Update from Natta regarding action being taken when traffic lights fail at the Fiveways Junction
As you are aware, we have been experiencing some difficulties with the traffic lights. Some of these issues have been caused by driver behaviour, while others have resulted from faults with the equipment itself.
Whenever the traffic lights enter fault mode, we immediately deploy operatives with stop/go boards to manage traffic safely. We will continue to do this, particularly during peak traffic periods and school drop-off and pick-up times.
In addition, with the aim of improving our response times when issues arise with the traffic lights, we have decided to change our Traffic Management subcontractor from next week onwards. We are hopeful that this change will help improve the overall Traffic Management arrangements, or at least the aspects that are within our control

Update on measures taken by Natta to supress dust on site--Fiveways Junction
We have increased our resources to manage dust on site in order to deal with the current dry weather conditions. In addition to our large water bowser damping down the Spine Road, we now have a jet washer operating at each site entrance. We are also damping down materials within the S278 works area to reduce dust generation and minimise inconvenience to neighbouring residents.
Furthermore, we continue to have a road sweeper booked every Friday to ensure that the public highways are maintained to an acceptable standard. Mersea Homes also has its own water bowser operating within its work area.
I can confirm we are taking a proactive approach managing the situation. However, unfortunately and particularly during periods of dry weather, some dust arising from construction activities is unavoidable

Hi all--I'm seeing reports/comments about not receiving new bins or only part of collection taken on Friday--could you email me at [email protected] or DM me with the issue at your address--either no new bin or what was taken and what was left--inc your address--and I'll raise all tomorrow so that the the question is in their inbox Monday morning. Update following questions I raised regarding the container left in A12 layby--
Colchester City Council has removed the container from the Stanway A12 layby following incidents of fly tipping around the site. Due to the hot weather and the associated increased risk of fire, the council determined that this posed an immediate health and safety concern that required urgent action, rather than waiting for other agencies to address the issue.
All fly tipping has been cleared from the area.

Flagged this up to Natta who advised--the depression in the tarmac at the crossing on Blackberry Road has now been temporary remediated. We will continue monitoring this section and will add cold-lay tarmac as required until the permanent carriageway reinstatement is completed.

The latest update received on the new Fiveways Roundabout-- thanks to Natta for sharing the information
After reviewing the current TM risk assessment and consulting with ECC, we will be installing the 4th traffic light in early June. Although this may increase waiting times at the traffic lights, we have listened to the feedback from residents and this measure will contribute to improving traffic safety.

Currently, we are working on the Winstree Road / Peartree Road junction, installing new gullies to improve surface water drainage at the junction and constructing a section of the new footpath. There has been a slight delay to the current works, as we encountered several issues installing the gullies due to clashes with existing utilities. These issues have now been resolved, and we have agreed a plan of action. We are working hard to recover the slight delay to the programme.

Once these works are completed in early June, we will move the current TM to the opposite side of the junction to continue the works at the Winstree Road / Blackberry Road section of the junction.

Update on the Warren Lane verge near Joe Firmin following complaint I raised with ECC --Dear Cllr Scott-Boutell,

Thank you for your correspondence dated 15 May 2026 regarding the condition of the grass verge along Warren Lane, Stanway, and the concerns you have raised about visibility and road safety for residents.

I appreciate the time you have taken to outline the issues and understand the frustration you have expressed, particularly given your view that this matter has been reported previously without resolution.

Having liaised with the relevant colleagues in the Highways Team, I am able to provide the following information.

I can confirm that the area has now been inspected, and a job has been raised under for the necessary works to be carried out. This will now be passed to the appropriate team for action.

At this stage, it is not possible to provide a definitive timescale for when the works will be completed. This is because preparatory steps are required before any work can take place, including obtaining utility information and arranging suitable traffic management to ensure the safety of both the public and the workforce. These arrangements can take some time to coordinate.

In the meantime, the inspection team will continue to monitor the location to ensure that the condition of the verge does not deteriorate further while the works are being progressed.

With regard to your concern that the verge has not previously been maintained, the information available indicates that responsibility for this area has only more recently transferred to Essex Highways following adoption. As such, the location would not have formed part of previous maintenance schedules. The current action raised reflects that the matter has now been identified and is being progressed under Essex Highways’ responsibility.
