alternative design and construction methodology for the water main works, which is in the process of being finalised and coordinated with TfL programme and existing utilities.
Most of the ground investigations have been completed and ESW have completed a soft start and begun works in the central section of the roundabout. The immediate priority is to complete works on the eastern side of the roundabout to allow the bus lane to be switched over and Span 5 installed.
Current Issues
• Continued programme delay due to issues associated with poor ground conditions which has resulted in damage to some of the existing foundations on the eastern side of the flyover.
• TfL are coordinating programmes for ESW water main, and main flyover works.
• Traffic volumes increasing now that schools have returned, delays across the network being monitored.
General Updates
• TfL continue to monitor vehicle movements on the bus and emergency vehicle lane at Gallows Corner. The use of the bus lane by unauthorised vehicles has reduced to manageable levels. Prominent signage is in place to highlight restricted access, which is helping to protect bus journey times and emergency vehicle response times.
• Traffic marshals also remain in place on approaches to bus and emergency vehicle lane and have been provided with body cameras to deter anti-social behaviour.
• Bus Route 375 reinstated to full route.

• Costain’s engagement manager, Rob Noakes, is on-site and continues to liaise with residents and businesses affected by the works on a daily basis.
LBH Ongoing Actions
• Fixed penalty notices are being to TfL for the overrun on a daily basis, as of 1st September.
• The Leader of Havering Council has met again with Transport for London (TfL) to push for an end date to the Gallows Corner project and continued disruption to residents and businesses.
• Senior representatives from TfL visited the Town Hall earlier this week to provide an update on the flyover project as well as the parallel works taking place by Essex and Suffolk Water (ESW).
• During the meeting – the Council continued to pressure TfL for a firm timeline for the completion of the project and dates for a reopening of the junction. While TfL were unable to provide a programme end date this time – they reassured the Council that they should be able to say more in the next few weeks. They also emphasised that work continues on the flyover in the meantime.
• The Leader will also be attending a meeting with the Deputy Mayor, together with Transport for London, and local MP’s on the 13th October to discuss Gallows Corner.
• Officers also participate in a regular programme of meetings with TfL, Costain, and emergency services. These meetings focus on key topics such as traffic management, enforcement, congestion and network performance, traffic signal optimisation, emergency vehicle access, public service continuity, pedestrian and cyclist wayfinding, and overall programme updates.
• Officers are currently awaiting information from TfL on the new crossing at Straight Road to finalise the consultation response. This information is expected to be issued to officers shortly.
