This week all swimming lessons run by Blackburn with Darwen Council have been covering aspects of water safety to coincide with Drowning Prevention Week.

Beginners have been learning to fall in and float on their backs with more advanced swimmers learning to tread water and swim in clothes to help keep themselves safe. They have also been learning what to do if they see someone in trouble in the water and a lifeguard isn’t present.

🚌🚆 Help shape the future of travel in Lancashire

Plans are being developed to improve transport links across Lancashire and unlock more opportunities for residents, businesses and communities.

The proposals aim to support better connectivity, boost economic growth and make it easier for people to travel across the county for work, education and leisure.

Blackburn Pride is back! 🌈

A staple in the borough’s cultural calendar, Blackburn Pride Festival 2026 promises a vibrant day of celebration honouring the LGBTQIA+ community’s history, resilience, and progress. 🏳️‍🌈

The festival is now in its fifth year and louder and prouder. With live music, drag performances, community stalls, and a lively parade. 🥰

“Parents and little children love Louie!” Those of the words of our Public Health Development Manager Clare who has led on a new three-step approach to toilet training that’s being rolled out across the borough.

Louie Says… has been developed in partnership with specialists from the NHS East Lancashire Bladder and Bowel service, as well as early years and education professionals in BwD.

Designed to help parents, carers and early years staff with advice on helping little ones learn to use the loo, it’s part of the plan to reduce the number of children starting school in nappies.

Parents and carers with little ones can get copies of our Louie Says… toolkit from their health visitor or local Family Hub.

🚶‍♀️🚲 More children in Blackburn with Darwen are choosing to travel actively to school than ever before!

The latest figures from the walk to school programme ‘WOW’ show that 78% of school journeys are now made actively, with walking accounting for more than half of all trips.

The impact has been significant:
✅ Children driven to school has fallen from 50% to 21%
✅ Walking, wheeling and park-and-stride journeys are on the rise
✅ Blackburn with Darwen’s walk/wheel rate is now 6.6 percentage points above the national average

23 schools are now signed up and school route audits have also been completed at four schools, helping identify improvements that make active travel an even easier choice for families. Check out the changes that took place at St Luke and St Philip's Primary School in Blackburn!

Meet Sunita – one of the winners in this year’s 1V Awards held Last weekend.

For over 15 years, Sunita has worked as a Habilitation Specialist with Guide Dogs UK, supporting pupils in Blackburn with Darwen schools and colleges.

We’re proud to have Sunita on our Council team and thank her for everything she’s done for children and young people living with sight loss - she’s helped so many, she’s lost count!

It’s right that her work has been recognised by winning the 1V Health Award. One Voice recognised how Sunita’s work goes way beyond mobility training, as she empowers others to navigate the world safely and live with self-belief.

As someone who has grown up with sight loss, Sunita fully understands what life is like for the children and young people she supports – and they can relate to her, because she’s faced the same challenges.

Sunita said: “I completely dedicate my award to the children and young people with a vision impairment.

“They are the people I support, always striving to make them more independent and build their confidence in mobility orientation and life skills.”

Congratulations, Sunita!

And to all the winners in this year’s 1V Awards: well done and thank you for everything you do to make life better for people in Blackburn with Darwen.

🚧 Ahead of schedule: The first phase of overnight closures of Junction 5 of the M65 have now finished - almost six weeks...

🚧 Ahead of schedule: The first phase of overnight closures of Junction 5 of the M65 have now finished - almost six weeks early 🎉

The closures on the Blackburn side of the junction were originally due to remain in place until July 24.

But thanks to favourable weather conditions and the hard work of the team on site, they will now be lifted and the slip roads will be open as usual.

The project is part of £30m of improvements that will help with:
✅ Improved traffic flow
✅ Reduced journey time
✅ Lower emissions
✅ Enhance road safety.

Thank you for your patience and understanding while this work has been carried out.

Your support is helping us deliver improvements that will make a real difference for people travelling in and around South East Blackburn.

The next phase of overnight closures on the Belthorn side of the junction will begin as planned on July 27, with reminders to be shared closer to the time.

Everyone’s welcome to our two Armed Forces Day flag raising ceremonies next Monday.

On 22 June, two short ceremonies will be held outside both Blackburn and Darwen town halls to show support for our Armed Forces.

Come and join Council leaders, the Deputy Lieutenant of Lancashire and uniformed services and veterans from 10.50am, for the flag raising ceremonies and two minutes’ silence.

The Mayor, Councillor Mahfooz Hussain, said:
“Setting aside this time in our calendars provides a moment of reflection to give thanks and pay respects to our veterans, the men and women currently serving and their families.

“It shows our recognition and unwavering support for their dedication, service and sacrifice both past and present, and everyone is welcome to join us.”

Congratulations to Deputy Chief Constable Terry Woods! 🎉

Hailing from Darwen, DCC Woods has had a 30 year career in policing – and was named in the King’s Birthday Honours list over the weekend.

DCC Woods has been awarded a CBE for services to policing.

He is the UK’s most experienced Deputy Chief Constable. He began his policing career in 1996 at Lancashire Constabulary, serving in Blackburn, Preston, Blackpool and Burnley.

After serving the public across many areas, including response, specialist operations, neighbourhood policing and safeguarding, he was promoted to Assistant Chief Constable in 2017, became Deputy Chief Constable in 2019, and joined Greater Manchester Police in September 2021.

DCC Woods also led the initial multi-agency response in the early stages of the Covid pandemic in Lancashire as chair of the Lancashire Resilience Forum, working alongside colleagues from health organisations, emergency services and the council.

We’re joining his policing colleagues in congratulating DCC Woods on his achievement. 🎉
