The Parish Council agreed at our meeting last night to submit an interim summary to ESBC outlining our objections to the Cameron Homes, Efflinch Lane development. There is a volume of documentation to read through for this application and a more detailed response will be made in due course.

HS2 Streethay Works - A38 - 11 Day closure

The complete closure of the A38 north and southbound at Streethay starts tonight at 9.00 p.m. and continues until 5.00 a.m. on Wed 8 April.

After that the northbound access onto the A38 at Streethay remains closed until October.

The diversion routes are shown on the plans on the attached link and will be signposted.

Barton PC will liaise with our County Councillor and Staffs Highways to try to ensure that traffic sticks to the approved diversion routes and does not use the B5016 though the village to get to the A515 and for SCC/HS2 to put in local signage and to monitor that the diversion is working as intended.

There are two dangerous potholes still at the top of Efflinch Lane. To answer questions being put elsewhere - Yes, when we did a tour with our County Councillor - Catherine Brown on 27 Feb we identified potholes on the whole length of Efflinch Lane from Station Road to Catholme. We don't know why Highways did some and not others. It MAY be that some were classified as of Feb as lower risk because they were deemed to be outside the normal wheel tracks or because they weren't as deep at the time as they are now. However Highways do not disclose on any publicly accessible site what their 'scoring' is for any particular pothole that's been reported so we're none the wiser why they are hitting some and not others. Looking at the map on the SCC Highways 'Report it' site (https://www.staffordshire.gov.uk/.../problems-roads/potholes) there are multiple reports for these particular holes and some show 'fix' dates as 'by 30 March...

Cameron Homes Housing Application - Efflinch Lane

Our East Staffs Borough Councillor Jacqui Jones has made enquiries of the Planning team at Burton who have confirmed that an application was received last week from Cameron Homes for this site which fronts Efflinch Lane and Mill Lane.

However, it has to be 'validated' by the ESBC Planners before it can be registered and before any formal consultations take place and time then starts 'running' on the decision process. It is estimated that the validation process will itself take several weeks and already ESBC Planners consider that there is information missing that the developer should have submitted, e.g. any evidence that there has been any consultation with the wider community about the proposals.

Until ESBC planning officers complete the validation, the scheme will not appear on their online map of current planning applications and no-one will have any access to any plans or reports that Cameron Homes may have submitted.

When validation is confirmed the Parish Council will publish a link to the documents and BPC's Planning Committee will look at the application, as it does for any other, and form an opinion on it based on whether or not the proposal is in accordance with the current adopted ESBC Local Plan, taking into account local impact and sustainability.

Under the Local Plan as it stands Barton is not allocated any further significant amount of development until the end of the Plan period in 2031 or until ESBC produce a new Local Plan.

Any development on this site on Efflinch Lane will likely raise similar issues to those generated by the Providence Land proposal for the land north of the Green, i.e. transport impacts, flood risk from surface water run-off, capacity for sewage disposal, impacts on local services e.g. GP or Schools which would need to be set against any potential benefits of how the proposals might contribute towards housing need in the village.
