Bollards in Swinbrook Road - Message from Carterton Town Council
Dear Residents,
As you are aware the issue of the removal of the bollards in Swinbrook Road has proved very contentious amongst residents and visitors to the area.
Some residents and visitors would like the bollards to be permanently removed. Other residents and visitors are keen for the bollards to be re-instated as quickly as possible.
There are four parties involved who can resolve this matter:
• Oxfordshire County Council – who have a responsibility for Highways.
• West Oxfordshire District Council – who have a responsibility for ensuring that Planning conditions relating to the bollards are complied with
• David Wilson Homes – who have a responsibility to comply with the relevant planning conditions in the planning permission granted by West Oxfordshire District Council
• The local community who are affected by bollards
There is a concern that the types of bollards originally fitted make it impossible for emergency vehicles to access the area towards Kilkenny Lane.
Carterton Town Council is not a decision maker in the bollards issue. The Town Council has no authority to investigate or advise regarding Planning or Highways issues relating to this matter except as a consultee when the original planning application was submitted a few years ago.
I have previously contacted all of the key organisations and political representatives (including Ian Hudspeth, the Leader of Oxfordshire County Council), asking that the matter is resolved quickly and the community is kept up to date.
A number of Town Councillors have been trying to work with residents to move the matter forwards.
At the last meeting of Carterton Town Council one of the two County Councillors present (both of whom have a responsibility for the area), asked the Town Council to arrange a public meeting to discuss the issue. I am waiting for one of the County Councillors to provide me with convenient dates in order that the meeting can be arranged.
For the proposed meeting to be effective It is essential that representatives from the key organisations involved attend.
As soon as I have details of a date for the meeting I will publish it.

The Silent Soldier sited at the Alvescot Road town gates has been used as target practice and then thrown into a ditch. Not only is this vandalism but a terrible act of disrespect to the brave men and women who sacrificed their lives for us. The person that carried this out should hang their head in shame, but I suspect they are too ignorant to even understand the meaning behind the silhouettes.

Applications invited for affordable homes to rent

Applications are invited for four newly-built affordable homes that are the first to come forward as the result of a unique partnership between Blenheim Estate Homes and West Oxfordshire District Council.

A further 55 affordable properties are being built as part of the Hanborough Gate development, which is on the western side of Long Hanborough.

The first four properties comprise of two 2-bedroom houses and two 3-bedroom houses and they will be available during October and November.

Rental levels will be priced at 60 per cent of the current market rate and so a two-bedroom house will be £173 pw and a three-bed house will be £214 pw.

Priority will be given to local residents, but all applicants must have been assessed in need of affordable housing and be registered on the Homeseeker Plus website.

Thank you to everyone who attended the concert of the Highworth Silver Band on Sunday 26th August. It was a shame that the weather was so wet but the band moved into Brownes Hall and carried on regardless! Thank you to the band for a wonderful performance.
