Alan Goggin Essex County Councillor - Established 1947 Alan is the current ECC Conservative County Councillor for St. Osyth, Thorrington, Alresford, Great Bentley, and Brightlingsea. First elected 2014.

Previously Town Councillor at Brightlingsea Council [10rs] and Tendring District Council [8 yrs] Conservative Party Councillor at Essex County Council. In addition to the basic County Councillor duties, I also have a variety of other pleasurable roles for my residents. These include being the Deputy for the Portfolio holder for Education & special skills, sitting on the local highways panel, the K

ent & Essex Inshore Fisheries Conservation Authority, the ECC pension Strategy Board, and the ECC Pension Steering Ctte., the District Youth Partnership, as well as Chairing the Early Years Funding Panel.

Road works on Brightlingsea Road, B1029 for 15 to 17 April 2026.

There has been much social media speculation and some confusion about the above road works. I wanted to double check the facts as I had them.
Within the licence there are strict conditions. They have been there since the original Licence was granted many weeks ago.
These conditions are shown on the web site.
To be specific they are:-
Activities to take place between 09.30 AM & 14.30 PM.
All traffic management to be removed by 14.30,
Smart lights to be deployed on site.
Traffic not to stack back past property Quenby or Westerlings in the opposite direction.
There is to be no footway closure.
I am told that an ECC inspector will be on site early hours to make sure that the conditions are operative.
There will be inevitable delays whatever happens, so please allow some extra time for your journey.
Also please drive carefully. Be safe. The last thing anybody wants is an accident, or an injury to one of the workers.

While I was on the site, I double checked some works from Openreach for reference EC30096314896 on 21/22 April. I am told that these have the same conditions.

Hopefully there will be no "unknowns" or even unknown, unknowns, to force any last minute changes. At least the weather forecast looks okay!
Both Brightlingsea and Thorrington Councils are aware of these details. Hopefully the "stop/go" signs will not be needed.

B1029. Church Road. The worsening pot hole on the hill has been upgraded to Emergancy following the motor accident. It appears to have been reported as a standard item on March 9. The reference number is 4029031.

The emergency upgrade has an expectation of 2/3 hours call out time, depending on where other vehicle’s are already working. This will create a traffic problem as residents return home.

Apologies for this. The team may operate some form of stop/go sign system. Even the easiest quick fix will take some time and will definitely cause disruption during rush hour.

The engineers attending will decide which immediate and longer term action is best suited. I have been promised an update. Sadly there is no repairing option that will not cause chaos. Please be careful and plan for extra term.

This is a terrible time for potholes. Please be extra careful.

A quick update on the Movaroms Farm issue regarding lorries.I have taken a phone call from a resident who mentioned sand on the road.

I doublechecked with the town council and they have had just one phone call notification from a town councillor.

The Town Clerk had already contacted SRC on their website.

I telephoned the company and spoke to their operations director (thank you, JB).

They appeared not to have had any contact. The operations director checked and this is a particularly busy week for them, and as a direct consequence, they operate two sweepers throughout most of the day.

The early morning sweeper is their own SRC vehicle. This operates between 8 o’clock and 1 o’clock.

In the afternoon they have a separate contractor from Millstar who operate between 1 o’clock and 5 o’clock.

I double checked them to make sure that the wheel wash was working.

He understood the residents concerns and immediately instigated a further sweep of Church Road, but this time going right the way up to the Thorrington roundabout.

I further checked on social media and there are several comments but none appear to have been contacted to SRC.

Then operations director promised that they would continue their vigilance. he apologised for any inconveniences.

If there are any more details please contact the Town Hall or myself and we can register complaints.

A quick reminder that I’m holding my regular bi-monthly residents clinic tomorrow (Tuesday) afternoon. Brightlingsea Library in New Street. Normal 3.30 to 5.30. All welcome. This is probably the last but one date, before the elections in May. No appointments needed.

A busy morning.
A couple of site visits to see the six hedgehog signs installed in the Town, plus a couple of new posts at the three crossings agreed.
To motorists it’s also a good reminder to lower your speed generally, as these crossings are busy with pedestrians too.

I am told that the collective name for a group of hedgehogs is “a pickle” and hopefully as they stir from their hibernation they will cross safely.

It’s a unique 3-way system with nothing like it in Essex.
Also good to see some more repairs at Queen Street.
Yes there’s still more to do everywhere and many are working to use a winter specific fund.

What a shocking morning. Apologies to all caught up in the traffic congestion going back to AUTOSMITH at least.

There has been a big mistake regarding start and finish times.
I attended on site with the electricity company, their works team, the traffic light company and some residents.

The licence has now been changed to include the following:
The site is planned to be cleared with no working traffic light from 14.30 hours today. # # # #

The site will open again tomorrow (Thursday) with lights operating from 09.30 hrs. This will continue until 15..30 when the lights will cease and works will stop.

Based on progress today they may finish completely tonight. However the licence allows to continue on Friday under the same terms. Ie not starting till 09.30 and finishing before 15.30.

That is not great or perfect but it is designed to avoid todays chaos. Once again sorry for anyone who missed an appointment or connections.

I will recommend adding some time to the start of your journey time. If possible 20/30 minutes?

This evening I attended the TDC Planning Policy, and Local Plan Committee at Clacton Town Hall.

I was there as a member of the public. Not a huge attendance but all part of the consultation process.
The paperwork was 1,358 pages. Brightlingsea Council had already had a briefing in the last few weeks.
The biggest attendance was from the Brightlingsea Division with Cllrs. Chapman, White, Keteca, & Scott. Represented were the parishes of St.Osyth, Alresford, GtBentley and of course Brightlingsea.
There were many technical points discussed, as well as some specific local issues including some in my division. A huge amount of work just to get to this stage.

Dangerous. Pothole outside number 61. Collapsed and subsided extra in last 24 hours. Very deep. Bollards put in hole itself after others stolen or just moved!
Status escalated to Emergancy. Barring nothing worse elsewhere in the area it should be attended today. Please drive slowly and be careful. Only room for one car width. Big lorries do not have a lot of choice. Be generous with space please. Be safe.

Bottle bank at YMCA was okay yesterday. Feels good to be a bit clearer. Ready for New Year!
