Founded in 1983, ERA keeps a watching eye on pressing local issues such as the ‘Gateway West’ development in Station Road North and the Whitehall Farm gravel-raising proposals as well as the general maintenance of the town. ERA is also proactive in its involvement with community events including Magna Carta Day, the Egham Royal Show, the Community Fair, our annual coach trip and other local events and activities. The association has approximately 400 members, all of whom live locally in Egham. For the last 35 years and more ERA has been continuously focussed on preserving and and improving the facilities in Egham Town and championing the interests of its residents. The ERA committee ( of approximately 12 members) meets regularly with the town’s Independent Runnymede councillors, leaders of the Englefield Green Village Residents’ Association (EGVRA) and representatives of Royal Holloway College. We are always looking for more committee volunteers to help us expand and develop the activities we are currently involved in. We would love to welcome new committee members of all ages. Some interesting clarification on Section 24. Essentially this gives the newly elected West Surrey (Shadow) Council some say in financial decisions made by the Borough and County Council during the next year - so they don't inherit even worse debt than currently expected.

What is Section 24 and why does it matter?

Section 24 is a statutory direction set by central government to help all Surrey councils make major financial decisions during local government reorganisation.

Under Section 24, most councils cannot make big financial decisions on their own and must seek approval from the Shadow Authorities, elected in May 2026.

This will help the new councils start in the strongest financial position possible on 1 April 2027.

Shadow Authorities have also agreed to give ‘General Consent’. This allows councils to continue with normal service provision and approved projects from their 2026/27 budgets, so you can access services without interruption.

Section 24 comes into force later this summer. It does not apply to Woking Borough Council and Spelthorne Borough Council as there are already existing commissioning arrangements for best value.

Important to understand which Councillors you need to talk to.

In spite of the recent election, for the next year, you should continue to to talk to your RBC Councillors for Runnymede Borough Council issues - Cllr Isabel Mullens, Cllr Geeta Moudgil and Cllr Sam Jenkins for Egham Ward, Cllr Robert King, and Cllr Ricky Milstead, and Cllr Rhys Davies for Egham Hythe. For Surrey County Council issues - Councillors Cllr Robert King, and Cllr Marisa Heath

For the next year, the new Councillors - Cllr Isabel Mullens and Cllr George Gladstone-New are who you need to talk to about issues related only to the new West Surrey Council.

What’s next for the new East and West Surrey councillors?

The newly elected councillors are not yet responsible for running council services. Their sole focus is preparing the new East and West councils to take over on 1 April 2027.

This is an essential task to make sure that services continue without disruption during the transition. To reflect this, the newly elected councillors will be called 'shadow councillors' for the next year.

Shadow councillors will become full councillors and take on responsibility for all local services from 1 April 2027.

What happens to my existing councillors?

Your existing county, district and borough councillors remain responsible for all council services until 1 April 2027. They will still be your contact for any questions you have about council services.

Who should I contact?

If your enquiry is about a day to day council service, or if you need help with a service issue, you should continue to contact your existing county, district or borough council or councillor, just as you do now. You can find their details on your local council’s website.

If your question is about local government reorganisation, or about how the new East and West Surrey councils are being set up, you can contact your shadow councillor(s). You will soon be able to find their details on the Future Surrey website.

Congratulations to Isabel Mullens and George Gladstone-New on their success in West Surrey's Egham Ward. The other ERA candidate, Gren Elliot came 3rd, close but not close enough to also get elected.

Please people, give Isabel and George the support they will need to make a success of things and serve Egham Residents' interests in the new Council.

A big thank-you to everyone who voted. This was a much larger turnout than is usual for local elections. ERA are hugely grateful to those who voted for Isabel Mullens and Gren Elliot and to the many people who helped the campaign in other ways, Our chair, W***y Burgess who was their agent. Those who did canvassing, leafletting, hosting signs, having leaflets in your windows, engaging with posts on Facebook and persuading others that they were worth their votes. Without that, we would not have been able to keep the Independent flame alive and that is something we believe is truly precious.
