Minutes from the Parish Council meeting held on 2nd July 2024
At New Road Sport & Leisure Centre
IN ATTENDANCE: D. Mills (Chair), N. Light (Vice Chair), K. Barber, S. Bridges, G. Searby, M.
Cox, M. Greenacre, S. Neal, J. Minnis, Kate Ruddock (Parish Clerk) and five members of the
public including Borough Cllr Carpenter.
The meeting commenced at 7.00pm
PUBLIC SECTION
New Road – Cycle Path
A member of the public was present at the meeting to voice concerns at the condition of the cycle
path along New Road in Belton. A mass of chippings has now formed on the path making it very
difficult for both cyclists and people with pushchairs to use. NCC have swept the path once,
however the road itself and gullies need to be swept again before the path is swept again to prevent
the chippings from building up again.
The Chairman replied Borough Cllr Carpenter has an update on this matter which will be reported
during agenda item 5, Borough Councillor reports.
Church Lane, Belton
A member of the public reported he had contacted the Clerk some time ago concerning the
condition of some trees sited on the left hand side next to Church Lane in Belton. It is thought some
of the trees are dead or dying which may pose a potential safety hazard. The Clerk confirmed this
matter had been reported to GY Services at that times.
The member of public reported they would also like to raise the issue about the grass verge along
Church Lane which had recently been cut back by GY Services asking why had this work not been
undertaken during March or later at the end of August/September instead of in June? Cutting back
at this time of year will have a detrimental effect on the local wildlife in the area.
The Chairman confirmed the Parish Council had asked GY Services to cut back the grass verge
after having received some complaints about how overgrown it had become. The vegetation had
grown so long it was posing a potential safety hazard for both cars and cyclists as it was effecting
visibility along the stretch of road.
After some discussion it was agreed for the Clerk to contact GY Services to find out why the verge
had not been cut back earlier in the year, and moving forward to ask what the work schedule is for
this section of road will be, can environmental factors/impact be factored in.
With nor further business the public section was closed and main meeting commenced at 7.12pm

Minutes from the meeting held on 04/06/24 had been circulated to all members prior to the meeting.
With one amendment, to accept the minutes as a true and accurate record proposed Cllr Cox,
seconded Cllr Bridges. All in Favour.

Village Voice Community Fete
The following times were confirmed;

The Chairman added he would sent his presentation onto Parish Councillors.
It was suggested by a member of public, could an information article be entered into an edition of
the Village Voice outlining what Parish Council's responsibilities are, and what falls under the remit
of NCC and GYBC?
5. BOROUGH & COUNTY COUNCILLOR REPORTS
Borough Cllr Carpenter gave the following report:
New Road Cycle Path
The path has been swept once and is due to be sept a second time once the team responsible to do so
has completed their jon in South Norfolk. A request will be made to have the road swept first in
discussed earlier in the meeting during the public section.
The Green - Rectory Corner
The request to have a small gravelled or hard core footpath to be installed on the small green
outside the Rectory on Station Road has been submitted to NCC Highways.
However due to the Highways Engineer no longer being in post, the matter will have to be chased
up with the new officer once they have been appointed.
Cllr Cox added it is understood that there used to be a road under this section of the green, therefore
contractors would just need to dig down far enough to reach the old surface.
Marsh Lane Event
Cllr Carpenter reported no application had been received by the Licensing Dept for any event to be
held this year.
Stepshort Dip
Flooding on this section of road has been reported to NCC Highways who have confirmed they will
be looking into this issue.

It was agreed for the Clerk to find out what the charge would be to finish the current electricity
contract early. As it may more cost effective to pay any penalty and enter into a new contract early
than to wait for the exiting contract to finish at the end of December.
7. .GOV.UK
The Clerk reported Nalc has now changed the Parish Council website from the old site to the new gov.uk site. The new .gov.uk email addresses for the Clerk and Councillors have also now been set
up.
8. HORNSEA 3 COMMUNITY FUND
The Clerk reported she has completed a number of sections of the solar panel grant funding
application. It is hoped the application will be finished and submitted during the summer before the
September Parish Council meeting, subject to any additional information being needed.
9. NEW ROAD SPORT & LEISURE CENTRE
Cllr Light made the following report:

Both Belton FC and Bohemians FC have signed new 5 year contracts.
Car Boot planning application
The Chairman reported the planning officer at GYBC have advised the Parish Council will need to
employ a professional to produce the map required to complete the application as it must be
accurate and to scale, all maps previously submitted were not accurate enough.

4. MATTERS ARISING
Cul De Sac- Behind Tescos Bell Lane
The Clerk reported the Environmental Ranger at GYBC had been contacted with details concerning
the hedge being cut back and car being parked on the piece of land. The Ranger confirmed he had
forwarded this onto the Highways Engineer as it is thought the land is owned by NCC.
5. BOROUGH & COUNTY COUNCILLOR REPORTS
Borough Cllr Carpenter update on the following items:
Field – next to New Road Centre
The Environment Agency are aware of the rubbish on the land next to New Road Centre and may
be looking at taking enforcement action.
Browston Hall Planning Application
An email has been received from Planning confirming if the Browston Hall application is
recommended to be approved the application will then definitely then go to the Development
Control Committee.
Marsh Lane Summer Event
The Licensing Dept at GYBC have confirmed they have not received an application for a license for
any event to be held this summer, the deadline to submit an application would be the 26th June.
Stepshort Water Leak
Cllr Greenacre reported there is a water leak on the road at Stepshort which needs to be investigated
to find out what is causing it. If it is due to the water table, the road may need to be built up again.

6. VILLAGE MAINTENANCE
Rectory Corner
Cllr Cox reported he had been approached by a parishioner asking if the Parish Council would
consider approaching NCC to ask for a gravel / hard core footpath to be installed on the small green
outside the Rectory on Station Road South/ junction of Beccles Road? The grassed area is used by
many people especially dog walkers who use the rubbish bin to dispose of dog waste. There is a
very muddy path that has been cut out on the grass and the proposer has witnessed several people
slip on the mud in this area, therefore could be considered a health and safety risk
Borough Cllr Carpenter stated he would send the request to the Highways Engineer to find out if
this would be possible.
Cllr Greenacre added if agreed the project could possibly be funded through the NCC Parish
Partnership Scheme.

Notice Boards
The clerk reported she had obtained a quotation from Horizon to replace the two notice boards on
the wall at Bell Lane. The price being £338.30 per board, size being 6x A4 portrait.
Taking into consideration that one board is still able to be used it was suggested to wait to purchase
the new boards in next the next financial year to enable the budget for them to be included within
next years precept.
This was agreed by all members.

8. VILLAGE VOICE COMMUNITY FETE
The Clerk reported it had been suggested the three Parish Councils could share one table at the
event. The Chairman has proposed he would be able to put together a presentation that members of
the public can then read through which would out line basic responsibilities of a Parish Council,
what they can and can't do.
It was generally agreed it would be good to have Parish Councillors attend the event which is being
held at Moorlands School on Saturday 20th July, from 10am to 6pm. The Clerk along with Cllrs
Riseborough, Mills, Cox, Neal and Barber confirmed they would be able to attend. The Clerk
suggested putting together a rota with Councillors from Fritton with St Olaves and Burgh Castle
Parish Councils.
9. HORNSEA 3 COMMUNITY FUND
Cllr Light reported the following quotations had been obtained with one more to come in due
course. Taking into account that the first PNG quotation allowed for nearly double battery capacity
for the system, it was generally agreed this would be the preferred quotation.

PNG - £13,106.48 inc vat
Alpha - £25,188.11 inc vat
It was therefore agreed to proceed with the grant funding application based on the information
provided from the PNG quotation of £24,118.80. It was also agreed if the application is successful,
the Parish Council would finance the required 20% match funding which equates to £4823.

The Chairman stated there were no mew items to report at the current time, therefore this item was
deferred until the next meeting.

Management Meeting

1. APOLOGIES FOR ABSENCE
Apologies for absence had been received from Nathan Brown and Craig Belton FC representatives.
2. MINUTES
The minutes from the meeting held on 20-06-23 had been circulated to all members prior to the
meeting. To accept as a true and accurate record proposed Cllr Barber, seconded Mrs Greenacre.
All in Favour.
3. MATTERS ARISING
Car Boot
It was reported GYBC had received further objections from Sports England for the change of use
planning application. Cllr Light has now updated the car boot layout so none of the football pitches
would be effected. All stalls will now be located within the over spill car park and all visitor cars
would be parked in the original car park, a map showing this has been sent to the Planning Officer
at GYBC. Cllr Light added no volunteers have as yet come forward to run the car boot this year.
However it was agreed if permission is granted it would then allow any person/group to run a car
boot in the future.
4. ADVERTISING BOARDS
Mr Bues and the Clerk confirmed Bohemian's FC had paid the Parish Council the agreed amount
for all of their advertising boards currently in place.
Prior to the meeting the Clerk had circulated to all members an email from Belton FC concerning
the advertising boards which was then discussed by all members.
The Chairman stated he felt it would be unfair to the Bohemians FC if Belton FC did not pay the
Parish Council for their boards that they have on their fence. Cllr Greenacre added Belton FC
installed their boards on the fence they paid for and installed themselves, whereas Bohemians FC
installed theirs on the fence paid for and put up by the Parish Council.
Cllr Light proposed Belton FC should pay for their advertising boards the same as Bohemians FC.
Cllr Barber stated taking into account both clubs football contracts are due to be renewed later this
year and that hire charges are likely to increase, Cllr Barber proposed not to charge either club from
this point onwards for installing any new advertising boards. Seconded Cllr Mills. All in Favour.
Cllr Light added the caveat that all new boards must be the same size as those already in place, and
that the Parish Council will direct both clubs where any new boards can be sited.
5. HEATING SYSTEM:
The Chairman reported the new heating system is now up and running. It was agreed the managers
from both football clubs will be shown how to operate the thermostat, however they must remember
to turn the system onto the defrost setting before leaving the building as if it is left on the club will
be charged.
6. BOHEMIAN FC ITEMS:
General Maintenance - Changing room hallways
It was agreed that all items which are being stored in the changing rooms corridor must be removed
to prevent possible accidents. Changing rooms are also to be left empty.
Dogs on site, bins and signage
Mr Symonds reported some dogs have been brought on site during football matches by spectators
but this has not caused any problems so far as they have been on lead.
It was agreed the old “no dogs” signage needs to be replaced with “dogs on lead” signage, and the
ordinary black bins can be used for dog waste.
CCTV camera access
The Chairman reported the Parish Council have approved a new CCTV policy, all committee
members were provided with a copy of the policy.
Belton FC
Mr Symonds stated this item had been added to the agenda to have a chat with Belton FC
concerning their thoughts on the next season. However due to no representatives being present at
the meeting this item could not be discussed.
Bohemians FC Tournament
Mr Bues reported the 2024 tournament will be held over two days this year on the 6th and 7th July.
The chairman added last years event went very well and was well organised by the club. Mr Bues
added the club decided to hold the event slightly earlier this year before the main summer starts.
Cllrs Mills and Light stated they would both assist with car parking duties during this years event.
3G Pitch
Mr Bues added looking forward it is very possible the site may be able to obtain grant funding from
the Football Foundation to have a 3G pitch installed at New Road. If the Parish Council agreed to
look into this option and funding is obtained it would mean the pitch could then be used for not only
football but also for a number of other sports. It was generally agreed by most members that a 3G
pitch would be a great asset for the local community and it would also generate much needed
revenue for New Road. The Chairman added more information would be needed on future running
costs and maintenance costs of a 3G pitch.
Car park
It was agreed by all members that both Parish Council Caretakers need to fill in all pot holes in both
the main and overspill car parks using the existing rubble.
Toilet Block
Mr Symonds and Mr Bues confirmed Bohemian FC would help to keep the toilet block clean and
tidy. Cllrs Light, Mills and Greenacre inspected the toilet block prior to the meeting and it was
agreed some work is needed to bring it up to an acceptable standard. Most toilets were dirty, there
was a broken seat in one of the cubicles which needs replacing and lino needs replacing as is a trip
hazard. The front door into the ladies needs shaving as the toilet block has now slightly sunken into
the ground and there is a small leak in the roof that needs repairing.
Cllr Light confirmed he will shave the front door if one of the caretakers assists him, and it was
agreed to ask the caretaker to repair the leak on the roof in the same way this has previously been
done.
Bohemians sign above seat
The Chairman reported the sign that had been removed some time ago from the side of the building
was Football Foundation signage which was in a bad state of repair. The Foundation had been
contacted but had replied stating they would not fund any new signage for the site.
Bohemians Container, seating area for tea hut
It was agreed to permit Bohemian's FC permission to install a small seating area next to their
container for spectators to sit and drink their teas and coffees.
Mr Bues reported the new tea hut which is moving from the wooden hut to inside the clubs
container is nearly finished. The Chairman added the seating area would be ok so long as it stays
within the tree line and therefore no area of the field will be lost.
Belton FC Items:
- It was agreed to purchase a new combination lock for the gate at the top end of the field and new
brooms for cleaning.
- As previously discussed the door to the female outside toilet will be shaved.
- It was agreed it may be best to replace the hand towel dispensers with hand dyers to resolve the
issue of towels being put down the toilets.
- The issue concerning pricing was discussed and will be looked into further when the new football
contracts are worked on. As a gesture of good will which was agreed earlier in the meeting, neither
club will have to pay a portion of the income they receive from their advertising boards to the
Parish Council.
Grass Cutting
It was agreed the Caretakers will be asked to cut all the pitches within the next one/two weeks.
Contract Format
Mr Symonds asked would the Parish Council consider an annual fixed price contact rather than the
current breakdown when working on the next contract?
Mr Symonds added Bohemian's FC would be happy to take on the whole field next season
including all pitches if the opportunity becomes available. The club already has a number of teams
playing and training at one of the local schools.

Minutes from the Parish Council meeting held on 7th May 2024
at New Road Sport & Leisure Centre
IN ATTENDANCE
Parish Councillors D. Mills (Chairman), N. Light (Vice Chair), M. Greenacre, K. Barber, J.
Riseborough, G. Searby, C. Gay, S. Neal, J. Minnis, M. Cox, K. Ruddock (Parish Clerk) and
five members of the public.
The meeting commenced at 7.00pm
1. ELECTION OF CHAIRMAN
Cllr Greenacre Proposed Cllr Mills as Chairman, Seconded Cllr Riseborough . All in
Favour. Cllr Mills confirmed he would be willing to accept the position, acceptance of office
form was duly signed.
2. ELECTION OF VICE CHAIR
Cllr Greenacre Proposed Cllr Light as Vice Chairman, Seconded Cllr Minnis. All in Favour.
Cllr Light confirmed he would be willing to accept the position, the acceptance of office form
was duly signed.
3. APOLOGIES FOR ABSENCE
Apologies for absence had been received from Cllr Bridges and Borough Cllr Carpenter. To
accept the apologies proposed Cllr Greenacre, seconded Cllr Searby. All in Favour.
PUBLIC SECTION
• Members of the public were present at the meeting to report a number of issues
relating to an area of land near to the cul de sac behind Tesco's on Bell Lane. It was
reported one of the residents in the area has made it clear they would like to take
ownership of the strip of land in question.
They have recently cut the hedgerow right back and now park their car on it at right
angles to their drive. They have also parked a broken down trailer on the land which
is now full of rubbish. The resident has been spoken to however the matter remains
unresolved.
It was agreed for the Clerk to report the issue in the first instance to the
Environmental Ranger at GYBC to ask for advise on how to proceed to help to
resolve the issue.
• Mr Myers was present at the meeting to give a brief report on behalf of the Village
Voice Committee. During the report details were given concerning the forthcoming
Community Fete which is being held at Moorlands School on Saturday 20th July. Mr
Myers stated the Village Voice would like to invite all three parish councils to have a
table at the event (at no cost) to showcase what parish councils do. The Village Voice
is the main sponsor of the event but are also in the process of obtaining further
sponsorship from local businesses to help fund the event. Therefore the committee
would the like to ask if the Parish Council would consider donating £50 to go towards
funding the event? Lastly the Committee would like to know if they could borrow
some tables and chairs from New Road Centre to be used during the event?
It was agreed the chairs and tables can be borrowed for the event and the donation request
will be discussed later in the meeting during agenda item 12, administration and financial
matters.
With no further business the main meeting resumed at 7.14pm.

4. FINANCIAL & BANK MANDATE
The Parish Clerk – Mrs K. Ruddock was confirmed as the Responsible Financial Officer.
Mr Dennis Cooper was confirmed as Internal Auditor.
PKF Littlejohn LLP were confirmed as External Auditors.
Cllr Greenacre was confirmed as the Internal Control Officer.
Council Signatories with online access were confirmed as Cllr Mills, Cllr Bridges and Cllr
Riseborough, with Cllr Cox to be added as the forth signatory in due course.
Proposed en bloc Cllr Searby, seconded Cllr Gay. All in Favour.
5. CONFIRMATION OF WORKING PARTIES
The following working parties were confirmed:
New Road Management – Cllrs Mills, Light, Greenacre, Barber, Neal

Finance – Mills, Light, Greenacre, Riseborough, Cox

To approve the above positions proposed Cllr Searby, seconded Cllr Light. All in Favour.
6. STANDING ORDERS/FINANCIAL REGULATIONS
It was agreed to adopt the Standing Orders and Finance Regulations amended in 2020.
Proposed Cllr Riseborough, seconded Cllr Neal. All in Favour.
7. DECLARATIONS OF INTEREST
Burgh Castle Parish Council – Cllr Greenacre.
Please note all Parish Councillors are also Trustees for the Poor's Allotment and Bell Lane
Charity.
8. MINUTES FROM LAST MEETING
Minutes from the meeting held on 02/04/24 had been circulated to all members prior to the
meeting. To accept the minutes as a true and accurate record proposed Cllr Cox, seconded
Cllr Riseborough. All in Favour.
9. MATTERS ARISING
There were no matter arising.
10. BOROUGH & COUNTY COUNCILLOR REPORTS
The Chairman reported on behalf of Borough Cllr Carpenter that GYBC have confirmed they
will be sweeping the chippings off the New Road cycle path shortly.
11. VILLAGE MAINTENANCE
Belton Allotments
Cllrs Riseborough and Barber reported they had taken a look at the section of vegetation that
had been cut back by a property owner that backs onto the allotments. Rather than an
established hedgerow it looks more like brambles/shrubs have been cleared that were
possibly growing over the property owners fence. The Clerk confirmed she had asked the
Enforcement Officer for advise concerning the clearance but has not as yet had a reply.
Cllr Riseborough reported two untidy plots have been identified, the allotment holders will be
written to once the plot numbers have been confirmed. An allotment holder has also raised
concerns about how heavily the hedge between the Churchyard and the allotments has been
cut back by the Community Payback Scheme. One holder has now installed his own fencing
as they are concerned people may now start to walk into the allotments from the Churchyard.

Cllr Greenacre confirmed she would take a look and speak to Revd Bunn about the works.

– It was agreed by all members to donate £50 to the Village Voice which will go
toawrds funding the Community Fete. Proposed Cllr Mills, seconded Cllr
Riseborough. All in Favour.
– The Chairman reported he had been contacted by a member of public to ask would the
Parish Council pay for a new Christmas tree costing approximately £125 which will
be situated in the usually location near to the shops on Bell Lane. Cllr Greenacre
proposed to purchase the tree, seconded Cllr Minnis. All in Favour.
– The Clerk added the Parish Council insurance policy is in the second of the current
three year term which is why no other quotations had been obtained this year.

13. .GOV.UK WEBSITE & EMAIL ADDRESSES & MICROSOFT 365 FOR
BUSINESS
The Clerk reported she had received the following updated information from Nalc on the .gov
website and email addresses:
As an existing Norfolk Parishes customer we would not charge any additional admin fee for
the gov.uk service, we’d just move your website over to the new system. You should still
need to pay the registration fee for the domain name itself, this is owned by the Council but
we do all the admin work. The registration fee is currently £112 + VAT for two years. The
current funding we have secured from government runs to the end of June 2024, so assuming
the Council pays and completes the paperwork in time you’d qualify for that, hence the
registration fee then effectively becomes £12 + VAT for two years.
Going forward (at current rates) you’d continue to pay us £70 per year admin fee, then £112+
VAT registration fee every year. However, the government are looking at making renewals
cheaper so it is very likely they will be less when the time comes. Your website will be
moved to a new host, but remains on Wordpress (though a slightly newer version) so it is
99% the same for you to use as the current site. Once registered we’ll move your website
(and place a message with new link on the old one) and create your email accounts. We’ll
then send you the login details and instructions. This process typically takes 4-5 weeks to
complete.
The Clerk reported the County Officer has also added it would be beneficial to the Parish
Council to purchase Microsoft 365 for business which would cost £8.60 per month. Not only
will the above system work best using this, but all the Parish Council documents will be
backed up on the cloud offering greater security for all files. The Clerk will also be able to
produce documents using Microsoft word instead of open office.
After some discussion Cllr Cox proposed to proceed with purchasing the Microsoft 365 for
business the .gov website and email addresses through Nalc, seconded Cllr Gay. All in
Favour.
14. 2023/24 YEAR END ACCOUNTS
The Clerk had circulated to all members prior to the meeting a copy of the
income/expenditure sheet, bank reconciliation, budget to spend report and updated reserves
sheet. To accept all reports proposed Cllr Riseborough, seconded Cllr Mills. All in Favour.

15. INTERNAL AUDIT REPORT
The Clerk read through the Internal Audit report produced by Mr D. Cooper. The audit rating
for the year 2023/24 was very good with all financial affairs and general controls in place and
operating efficiently. There were no recommendations for the following year. Please note a
copy of the report is appended to and does form part of the minutes.
16. APPROVAL OF ANNUAL RETURN
The Clerk read through the annual governance statements and accounting statements on the
annual return. Each statement was duly answered yes by all members and approved. To
propose approval for both the accounting statements and the governance statements en bloc,
proposed Cllr Mills, seconded Cllr Cox. All in Favour.
The Clerk confirmed the exercise of elector's rights commences on the 3rd June and finishes
on the 12th July, the notice displaying this information will be displayed on the Councils
notice board from the 31st May 2024.
17. SOCIAL MEDIA POLICY
Prior to the meeting the clerk had circulated the amended draft social media policy to all
members. To approve the draft proposed Cllr Light, seconded Cllr Gay. All in Favour.

18. PLANNING

It was agreed by all members to submit no objections subject to neighbours comments for the
above application.

It was agreed by all members to submit no objections subject to neighbours comments for the
above application.
Land Off Marsh Lane, Belton
Prior to the meeting the Clerk had circulated to all members information she had received
from the Wild Duck voicing concerns about a three day event which is due to be held in the
summer on a piece of land off Marsh Lane in Belton. The main concerns being the amount of
noise which may be generated during the event, and also vehicular access to the site. After
some discussion it was agreed to ask Borough Cllr Carpenter to find out if GYBC had issued
a license for this years event, and to find out if any complaints had been made to the Police or
GYBC in connection to the one day event which had been held the previous year.
