Haigh Parish Council Information Page Haigh Parish Council serves the residents of the civil parish of Haigh in Wigan.

Winter is one of the busiest times for staff and volunteers on our nature reserves.

While much of nature rests, our teams are out in the cold creating hedgerows, managing water levels, clearing overgrown ponds and preparing habitats so wildlife has the best possible chance when spring arrives.

It’s practical, muddy work, and every single pound donated this winter helps make it possible.

If you’re able to give just £1, you’ll be helping us prepare safe, resilient habitats for wildlife across our reserves. Thank you!

Haigh Parish Council Meeting on Monday

A reminder that the next meeting of Haigh Parish Council will take place on Monday 1 December at 7pm at St David’s Parish Rooms (next door to the school)

1. Apologies for Absence - To receive apologies from Councillors.

2. Declarations of Any Interests - Members are reminded of their responsibility to declare an interest in respect of any matters contained or brought up at any point in the meeting, in accordance with the current code of conduct. Council will consider any dispensation requests.

3. Minutes of the Previous Meeting - To formally approve the minutes of the meeting held on 27 October 2025.

4. Matters Introduced by Members of the Public - An opportunity for members of the public to ask questions or make reservations. Typically, this session will be limited to 20 minutes, although this may be extended at the discretion of the Chair.

5. Financial Update
(a) Report from Acting Responsible Financial Officer
(b) Review of banking arrangements and mandates
(c) Payments authorisation since the last meeting

6. Parish Clerk/RFO Recruitment
To receive an update on recruitment following approval of the NALC based job description and person specification.
To receive an update on discussions with Democratic Services, LALC and on any arrangements for a Locum Clerk.

7. Governance Reviews - To review and formally adopt the governance documents deferred from the October meeting (HPC 76/25):
(a) Standing Orders (2025 Edition)
(b) Financial Regulations (2025 Edition)
(c) Code of Conduct (2025 Edition)
(d) Risk Management Schedule
(e) Social Media Policy
(f) Privacy Notice
(g) Information and Data Protection Policy.

8. Protocol Proposal for Councillors and Clerk - To receive an update on preparation of protocols. Google Drive access protocol (HPC 90/25).

9. Planning Matters - To consider planning applications received or decided within the Haigh Parish area.

14. Remembrance Day Wreath Aspull British Legion – To receive an update re arrangements and attendance at the Remembrance service.

15. Poppies Display - To review arrangements for installation and maintenance.

The UK’s new emergency alert system will send a loud siren, message, and vibration to every compatible phone even on silent. Survivors of abuse with hidden phones could be put at risk if the device is discovered.

You can opt out in your phone’s settings to protect your safety:

This looks like a great event ! 🐌

Join us for the launch of ‘Snail on me’, a new site-specific sculpture by internationally acclaimed artist Duk Hee, and the second part of 'Bodies of Water', commissioned by UP Projects.

As part of the launch a Community Collaboration Programme of events has been co-curated by Wigan-based artist and producer Anna FC Smith and a cohort of local Community Ambassadors. They have drawn on their local knowledge to celebrate water, biodiversity, and the power of creative action.

🎭 Highlights of the launch event include:

💧 New artworks by local artists Dustin Lyon and Magpahi

💧 Performances and workshops for all ages by Zephie Begolo, Everything Human Rights Kubatana Dance Group, Groundwork, and The Frog Performer

💧The unveiling of ‘Snail on Me’, a sculptural installation that will provide vital wetland habitats for birds, insects and amphibians, and a conversation between Anne Duk Hee Jordan and UP Projects curators.
