📢 Code of Conduct Outcome – Leicestershire County Council

A recent Member Conduct Panel decision has been published regarding Cllr C. Whitford, relating to a complaint under the Council’s Code of Conduct.

At the time of the incident, Cllr Whitford was a Reform UK councillor and serving as a Cabinet Member. Cllr Whitford has since defected to Restore Britain.

The case was considered under the Council’s formal standards process, which sets out expectations that councillors must act with integrity, respect, accountability, and professionalism when carrying out their duties.

The Code of Conduct exists to ensure high standards of behaviour in public office and to maintain trust between councillors, officers, and residents.

🚔 Enough is enough.
Leicestershire taxpayers pay for POLICE OFFICERS, not outsourced security guards with no powers of arrest.

Rupert Matthews wants to spend £2 MILLION of your money on private security instead of putting more real officers on our streets.

We need more police patrols, faster response times and safer communities, not expensive window dressing.

🛣️ £2.5m for road repairs
⬇️ £2.5m to reduce debt
👉 £2m towards delivering real savings

We're pleased to see the current administration delivering on key priorities we set out in last year’s budget.

A £7m underspend from that budget, which is now being redirected into these important areas.

Good governance means planning ahead and ensuring public money is used effectively — exactly what we focused on when we set these allocations.

We will continue to hold the council to account, and we do support measures that fix roads, reduce debt, and deliver savings for residents.

This is taxpayers’ money being put to work.

A review of last year’s budget has shown a £7m underspend, with this money being redirected into priority areas.

🚨 Liberal Democrats in bed with Reform

❌️ At today’s annual council meeting, the Lib Dems agreed a deal to abstain on all the big votes.

✔️ Let’s be clear: abstaining isn’t neutrality — it’s supporting Reform by default.

🙄 In return for rolling over and helping Reform, they’ve been handed scrutiny chairmanships and the Vice Chairmanship of the Council.

🏆 A nice little reward for becoming Reform’s mouthpiece 🗣

❌️ Liberal Democrat voters didn’t put their cross in the box for this.

They voted for them to stand up for local residents, fight for what’s right, and hold power to account — not to prop up Nigel Farage's Reform UK in exchange for titles and positions.

This isn’t opposition. This is surrender dressed up as pragmatism.

Lib Dem councillors: you’ve betrayed the trust of the people who voted for you.

🚨 Huge Risk to Leicestershire Taxpayers – Reform’s £60m ‘Payday Loan’ Gamble.

Reform UK’s so-called “groundbreaking” savings plan is nothing more than a high-stakes gamble with your money.

💷 They plan to spend up to £28m of taxpayers’ cash upfront — including £22m+ on consultants and “strategic partners” — to maybe deliver £60m in savings by 2030.

Many Conservative councillors have rightly called it out:

“It’s like taking out a payday loan — but using the taxpayer as the credit card.” — Cllr Phil King

“A massive gamble” — Cllr Craig Smith

With local government reorganisation on the horizon, no one knows if these plans will even survive or if new councils will scrap them. Yet Reform insists there’s “no risk.”

Sound familiar?

Big promises, big spending upfront, uncertain future savings — all while services are under pressure.
Leicestershire deserves sound financial management, not risky experiments with public money.

We’ll continue holding them to account and fighting for prudent, deliverable savings that actually protect taxpayers and frontline services.

Councillors accused Reform leaders of 'gambling' with taxpayer money

Leave the ECHR and repeal the Human Rights Act to secure Britain’s borders.

Scrap green levies and ideological net zero targets to deliver cheaper energy.

Hire 10,000 more police and increase stop and search to make our streets safe.

Restore the two child benefit cap, and face-to-face PIP assessments to get Britain working.

Increase defence spending by £50 billion, using savings made to the welfare budget to defend our country.

Scrap the 3% interest added to Plan 2 student loans and get under 16s off social media to help young people.

That’s what the Conservatives under Kemi Badenoch's leadership would do.
