LATEST NEWS | Man banned from drinking alcohol in public after antisocial behaviour concerns

A 29-year-old man from Bideford has been handed a Criminal Behaviour Order (CBO) after a series of alcohol-related offences and antisocial behaviour incidents across North Devon.

On 27 August 2026, Robert Tellem pleaded guilty to multiple offences at Exeter Magistrates' Court, including assaults, thefts from shops, criminal damage and assaults on emergency workers.

He was sentenced to 52 weeks in prison, suspended for 12 months.

The court also imposed a CBO until August 2029, prohibiting him from:

❌ Entering specified areas of Bideford and Barnstaple
❌ Approaching people to ask for money
❌ Claiming to be a member of the armed forces
❌ Entering a number of shops and premises from which he is banned
❌ Urinating or exposing himself in any public area where he could be in view of anyone
❌ Consuming alcohol or being drunk in public places (except within licensed pubs in Devon and Cornwall)

He has also been ordered to pay £816.42 in compensation to victims.

PC Laura Hancock-Smith said: "Robert Tellem has been a persistent offender in North Devon over the summer months, causing significant distress for the community and increasing demand on police resources. We hope this action reassures residents that we take reports of antisocial behaviour and shop theft seriously."

What has been happening in your area?

During the month of August 2026, officers in the Barnstaple area responded to 530 logs.

This number does not include the incidents where Barnstaple Officers have been needed to assist in neighbouring areas.

This number is DOWN 13.3% from the same period in 2025, which equates to 81 fewer reports.
These 530 logs include, but not limited to:

84 Concern for Welfare
48 Domestic related
31 Missing Persons
43 Reports of Violence
7 Animal/Wildlife Reports
6 Criminal Damage
45 ASB
76 Highway disruptions/Road Offences (Not including speeding or RTC)
18 RTC
2 Sudden Death

134 people were arrested during this time and detained at Barnstaple Police Station Custody Centre.

A large proportion of police incidents are not crime related. Of those which were, some investigations can be progressed through out of court disposals such as Community Resolution, Individuals being reported, or by voluntary interview.

As well as responding to the 530 logs, officers also worked on file building for court, taking witness and victim statements, foot, and vehicle patrols, booking in evidence, surveillance, executing warrants, attending court, attending training courses and inputting intelligence onto the system.

Bank Holiday! | Have a safe TRIP

Whether you’re leaving the south west or coming to visit, have a safe and enjoyable summer holiday road trip.

Follow the T.R.I.P. checks every driver needs to perform to keep themselves, their passengers and other road users safe.

TOP UP your fuel or battery, oil and screen wash
REST with planned stops of at least 15 minutes every two hours
INSPECT tyre pressure, tread depth and for cracks or tears before setting out
PREPARE for all weather conditions…it may be very hot, or we may have rain and thunderstorms

We’ll add that SPEED limits are there for your safety, they are not a target. Drive within the limit and to prevailing road, weather and traffic conditions. So, TRIPS: as easy to remember as TRIP.

🚗 Have a great bank holiday! 😎
