This Thursday (29th Sept) at the Special Meeting for the Strategy and Resources Committee, there is a real risk that Epsom and Ewell Borough Council will block the efforts of the Friends of Horton Cemetery to reclaim Horton Cemetery for the public and the relatives of the 9000 patients buried there. This is because a Council officer is advising Councillors that the site is "amenity woodland" and should be valued as such at £250,000. We say this advice is very mistaken.
A Cemetery is a cemetery for all time unless an Act of Parliament permits its development. The organisation have had expert valuations that make a Compulsory Purchase Order affordable in the region of £1000 to £25,000. The property speculator who acquired it from the NHS in 1983 will not negotiate. Hence compulsion via the Council is necessary.
