🏛️ A SPECIAL DAY FOR LINDA

One of the greatest privileges of being a Councillor is meeting people and hearing the stories that connect families to Barnsley’s history.

The Mayor of Barnsley, Cllr Liam Hardcastle, recently met Linda at the Summer Fair, where she spotted her Grandad’s name on the Mayoral Chain.

After hearing about this wonderful family connection, the Mayor invited Linda to the Town Hall for a tour and afternoon tea. ☕️ 🍰

What made the visit particularly special was being able to find a photograph of Linda’s Grandad from around 100 years ago, when he served as Mayor of Barnsley.

Seeing Linda’s reaction and hearing more about her family’s history was genuinely heart-warming. It’s moments like this that remind us that Barnsley’s history isn’t simply found in buildings, photographs or records. It lives on through the people and families who have called our town home for generations.

It was an absolute pleasure to welcome Linda to the Town Hall, and I hope the photograph becomes something she and her family can treasure.

📽️ PENISTONE PARAMOUNT - LET'S SET THE RECORD STRAIGHT

Recent headlines suggesting that Barnsley's Reform-led administration has refused to invest in Pen*stone Paramount are simply not true.

The truth is that the Council has already committed £849,000 to securing and improving the building.

✅ £453,000 has been invested in a new roof, pipework and guttering to make the building safe, secure and weatherproof.

✅ A further £396,000 has been allocated to essential landlord and compliance works, including asbestos removal, boiler infrastructure, electrical works and other building safety requirements. Some of this work is still ongoing and is expected to continue over the coming months.

These are not optional improvements. They are vital works that protect the building, preserve its future and ensure it remains a viable community asset for years to come.

The work that will not proceed is a separate £1 million redevelopment scheme, which primarily involved:

- Creating an additional cinema screen
- Developing a café bar
- Dividing parts of the Town Hall into three separate commercial units
- Creating a new accessible entrance

It is important to remember that Pen*stone Paramount already has a cinema and continues to operate as a valued theatre, entertainment and community venue.

The question, therefore, is not whether we support the Paramount. We do.

The question is whether taxpayers should be expected to fund commercial expansion projects when there may be opportunities to attract private sector investment instead.

At a time when council budgets are under immense pressure, we believe public money should first be used to protect important assets, meet legal and safety obligations, and deliver essential services to residents.

That is exactly what has happened here. Nearly £850,000 has been invested in safeguarding the building, while £1 million of discretionary redevelopment spending has been avoided and can now be redirected towards wider priorities across the borough.

Work is also continuing to assess the building's long-term future. Officers are currently exploring a range of options, including flexible workspace, meeting facilities, leisure and cultural uses, mixed-use models, and potential partnership arrangements with external operators or investors.

Our approach is straightforward: make the building safe, compliant and fit for the future, then create the conditions for sustainable investment and growth.

💬 The Leader of Reform Barnsley, Cllr William Brown said:

"Pen*stone Paramount plays an important role in our community, and that's exactly why almost £850,000 has already been invested in essential works to protect the building and secure its future.

“The decision that has been made is not about withdrawing support from the Paramount. It's about ensuring public money is used responsibly and delivers the greatest benefit for residents.

“There is a clear difference between investing in the preservation of a valued community asset and using taxpayers' money to fund commercial development. Our priority as landlord and owner of the property is to ensure the building is safe, compliant and fit for the future, while creating opportunities to attract private investment and sustainable long-term growth, this is a common-sense approach to using residents' money wisely.

“We want to see Pen*stone Paramount continue to thrive, and we believe the best way to achieve that is by protecting the building, supporting its current use, and exploring opportunities that reduce the burden on local taxpayers while strengthening its future for generations to come."

👏🏼 Welcome to the Cabinet, Cllr Luke Wheat!

Cllr Luke Wheat is taking on the role of Cabinet Spokesperson for Regeneration & Assets – a key portfolio covering regeneration, investment, public land and council assets.

This role will help shape Barnsley’s future, including plans for new investment, the regeneration of town centres and communities, making better use of council-owned land and assets, and supporting projects that deliver real benefits for local residents.

Cllr Luke Wheat said:

“I have stepped down as Chair of Overview and Scrutiny to take on the Regeneration and Assets portfolio.

During my time as Chair, I focused on keeping scrutiny practical and evidence-based, including work on the impact of artificial intelligence and a review of practices at recycling centres. I also worked with members across parties on the forward work programme to support continuity.

The new role carries significant responsibility for regeneration, investment, public land and council assets. My approach will remain the same: follow the evidence, respect public money, work constructively with others, and focus on results.

I look forward to the work ahead.”

We’re looking forward to seeing future projects take shape, ensuring council assets are used effectively and helping deliver a stronger future for Barnsley.

📚 PRESERVING BARNSLEY’S HISTORY

Cllr Andrew Gillis and Cllr Alan Parker, who both represent Barnsley Council on the South Yorkshire Joint Advisory Committee on Archives, were recently joined by Lynne Minett, Group Leader for Heritage and Museums, and David Blunden, Archives and Local Studies Sector Specialist, for a visit to Barnsley Archives at the Town Hall.

The tour gave them a great insight into the important work being done to preserve our borough’s history and heritage for future generations.

🇬🇧 Our heritage belongs to all of us. It’s important that we protect Barnsley’s history and make sure it remains accessible for generations to come.

Suella Braverman has set out Reform UK’s plans to cut wasteful student loans and invest in skills that Britain actually needs.

🇬🇧 20% cut to student loan issuance – loans focused on degrees that deliver strong economic returns, rather than low-value courses.

📢 £500 MORE A YEAR IN YOUR POCKET FOR 40 MILLION TAXPAYERS

Robert Jenrick has pledged to increase the tax-free Personal Allowance to £15,000 in Reform’s first Budget, delivered within the first 100 days of government.

💷 That would be the largest increase in the history of the Personal Allowance, saving the majority of taxpayers around £500 a year.

The policy would:

- Benefit around 40 million people
- Take 2.9 million people out of income tax
- Ensure the State Pension remains untaxed

After five years of the Personal Allowance being frozen by Labour and the Conservatives, Reform UK will put more money back into the pockets of working people.
