Planning News - Badsey Fields Lane Application

Wychavon District Council have REFUSED the application.

In the notice that is published on the WDC application they have stated reasons:
Principle of the development - Design - Landscape character and visual impact - Historic environment - Access and highway issues - Biodiversity - Flooding and drainage - Affordable housing/Housing Mix - Planning obligations

It also seems to be that perhaps the sheer number of objections from Badsey residents has had a little power in helping them to make this decision.

Proposed Order: to close that part of U45231 The Poplars from its junction with C2048 High St to its junction with U45232 Seward Rd.

Reason: Utility work by Openreach

Exemptions: to permit access to any land or premises fronting the highway affected where there is no other form of access; and to allow the works to be undertaken.

Alternative route: U45232 Seward Rd, U45232 Manor Cl, U45234 Synehurst Cres, C2048 High St and vice versa.

Order made: to close that part of C2047 Station Rd from a point 72 metres east of its junction with B4085 Blackminster for a distance of 50 metres in an easterly direction.

Reason: Utility repair and maintenance works by Openreach

Exemptions: to permit access to any land or premises fronting the highway affected where there is no other form of access; and to allow the works to be undertaken.

UPDATE ON BIRMINGHAM ROAD ACTIVITY AS PROMISED

The following is the official report received from the Wychavon District Council Planning Enforcement team:

Update: Enforcement Case – [Land at (OS 0705 4405, Birmingham Road, Badsey, WR11 7TW - W/ENF/26/0136] – Alleged Unauthorised Gypsy/Traveller Site

I wanted to provide you with a summary of recent activity as the case officer following enforcement action taken at the above site following a complaint regarding alleged unauthorised development.

A site visit on 7 April 2026 revealed that 9 static caravans had been positioned on site, together with some ancillary infrastructure. This constitutes a material change of use of the land from agricultural to a Gypsy/Traveller site. It is assumed that much of the hardstanding, drainage, roads, and fencing were installed over the bank holiday weekend.

On the same day (7 April 2026), a planning application was submitted for "Change of Use of Land to Gypsy Traveller Site and associated works including hardstanding" (ref: W/26/00767/FUL).

In order to minimise any material planning harm in the interim, we have served a Temporary Stop Notice (expiring on 2 June 2026). This prohibits any further development associated with the caravan/Traveller site, this includes: laying of hardstanding, siting of caravans and the er****on of fencing. Any reports of continuing development should be forwarded to me as case officer or to the Planning Enforcement inbox.

Please note: There are still approved applications relating to lawful equestrian development on the south side of the site for stables and a horse-riding arena (refs: W/23/02436/FUL and W/23/00895/FUL). The acting agent has been advised that development may continue in this area, but only in strict accordance with the approved plans.

We are awaiting the determination of the planning application prior to taking any enforcement action if necessary.

UPDATE ON ACTIVITY ON BIRMINGHAM ROAD OVER THE WEEKEND

Thank you to all residents who reached out to the Parish Council by email or phone regarding the recent activity on Birmingham Road.

We appreciate your vigilance and engagement. The Parish Council has been actively coordinating with the Wychavon District Councillor for Blackminster, the Planning Enforcement team at Wychavon District Council, and the Public Rights of Way team at Worcestershire County Council to ensure the matter is fully understood and appropriately addressed.

We expect to receive an update tomorrow and will share further information with the community as soon as it becomes available.
