Well done to Attitude of Gratitude campaigner and community litter picker, Manuela Wahnon, for all her recent work. Inspired by her example, I went out litter picking with my children this past weekend.

Whilst the council’s main message to residents is not to drop litter in the first place, if you Love Where You Live and want to help our dedicated environmental services team tidy up Test Valley you can sign up to become a Community Litter Picker here - https://bit.ly/3GtCNzj or email [email protected].

The council will provide the equipment like litter pickers and sacks. All you have to do is leave your Test Valley branded bags next to any public litter bin and it’ll be picked up.

She spent seven days photographing bins, litter picking along the way, and speaking with local businesses.

***King George Road Cleared of Unauthorised Traveller Encampment***

Earlier this afternoon, I received reports that a large group of travellers had gained access to the King George Road playing field off of The Drove in Andover. I immediately informed Test Valley Borough Council’s Head of Legal, who in turn contacted the police.

A huge thank you to Hampshire Constabulary who attended very quickly, imposed our injunction and gave instructions to the occupants of the unauthorised encampment that they must leave immediately or be arrested. I’m pleased to report that the threat of arrest worked and they have now left the area.

I find it astonishing that some people think it’s ok to break onto land and set up a completely inappropriate camp on public open space, preventing it being used for its primary purpose. This is particularly disgraceful on a day like today, when the playing fields would ordinarily be used by children on their way home from school.

I hope that this sends out another clear message that behaviour like this won’t be tolerated in Test Valley. If travellers want to legitimately stop (in our injunction area) whilst they are passing through our borough then they must apply in advance via our temporary stopping policy, give their details and adhere to agreed behaviours.

Again, a huge thank you to Test Valley officers and the police. Our injunction and the ability to enforce it means that the open space can now be enjoyed by local residents over the weekend.

***Ludgershall man ordered to pay over £1,500 after failing to assist with a large fly-tip near Andover***

A large fly-tip, which included flooring, tiles, and carpet, has led to a man being ordered to pay more than £1,500 in fines and costs.

In June 2024, Test Valley Borough Council received a report of waste being dumped in the vicinity of the Old Chalk Pit on Foundary Road in Anna Valley.

When officers arrived, they found a fly-tip consisting of a large quantity of vinyl flooring, boarding, tiles, polythene, a wheelbarrow filled with waste, aerosol cans, grippers, underlay, cardboard, carpet, and packaging, which had been thrown through a fence at the site.

Information within the rubbish led officers to Darren Gladwyn, 45, who was invited to attend an interview under caution on the 3rd of July 2024. Gladwyn never attended, and failed to show up for a further interview, as well as a notice to assist with the investigation.

At Basingstoke Magistrates Court earlier this month, Gladwyn was ordered to pay £1,317 in fines and costs. Compensation of £270 was also paid directly to Upper Clatford Parish Council who had paid for the waste to be removed from their land.

The team at Test Valley will always investigate incidents like this and is further proof of our zero-tolerance approach to fly-tipping in the borough.

Great news, St Michaels Preschool Andover. Pleased to have been able to help.

Earlier this year we were given notice on the St Michael's Church Hall, we were obviously distraught by the news and didn't want our little preschool to become another victim to what seems to be an epidemic of term-time preschool closures in Andover.
Our amazing committee set about trying to secure new premises for us immediately, calling an emergency meeting with Services for Young Children (SFYC) and Cllr Phil North in attendance. Both of which have been amazingly supportive.
With an introduction from Cllr North, we have been in talks with The Enham trust and are happy to announce that from September 1st 2025, we will be operating from Carpenter's Cottage, just of Newbury road, in Enham.

We are now adding to our waiting list for September and though we can not show people around the new site, the staff, equipment and ethos of St Michael's preschool will be the same.

We look forward to continuing to be of service to the families of Andover for another 40 years or more!

***Update on Test Valley’s Traveller Injunction***

I’m at the High Court in London today to listen to our application to renew Test Valley Borough Council’s unauthorised encampments injunction against ‘persons unknown’.

Considering some recent national press articles I’ve read recently it seems that we are well and truly into traveller season. Touch wood we haven’t seen any unauthorised encampments in Test Valley so far this year - helped in part by our injunction*.

In fact, since last May, we have only had two breaches in the injunction area:

1️⃣ On 24th of June 2024, where 4 caravans broke onto the cricket pitch at Romsey Rapids.

2️⃣ On the 24th August 2024, where several caravans gained access to some green space in Augusta Park.

In both cases the police threatened to arrest the perpetrators if they didn’t quickly vacate the site, and the encampments packed up and moved on the same day.

Compare this to the two years immediately prior to our interim order where in 2018 we had 38 unauthorised encampments and in 2019 we had 40. The vast majority of which included some form of fly-tipping, the dumping of human waste, damage, nuisance, animal cruelty or intimidating or anti-social behaviour – with every single encampment occupying land where they didn’t have permission to be**. Back then we had to wait up to a week to obtain a court order to move them on and on some occasions they would just drive down the road to a different location and we would have to start the process all over again.

It’s clear, therefore, that the hard work to get our injunction in place is paying off. However, although our final injunction obtained last May includes a five-year order against ‘persons known’, we only had a one-year order against ‘persons unknown’ (the maximum allowable). So, need to renew it.

The hearing is today, and I’ll be in the High Court to hear the case. It’s not guaranteed we will receive the judgment today but I’ll keep you all informed.

Unfortunately, my approach in standing up for local residents has, in the past, led me to be targeted by a particular online traveller group who have previously inundated my posts with accusations of racism, bad language and implied threats. I have, therefore, taken the decision to disable comments on this post. If Test Valley residents have any specific questions though, then please do email me at [email protected].

*The order covers 17 square miles of Test Valley including all of Andover as well as the Alma Road car park in Romsey, Romsey Rapids and the Nursling and Rownhams Hall and Recreation Ground. All areas which have seen significant problems over many years.

**We do, of course, have a negotiated stopping policy which those who wish to stop as they pass through Test Valley can apply for in advance, by completing an application form and adhering to agreed behaviours.

Update:

***Injunction Success***

We successfully renewed our traveller injunction against ‘persons unknown’ (with the power of arrest) for a further 12-months.

The Judge, Her Honour Justice Ricardson, was clear that there had been no material changes, that our current order is extremely effective in preventing not just the number of unauthorised encampments, but the length of their stay and, of course, the reduction in clean-up costs.

She referenced our evidence that larger numbers of unauthorised encampments are still taking place in similar local authority areas that don’t have injunctions and that the number of encampments increased prior to May 2024, when our power of arrest was discharged. She was, therefore, satisfied with the continued efficacy of the order.

Today is Victory in Europe Day, which this year marks 80-years since the allied armies reclaimed much of our continent to liberty. I was delighted to be at the flag raising ceremony organised by the Town Council in Andover this morning, and will be attending a special service in St Mary’s church tonight. Test Valley Borough Council have also awarded £25,000 in community grants to more than 50 local organisations, helping to fund street parties, afternoon teas, musical performances and reflective services.

As Churchill said on the 8th of May 1945:
“We may allow ourselves a brief period of rejoicing; but let us not forget for a moment the toils and efforts that lie ahead.”

He was, of course, referring to the ongoing war against the Japanese and deliberately tempering his joy with the fact that 380,000 British service personnel went to war but never came home. He was also aware that not all of Europe would be free - with the horrors of National Socialism quickly giving way to another murderous tyranny in the form of the Soviet Union. Eastern Europe’s VE Day didn’t come until 1989 - and is under threat again today.

So, although it is right we celebrate the ending of war in Europe 80-years ago. Like Churchill, we should probably also temper that by the fact that conflict has, once again, taken hold on our continent, that anti-semitism is on the rise, and that we stand more alone in the world than we’ve done for a long time, with a pressing need to increase our spending on defence.

I suppose Churchill’s closing words on the 8th of May 1945 are as apt for today as they were then: “Advance, Britannia! Long live the cause of freedom! God save the King!”

🇬🇧 VE Day 80 Grant Scheme - Please Share 🇬🇧

✌🏻The 8th of May 2025 marks the 80th Anniversary of Victory in Europe Day, which brought to an end World War Two in Europe.

💷 To help communities mark the occasion, Test Valley Borough Council has launched a VE Day 80 Grant Scheme, which will enable event organisers to apply for up to £500 towards local celebrations to mark this historic event. Voluntary groups, not for profit organisations, clubs and societies, parish and town councils and schools can all apply. The closing date for applications is 12 noon on the 25th of April and all activities must take place within two weeks of the 8th of May 2025.

🚧 The council has also agreed to waive the fee for road closures for any events linked to VE Day 80.

***Holocust Memorial Day - Light the Darkness***

The Union flag is flying at half-mast over Test Valley Borough Council buildings today to commemorate Holocaust Memorial Day, which this year marks the 80th anniversary of the liberation of Auschwitz-Birkenau.

I’ve reflected in the past that it’s difficult for us today to imagine the true horrors of the National Socialist death camps and the sheer scale of the killings that took place there. That’s probably still true. However, sadly and shockingly, we saw just 16-months ago, the biggest killing of Jews since the Holocaust. The appalling events of the 7th of October 2023 at the hands of Hamas and the rise of anti-Semitism in certain parts of our society since is a warning to us all that we still need to work together to eliminate it.

Indeed, I came under pressure from the so called ‘Islamic Human Rights Commission’ who contacted me just before Christmas asking that Test Valley boycott the Holocaust Memorial Day Trust commemorations this year. I gave them the shortest possible shrift with an emphatic no. I’m sure their view is in no way a mainstream opinion, but we need to be vigilant.

In recent years, the Germans have lit up the Brandenburg Gate with the powerful words: Nie Wieder Ist Jetzt. Never Again is Now! That’s what Holocaust Memorial Day is all about. Remembering the past to ensure, as much as possible, that our children grow up in world full of tolerance, respect and of thriving democratic nations.

As the Samaritans say, there is no such thing as ‘Blue Monday’, that some people like to describe today (as the third Monday in January). Feeling low isn’t just something that happens on Mondays or a random day in January. So out with the blue and in with the brew - and even if it’s not today, do try and make time for a cuppa and a catch-up with your nearest and dearest.

I was at Tangley and Vernham Dean Parish Councils last night, giving them an update on devoloution, local government reorganisation and the government’s planning changes.

Whilst there, one of the Tangley Parish councillors gave me this leaflet, which I thought I’d share more widely. The Bobby scheme run by the Blue Lamp Trust is a Hampshire-based charity that provides safety and security advice to vulnerable people and the elderly for free.
