Cabinet councillors last night (Wednesday, June 10) approved a new policy to strengthen how Eastbourne Borough Council protects tenants and raises standards in the private rented sector.

The Private Sector Housing Enforcement Policy brings the council’s approach fully in line with the Renters’ Rights Act 2025, which introduces major changes to renting, including new duties on councils to take firm action where landlords fail to meet their legal responsibilities.

The new approach sets out a clear framework for enforcement, giving the council stronger powers to intervene early where serious breaches are identified, while continuing to support responsible landlords who comply with the law.

Councillor Peter Diplock, Cabinet Member for Housing and Homelessness, said: “This policy is about getting the balance right. Our priority is to protect tenants and drive up standards, while being open and fair with landlords about what is expected of them.”

Key changes include:

- A strengthened council approach to enforcement where landlord legislation is breached.

- Clearer guidance on when formal action will be taken, including for serious or repeat offences.

- Prioritising tenant safety and housing standards.

- A robust framework of civil penalties – these are financial penalties the council can issue to landlords who break housing law, as an alternative to prosecution, with all income reinvested in improving housing standards.

The policy also provides clarity for landlords, tenants and letting agents about what is expected and how enforcement decisions are made, helping to ensure consistency in the way the council regulates the private rented sector.

Councillor Diplock added: “The Renters’ Rights Act gives councils stronger duties to act, and this policy ensures we are ready to use those powers proportionately and transparently to keep residents safe and living in well-maintained homes. We will be sharing further updates over the coming months to ensure tenants and landlords alike understand what this policy means in practice.”

With the World Cup starting today, we wanted to wish Good Luck all to licensed premises in Eastbourne, which we hope will be a very busy period for you all!

New rules mean some licensed premises can stay open later during key World Cup matches.

This applies to:
⚽ Premises with a licence or club premises certificate
⚽ Licensed to sell alcohol for consumption on-site
⚽ Already permitted to sell alcohol until at least 11pm on matchdays

Extended hours (if England or Scotland reach knockout stages):
🕐 Until 1am (kick-off at or before 9pm)
🕑 Until 2am (kick-off between 9pm and 10pm)

Important to know:
🚩 This is not applicable to off-licences or takeaway-only alcohol sales
🚩 Matches kicking off after 10pm are not covered
🚩 Extensions apply to alcohol sales only (not entertainment)

You’ll need a Temporary Event Notice (TEN) if your premises isn’t licensed until 11pm, or if the match falls outside the permitted timings (including some scenarios for the final).

📸 Step back in time and discover the magic of film photography with TechResort!

Join TechResort at their new base in Eastbourne Town Hall for a hands-on photography workshop using vintage box film cameras from the last century.

Over two sessions, you’ll learn how to:

🎞️ Load and operate an analogue 120 film camera
📷 Take your own roll of photographs
🏷️ Unload and label exposed film ready for developing
🧪 Learn about film development and scanning processes

This workshop is suitable for young people aged 14–18 and attendance at both sessions is essential.

📅 Workshop Dates:
• Session 1 -Monday 4 August
• Session 2 - Monday 11 August
• Session 1 - Monday 19 August
• Session 2 - Monday 26 August

🎟️ FREE to attend (donations are welcome to help keep sessions accessible to everyone)

It's National Licensing Week!

Festivals, venues, events and attractions play a vital role in communities across the UK, and the sector relies on licensing to operate.

We are inviting residents to comment on a new draft Enforcement Policy covering Environmental Health and Licensing, which will help guide how we protect public health, safety and the environment while supporting legitimate businesses.

You can submit comments until Monday 22 June 2026 (5pm). Your feedback will help ensure the policy is clear, fair and practical.
