LOCAL GOVERNMENT REORGANISATION – OXFORDSHIRE UPDATE

The future shape of local government in Oxfordshire remains uncertain following the Government’s decision to pause and review the current Local Government Reorganisation (LGR) process.

In July, the Government announced its preferred model for a new three council structure covering Oxfordshire and West Berkshire. The proposed changes were due to take effect from April 2028 and would replace the existing county, district and city council arrangements.

The proposed structure was:
- Ridgeway Council – covering West Berkshire together with most of South Oxfordshire and the Vale of White Horse.
- Greater Oxford Council – bringing together Oxford City and surrounding areas, including some communities currently within South Oxfordshire.
- Northern Oxfordshire Council – covering much of the areas currently administered by Cherwell and West Oxfordshire District Councils.

For Henley and the surrounding area, the proposals would have represented a substantial change to the way local government is organised. They would also have involved changes to existing council boundaries and the responsibilities of the authorities providing a range of local services.

The Government has now announced that the reorganisation programme is being paused while it reviews the position, following updated legal advice.

It has also indicated that the local elections scheduled for May 2027 will go ahead using the existing council structure and boundaries while the review is undertaken.

At this stage, there is no certainty about what the final arrangements will look like. The previously announced three-council model could proceed, be amended, or be reconsidered as part of the Government’s review.

Henley Town Council will continue to monitor developments and keep residents informed as further details emerge. We recognise that changes to local government structures can have significant implications for how services are delivered and how local communities are represented.

We will provide further updates when there is clearer information about the next steps and what they may mean for Henley and the wider South Oxfordshire area.
