Your Labour Led Gravesham Borough Council are not only enforcing against unlicensed HMO's but also looking to bring in so called Article Four directions to ensure that HMO's need planning permission rather than just being permitted developments. This process started in October 2025 and the council teams are working through the legal processes now.
Unlicensed HMOs will not be tolerated in Gravesham.
Our Private Sector Housing team has taken action against a landlord operating an unlicensed House in Multiple Occupation (HMO) in Cross Lane East.
Following an inspection on 10 April 2026, officers found five unrelated people living at the property and identified multiple breaches of the Management of Houses in Multiple Occupation (England) Regulations 2006, mainly relating to fire safety.
The landlord was initially fined £10,000. Following representations, they accepted liability and paid the reduced amount of £7,500 within 28 days.
Everyone deserves to live in a safe and properly managed home. We will continue to take action where landlords fail to meet their responsibilities.
